two years. in our opinion, the garages are unstable as far as the operations are concerned. three of them, we don't even have bonafide collective bargaining agreements, but that is our problem. we want transparency and it is very important. i believe that some of the instability is rooted in court decisions that have been made about adherence to complete revenue control that goes back some years. that being said, this should have happened a long time ago and we're not tell you -- here to tell you who these are for the we're asking for the stability to be bought about as soon as possible. i thought it would be done in 90 days. staff has a little bit longer time frame but as soon as

asking questions. i don't know if he got all the answers. the journalist asked for some public searches and requests. he might find out -- you might find out more than you want to about why these contracts were not awarded when they were supposed to. i might take some time to ask some questions. this is and little sneaky. i urge you once these are awarded and once you have done the audits to make sure that the city is getting its due amount about what is being collected from the operator of these garages. we can make sure that there is not more being pocketed. >> think you. -- thank you. >> good afternoon, directors.

i will not mince my words today. this is about corruption. i have never seen this level of corruption. this contract was awarded to a small bitter says -- bidder and you would incorporate the it is that would allow small operators to be able to have an opportunity to manage these garages controlled by these larger management companies. lo and behold, a small company was able to win. this board says, can we get this thing going? sure enough, it turns out that the attorney and representative of one of the big companies also is a personal attorney of the ceo and the executive director.

guess what happened? that contract is not executed. fred beckley is that a lot of money. and you reviewed this thing in the worst possible way. you throw out of the good suggestions by the consultant and now you award more money to these companies and you put out a second rfp. the city attorney investigated and you are trying to put it out again. who will get it this time? will it be those that won't did not want this to go forward? -- will it be those who did not want this to go forward? this agency is corrupt in a way that it bids and puts out contracts. the attorney who did not want that contract to go forward is also the personal attorney of

i'm here to discuss the safety, training, security and enforcement division. we will give you a discussion of the things we're doing. we will also have the deputy chief come and speak to the enforcement portion. what want to talk to about the system's safety group. we have four areas. one of the areas, this group is responsible for overall operations and anything rolling out on the streets and anything that happens out in the rail yards and facilities as far as maintenance is concerned.

this group looks at the program and they review the video to look for safety-related issues. the also look at any issues regarding operations that can be security-related and those that looking at their training issues. this has been in effect over a year and a half and has been a very good program for us. we have seen a reduction in dr camera events. we will be handling the discussions later this month to go over our quarterly report and how effective it has become within this agency. this group has been tasked with increasing the staff. we can change our focus within

the system safe the group. when i started, people or more of a reactive group and they are mainly accident responders for the agency. we have changed their focus to being a proactive group, the proactive safety approach. this group is required to do checks on buses and train operators. they go out and they do radar checks. they also go up to the terminals and they do checks at the terminals to make sure that they're not tampering with the equipment. they look at the adjustments to see what they are looking at. they also look to see if the operator is using the bus correctly.

the more visible you are from a safety standpoint, the more results you will get. these people are visible and they are out there. this group also handles our safety certification which is required by the federal transit administration. there will be major capital projects. this also confirms to the safety certification which is done to ensure that the project is designed to meet all safety standards. we do testing to make sure that it meets the minimal standards of the mta in all safety standards. we do perform all of the safety

tests. this group is responsible for the senior management committee. this replaces an old committee that we had which was called the safety review committee. this group meets on a monthly basis and they discuss accidents, statistics. they go through any corrective actions that can occur from safety inspection or an inspection generated by the pc -- puc. this group overseas the two of their -- that we had. operators were not involved in the committee. apparently, these have been in

place for a long time. the committees meet on a monthly basis and there are union members. we will move forward to try to close the hazard out. i have not had any issues brought to me from the safety committees. we also have the control board which is a part of the safety committee. this is where we look at procedures, we approved the engineering specifications. any changes that take place out in the field or in the facilities. this group is responsible for accident investigation and in sharing that the
