implemented to cover weekday games, weekday night games, and weekend games. there will be service that began two hours before game time. ticket passes will be provided at the giants' ticket windows. these require a great deal of staff to make them successful. we will ensure that all the station agents will be fully staffed. we will have signal maintenance personnel on staff before and after the game. our center will also be staffed before and after the game. we will have officers at various intersections near the stadium. we also would have the fair inspectors supporting crowd control. one of the issues that we have worked hard to improve is in the area of ataxia sensibility. based on the success of additional taxes stands, we are
3:31 am
providing three taxi stands. one will be located on second street, the second will be located at second street near king street, the next will be located near king street also directly across from the ballpark. we have worked this out in conjunction with the taxi companies and they have conferred with the third street stand because of less sidewalk congestion. with these plans in place, we look forward to providing the ability to at&t park for hundreds of thousands of fans this season and we're hoping that the giants will return where they belong in the world series competition later this year. the next item line need to cover is our klipper car program. i am pleased to report that this is continuing to be a success and we were able to transition
3:32 am
our customers successfully on april 1st. specifically, march was the last month that we prepared and provided the muni adult pass. this marked the first month that all former and past customers were using the -- card. this was a monumental accomplishment because given two months ago, only 60% of our customers were using this. we are fast approaching our transition as it approaches the disabled customers. we will transition them in june. 26,000 seniors have signed up for the card which is also a good penetration at this juncture. the average monthly sales on this is normally around 28,000. we have approximately 2000 more seniors that we have to get signed up. this is clearly a tribute to our
3:33 am
staff and consultants that we have on board. we have been reaching out to our seniors at the community centers as well as some events that you are aware of that are stationed. we are doing this in english, spanish, and chinese. we only have 11,000 of the 19,000 customers signed up at this time. you will be extending the may transition for use. some improvements that have been under way insure that we had a successful transition. we are upgrading the wireless system in our bus facility that translates this to our vehicles.
3:34 am
this is the key vacation between our bosses and the readers and the wireless network of the clipper system. we have increased the amount of coverage in our rail and bus facilities. the next update -- excuse me, you had a question? >> i hope no one will have a problem hearing me. how many with disabilities are using the clipper cars?
3:35 am
some people have been complaining that they can't reach the car. >> i will get back to you on that specific issue. the next item we need to update you on it is our part program. after years of work here, we are finally poised to launch the pilots around the city. rollout will be marked by an event at the civic center plaza on thursday, april 21st at 11:00 a.m. we look forward to the board joining us to inaugurate a test of the state of the art technology enabled strategy will be implementing. -- and a bold strategy that we will be implementing. we will be locating available
3:36 am
parking spaces to the computers and hand-held devices. we will be aligning hours and meter rates based on market demand. we will weigh the differences between credit cards, parking cards, and change. we have got worldwide attention, it definitely national attention as it relates to this pilot program and we will be briefing you as well as the world in terms of our progress. i hope to see you there at the launch. in conjunction with the annual legislation conference, we had a round of successful meetings in washington, d.c. we met with the house leader, nancy pelosi, the staff of senator feinstein and senator boxer as well as staff officers. i was pleased to be joined by
3:37 am
chairman nolan as well as director cheryl brinkman and leona bridges. we discussed the investments that we have made in san francisco as well as it relates to investment -- transportation. i'm available for any questions and that concludes my report. >> members of the board? >> i wanted to comment on the park. i am looking forward to that. i know there are several cities and we are really on the cutting edge of parking technology in this country. there are several cities that actually sold the rights to their parking and they are letting outside companies set the fees and decide how to manage their parking. we are taking control of it. therefore, we are managing our
3:38 am
revenue. this is probably better than the cities to our outsourcing this. i am looking forward to that very much. >> to any members of the public have comments? >> some people have filed speaker cards. >> good afternoon. if i could take a second to express my sadness about the death of director beach. it is really sad to hear of a people have passed away. cameron beach was very important to me because i remember he cared about the neighborhood businesses and the broken meter issue.
3:39 am
i want to address the issue about the three taxi stands. i urged staff that the taxi services division should get the information out to the taxi drivers. i have not seen any mail from there. the person who had about previously was gone. the person who replaced her said she would look into it. i've not seen any e-mail yet. the opening game is friday night. i am hoping that you'll get the staff to do lots of e-mail blasts for posting at the capitol so that the drivers know about this.
