1099 another example. it came from the community. saying we are being hit by this. chances are that small businesses across the country are facing a similar challenge. a.d.a. is unique because california, because of the density of our area. especially from minority business owners. but in general when they feel that there is something that really has, you know, basically keeping them from really growing their business. so, if they have certain issues that they want to share with us and we take a look and say, hey, we are hearing this from atlanta and from washington. let's bring everybody together. again it is the small business voice we represent. usually if someone brings up

a.d.a., right now a.d.a. is confined to california. maybe we can put together a roundtable in california. and i know that other business groups have asked for that. in order to bring together the roundtable all we need is some issues to take a look at and that we would bring together stakeholders. unfortunately right now we are holding it in washington because our experts, our researchers, economists and attorneys are all at headquarters. usually after the roundtable we, as regional advocates will report back to our stakeholder asks say that we have these issues. do you have other perspectives that we can share with our team. and that is how we engage everybody. we don't want certain groups to be left out from this process because it is very important that we have diverse

draft a resolution so we have this before you. after hearing what your thoughts and what you wanted to do in regards to the potential displacement for small businesses in the resolution. it is drafted for you and it is there to either amend, approve and then we will send it out to the corresponding departments. >> go ahead. >> the following findings and resolutions were adopted. this is just the draft text should you choose to adopt. resolution supporting small businesses displaced by the americas cup.

the seevent an important sporting event that will have importance to the local economy, create jobs and will bring positive changes to the san francisco waterfront, whereace an unintended consequence of the race facilities can be the displacement of a number of san francisco small businesses. many of the potentially affected small businesses are destination businesses and contribute to the character and vitality of the city. the small business commission recognizes that the disaccomplicement of many of these businesses may be a necessary consequence in order to hold this international event. when relocating businesses will face significant up front permit, entitlement and impact fee costs, including fees charged by the planning department, department of building inspection, department of public works, sfmta, public utilities commission and other city departments.

the office of economic and workforce develop andment the port of san francisco have dedicated staff including a dedicated point person to work with the americas cup race event authority in producing this event. therefore be it resolved that the small business commission requests that the office of economic and workforce development, the port of san francisco and the americas cup event authority take efforts to minimize the number of small businesses affected by the america's cup event, be it further resolved that the small business commission request that the office of workforce development and the port of san francisco provide dedicated resources to assist affected businesses. thereof be it further resolved that the small business commission request that the office of economic and workforce development, port of san francisco and other city departments assist affected businesses in relocating to new locations and negotiating

leases, including special assistance for businesses that have business models that require location on or near the waterfront. be it further resolved that the small business request that the planning department, department of building inspection, port of san francisco, san francisco public utilities commission and other departments provide steam lined permitting and entitlements in order to allow businesses to relocate to their new locations. be it further resolved that the small business commission request that city departments waive or the americas cup event authority be responsible for all permit entitlement, impact and other fees and costs associated with the forced relocation of businesses. >> ok. thank you. lots of people want to speak on this.

>> yes. and i just wanted to make a note that the port of san francisco started making plans in working with the businesses on relocation and has started working with the plans. and they are in communication on working to assist businesses to relocate in other port properties. but i do think that what is good about this is that any of those businesses or other businesses are not located on port property or should they relocate off that we are extending the commission is extending its support to ask the city to support these businesses and their relocation. i just have one technical. the last thereof it be resolved needs to end with a period.

about those on the periphery of the construction? construction vehicles, things going on that would impact them? >> at this point, i do not know, and i do not know how far along in their planning process they are, but it sounds like it would be nice to bring forward the america's cup event authority as inappropriate person to provide the commission with a presentation on that. -- is an appropriate person. president o'brien: maybe it is already in the language there, but do we not talk about a dedicated resources -- resource?

discussion, and we will be welcoming the port authority to work with us beyond this, and we can start having those discussions of a businesses on the periphery and such. >> great. i guess, commissioners, what you could do is while we were initially thinking, i think, when this was brought up last month at the commission, it was specifically citing the businesses that were going to be relocated, that had to be relocated from the port property or from their current location on port property. if we want to expand and to amend this resolution to include the businesses that might be affected that might be just a side of the port property, then we can include that, and we can provide staff with some guidelines of what you

would like to say, and then we can bring it back to you next month. >> and also, we'll be happy to include any comments and a corresponding letter that would go with the resolution. commissioner dooley: i do not know if we want to add this are not, but one thing we are not addressing at this point is the impact on small businesses cost -- business is who i know are already concerned with the impact on traffic and parking, the influx of parking that they are feeling, like people are not going to be able to access their businesses. it is already going to be brought up now.

the f train is packed at all times, and the number 10, which is the only city bus which serves that area, has been drastically slashed, so, in a sense, already, there is no public transportation. surrounding neighborhood small businesses are concerned this 11 impact on their business, and they are not even going to try to get to them, -- president o'brien: ok, what i am hearing now, just to put some order to this, it sounds like we have a concern for, say, businesses on the perimeter that could be affected that made as yet not have been identified by

what their plans are for dealing with it. i know the mayor's office is already starting to have discussions with transportation in that area, understanding what they have now will not handle the load. and we need to follow-up with these resolutions. >> there is something that the commissioners and i talked about, which was the specific relocation from the port property, and i think that keeps in what the commissioner asked about.

>> for years. commissioner o'conner: tghe -- the race will last for years? >> no, they expect to see a lot of people. no one will be able to get near the small businesses. we already see this on weekends when there is even a somewhat minor event. it is gridlocked entirely. so the businesses in that area are concerned. nobody is going to take their dry cleaning to a place where they know there is no possibility of parking. commissioner o'conner: can we move the america's cup teams hunters point -- to hunters point? >> i do when to add that this

will affect all the way to the ballpark and south. the north is a little more challenged. i think it is more car dependent than other parts of the city, so we do need to talk about the traffic impact, and i think it is a little bit disconcerting when the fisherman's wharf koran or -- wharf area -- there are some strong impacts coming, and i think we should look at it. >> commissioners, i think what is appropriate is that you are beginning to hear some concerns. we are still early enough in the

appropriate person here to address any of the other issues? president o'brien: i think what we need to do, do we need to have a qualifying common, or do we just approve this resolution with the understanding that you're going to follow-up with a presentation from the america's cup? >> well, there are some amendments, which was adding the department of public health to the list, so the commission can approve this it resolution as is with that amendment, or the other item i heard was for staff

to draft and a minute about businesses that are outside of the property that are adjacent, so it is up to you to decide if you just want to move forward with this amendment or for us to draft language and come back with what is adjacent. president o'brien: commissioner dooley? the commissioner dooley: i think we should go ahead and do this first. present o'brien: ok, with no further comments from the commissioners, we will open it up for public comment. clerk: public comment will be for three minutes.

please state your name clearly. >> i want to congratulate you. this is one of the most are thinking things i have seen you do. the french businesses are businesses that are going to be impacted, i think they might be a lot further than you would think. if you go by polk and lombard, the cars are lined up, trying to go past the crooked streets, and that is four blocks away on a normal day. when they have big events, like fireworks, the impact of cars backing up, the buses cannot move.

the cable car. it starts impacting things much further away, so as to have your discussions with whomever, the impact will be more far reaching than you think. again, congratulations for your forward thinking. another thought to go forward is the idea is great. you might want to start looking at other major city projects and come up with a dollar or mount it is a huge project by a grant that is tearing everything up right now. it has a huge impact all around. maybe down the road, major city projects