3:40 am
the last part is that there will be 21 -- at the some of them can be going around and monitoring the cabstands. you know that the town car's swarm and they scoop up the fares preventing us from parking and causing traffic jams on second street and this is really a problem. i am urging you to do stringent enforcement for the first opening series. thank you. >> because the issue of clipper card was product, i will tell you some anecdotal experiences from the senior action network and its classes on senior advocacy. as a result of those, i have an extensive meeting with the
3:41 am
clipper card staff. what you need to hear and understand is that when i reported to them they said they never heard. the larger issue is that whoever is running reports might not be as directly knowledgeable about the system's functionality or observant of the customers. it is seniors reporting that they have difficulties in several ways. one is getting the code being properly done. some pay cash for trip by trip. some will get multiple fares deducted as they go from the first to the second to the third bus. somehow this is not coated in a transfer time. they also report that you cannot find out how much time you actually get. they don't know what is on there. third, this is more for some people with disabilities, there is quite a variability in the placement of the card reader such that with the hybrid buses,
3:42 am
this is in the far right underneath the fare box. with others, this is on the pole on the left. i have seen some cases where people taking the list, they will have to reach back over their left shoulder. there is not a consistency of placement. if you are blind, that is a hell of a problem. i have complained about this because also the placement means this is a safety hazard when you want to grab on to the poll when you are pulling yourself up or you want to get off. there has been no response from this agency. >> thank you. >> i apologize for being tardy. one issue that i wanted to follow-up on both for memory of
3:43 am
my dear friend and also for transit reasons is the twin peaks tunnel speed issue. hopefully, -- has been smiling since i asked these questions. we have been asking about why the trains have slowed down since the work in the tunnel. to my knowledge, we have not received a clear answer all the we have been receptive. one of the last conversations i had was about this issue and he said he had not been satisfied. recently, we were actually riding the train and noticed as you enter the curve, we're going about 5 miles an hour. it seems to me that not only have we not gone unanswered on the speed in the main portion of the tunnel but now the trains
3:44 am
are going slower and i have not received an explanation for that. obviously, this is only in minute or two or three on an individual trip but when you add that up, this is really a massive amount of time. so, i would like to know at our next meeting or in the next report why we have a slowdown in the you reek of curved -- why we have a slowdown in the eureka curve. >> this has been going on for a long time. >> the next item is the citizens advisory council report. -- is unable to be with you. he will have a full report at
3:45 am
the next meeting. item nine is items that are within the jurisdiction but are not on the agenda. we do have quite a few members of the public who are anxious to address you. >> i wanted to make two suggestions. this arose from a situation today. this flows also from the suggestion made by john haley at the meeting last week in terms of trying to improve service for the j st., he suggested that where these meat, they are possibly putting in a left turn signal. i wanted to support that idea. today, there was a problem at that intersection.
3:46 am
it was there for about 20 minutes. i want to commend the supervisor. that guy did a hero of job of moving the truck and also directing traffic because the drivers were abysmal in their responsiveness to the safety issues. the crew did the work quickly. a left turn signal could have been helpful at that intersection. it would not have stopped the problem. it would have made traffic flow easier all around. i want to suggest that what mr. haley said is something you should consider in whatever level you can. thank you. >> the next speaker is -- >> funneling all of these
3:47 am
millions to a company out of the state is not a solution while we are short in money. we can use this money over here in san francisco, in california. drivers can only pay 2% and having this 2% spent inside, why they should funnel money to another country? -- and out of state company. this is full falsifications. this is not present the facts. all the personal information of passengers, drivers, are being held in databases and as we know, these databases can be accessed during the process that it goes through and we see a
3:48 am
misuses it all of the time. fortunately, -- can be -- personal information can be compromised. using gps is a bad idea. using automation as a foundation is a much better idea. 90% of the cab drivers are the silent majorities. they are the people that transferred people here. why they are not here on the prior session's because they are migrants. in their countries, when they speak their minds, bad things happen to them and their families. yes, you push the income to the level that is half of what teenagers make in mcdonald's. remember, -- >> next speaker. [applause]
3:49 am
>> you listed my name first. i live on 21st street and i have received something in the mail saying that we would get permits for parking. my neighbor passed around a petition and i signed against it that he showed me since then that there is a record of me
3:50 am
being in favor it -- in favor of it. i am against it. i spoke to a neighbor up the street and she believes the same thing happened to her. my vote is no. >> thank you. >> i am here to speak for -- to cannot be here today. he is out of state. he addresses this to the director regarding permit parking. i received a copy of the block map that was used to justify approval. i am unable to attend this meeting but wish to point out that three properties were longley shown -- were wrongly shown in favor.
3:51 am
please correct this mistake. >> thank you. >> i am here on the topic a permit parking. as you are each going to receive a pamphlet and this is important that this would be delivered to each now because i'm going to refer to -- >> this is not accessible to all members of the board said the board has a policy that unless every board of member can access it -- >> they can. right there.
3:52 am
>> if you start speaking, we will put it over to show what you are trying to show. >> being approved on march the first, 2011. >> this is upside-down. >> that's it. >> ok. >> some of this shows up in red. it is those three properties with the arrows, these have been
3:53 am
changed in their vote as you have just heard. this vote was changed from yes to know. the next person is two doors away from her have her vote change. i have signatures from each of these people. his boat was changed from yes to know. that tilted the balance. -- his vote was changed from yes to no. therefore, it follows that your approval for a permit was based on very erroneous information. that is on the map down here. those three properties have voted no. they are colored green because someone wanted to color them green.
3:54 am
you are responsible to the public and it is not the other way around. >> thank you. >> please complete halt and reverse this decision. >> i am here to support my fellow members and state that this whole department of parking and traffic situation approving this is something that was just outrageous. we have three people here at the hearing proposing it, two people for it, and a signed a petition must.
3:55 am
one person who asked to park on this street instituted this to the situation. when this was approved, i wondered to myself if you have overwhelming support against this, are we living in a democracy? how many people can say no but it is a very small minority of people who want this and they still approve it. i would really like to ask how would is that the hearing board of the department of traffic, they all work for the department of parking and traffic. why don't they recused themselves? -- why don't they recuse themselves?
3:56 am
this is absolutely ridiculous to have members of the mta sitting on the hearing board deciding what is right for them to do, especially when they are obviously biased and completely in support of everything that the city wanted to do. this is no more than a conspiracy. >> i have come to speak on my behalf and all little people, the taxi drivers.
3:57 am
last time, when you passed the rules, they were unaware of what was going on because the taxi driver has never published it properly to let people know. there are some laypeople that would not be speaking that are sitting here. yellow cab and started driving 5% to the drivers under the new rules. this item is sold by the cab company and you are forcing us to pay. this is the paper from one of -- which shows the story. we gave them an increase of $13.
3:58 am
these are people who would not take a penny. they would drink the water. [applause]
3:59 am
>> cabbies are losing income all the time. we are losing more. we will lose five more. i do not support this. this is my shift. many drivers did not come because they are working and they do not support this. that is it.
