extracted from the project as we move into a completely new phase with the excavation contractor. the archaeologists are at the far east and of the project, finishing up. they have backfill that hold out and have one more test to do up on the west end, which will start after some building demolition on that and -- end. just under 90% on the demolition side, and on the utility side, they are tracking at almost 99% local labor with 11,000 hours completed to date. are there any questions? >> on this last two pieces, you include kraft hours -- craft

are not on the calendar. >> good morning. i am a resident in the rincon hill neighborhood, a block away from the temporary terminal. i wanted to take this opportunity to compliment the tjpa on a fine job. as jim lazarus said, it is pretty amazing that such a large demolition project has taken place with so little -- whatever -- with so little negative feedback. i think the transbay jpa has done an excellent job. the contractors have done an excellent job. just wanted to give you some praise. it is not often that public agencies here praise from neighbors, so good job. the other reason i'm here is with the work being done on utilities and streets being torn up a bit, i'm wondering if there

may be an opportunity to paint in some crosswalks, you know, paid in the zebra stripes. pedestrian safety is one of the top concerns in south of market, and if this is an opportunity -- well, the streets are a little torn up, to paint crosswalks, so the drivers know that pedestrians are using the streets in addition to their cars, that would be very much appreciated. harrison street -- a lot of residents live along harrison street. there are about 300 children that live between fulsome and the bay bridge. with the use of second street. and in increasing population of elderly folks. people moved into my building in 1991 and are retiring. any help that you can give for pedestrian safety. if there are any funds you are saving from bids that are lower

than what was budgeted, if you could help us with painting in the stripes on the crosswalk, that will be great. harrison street is a little bit out of your purview, but the drivers -- once they get through some of the delays in construction traffic, they are shoving the gas pedal down, on their way up to the bay bridge. anything we can do to make the streets in my neighborhood, residential neighborhood, look a little less like freeways and more like residential streets would be appreciated. again, great job on the demolition, and thank you. >> that includes members of the public that wanted to address you on that item. director ford: ok. let's close public, and moving -- move on to the next item. >> item 7, authorizing the executive director to execute a

contract for additional construction services, increasing the contract by $223,800. >> directors, steve will report on this item. >> again, turner construction. this item is made up of five smaller changes, including one for existing conditions that were unknown. there's foundation law -- there is a foundation wall on the way to the shore in wall, so we needed to reengineer that and demolished part of this unknown wall, and forseen wall. there was also some diesel- soaked asphalt planks and subsequent soil contamination that needed to be removed. some fence lines that were not in accordance with what the original bid documents had in,

and at the beale street bar and grill, in order to maintain additional pedestrian access, we asked evans brothers to replace the paving that was not originally part of their contract. finally, we have asked evans brothers to pave a north/south side what -- sidewalk on the west side of fremont streets and both the west and east sides of remonstrate in order to maintain pedestrian traffic and save some issues there with taking up street space. are there any questions? thank you. director ford: all right, seeing none, can we have a motion? >> no members of the public, i did not see that they wanted to address you on that item. director ford: ok, all those in favor? suppose? >> item 7 is approved.

moving to item eight, presentation of the tjpa fiscal year 2011-2012 budget outlook. >> good morning, directors. this is the budget outlook under the tjpa budget policy. we do the fiscal year budget in a three-step process. we bring you the outlook, which is sort of a broad overview narrative. in may, we will bring you a draft budget. in june, we will bring you the final budget. we are really managing this project under the baseline budget that you have approved. the 1.589. the fiscal year budget is really just a slice of that capital budget. each year, we aggressively estimate expenditures and bring to you what we believe is our best estimates of the slice of

the overall capital project, but because we are funded by grants and those grants do not expire, if we were to excel expenditures, construction was occurring ahead of schedule, we could always of men the fiscal year budget to bring things forward as long as we are within our overall capital budget. as in years past, this fiscal year budget will look very much like previous fiscal year budgets, other than, of course, the construction line items will be much greater. the major expenditure categories are professional and specialized services, which includes our consultant services, and, of course, construction now appeared right-of-way acquisition. although we will have completed phase one -- we are anticipating to have completed phase one by the beginning of this coming fiscal year, there will also be expenditures associated with

that acquisition. the eminent domain actions will carry forward. there will be relocation assistance and other expenses associated. the other three major categories are salaries and benefits for tjpa staff, administrative costs, and also our reserve fund. the budget will come to you -- the revenue section will have two parts -- planned revenue and committed revenue, and the committed revenue will show what has actually been allocated in a grant, and planned revenue will be what we will be working with the funding partners to allocate throughout the year. then, for the second year, we will be bringing you an operating budget as well for the temporary terminal, and that will cover expenditures associated with management for the temporary terminal, security, parking control, and the bridge toll funds that we receive are expected to cover

all of those costs, and we also received some rent from greyhound and have an rfp for advertising on that, so we expect some revenue from that. are there any questions? director ford: any questions? ok, so you will be back before us? >> correct. director ford: that will give us a chance to digest staffs of metals, and we can go from there. all right. thank you. >> all right, moving to the next item, item 9 is approving an agreement to compensate the owners of certain property adjacent to the transit center for extraordinary waste disposal costs as a result of the impairment access -- and chairman of access to the waste collection facilities to the transit center construction. >> good morning, directors. the item we have before us this morning is an agreement with golden gate disposal and recycling for waste collection

services for some of the properties surrounding the transit center site. i have a brief presentation i can run through to give you some background of what the impact here are. director ford: thank you. >> as you are aware, the rail levels of the transit center extend to net thomas street -- to natoma street and the above grade levels will extend over. during the course of construction, we will be occupying a significant portion of this to a wheel streets, and that area we are occupying is going to goingrecology -- going to prevent recology from servicing some of the buildings in the conventional manner that they have in the past. you can see here the cross- section of the transit center,

and the curved line -- the curb lilne and how it extends under ministry and how the bus debt level will extend over ministry appeared in the buttress and shoring and excavation contract, we will be installing this shoring wall here, which is not a part of the permanent structure, but allows the excavation and eventual construction of the permanent structure inside. we will also be setting a barrier just to the north of the shoring wall to serve as our perimeter for the construction site, so all of that activity will be happening in ministry. here you see a similar cross section at net homeless street. the box extends also underneath nicole mistreat, and the upper levels also over natoma street. you see a map of the west end of

the facility. the line shows where the k rail will be located and where the loading docks, affected buildings are located as well. here, you see a section at 101st street, and this depiction here is where our shoring wall will be constructed and where the k rail would be and the amount of right of way that would be left to try to access these loading docks. here is a similar section at natoma street where the k rail will be located and where the shoring wall will be. recology provides both waste service, recycling, and compost service to the affected buildings. a total of four buildings are included in the agreement where the garbage service will be

altered. in altering that, they will need to go to a smaller collection equipment or smaller waste containers and more frequent service patterns. this is an image of the type of equipment used in most of these facilities today. a large compacted that has been loaded on the back of the trucks, so this drop needs to look back into the loading bay, collect the container from the compact, and then drive out. that is the ability to back into the loading docks is what is going to be impacted. instead, it recology will be going to this type of equipment, to the smaller container that can be wheeled out in the right of way and then loaded on a front end loader into the dump truck. the agreement we have before you today is with recology to cover the collection of additional costs during construction, and we have taken the approach of

having a single agreement rather than individual agreements with property owners to improve the invoicing and tracking and audit record. if you have any questions, i can take those now. >> i have a question that does not have to do with this contract. it was something to do with an entrance to the parking structure. >> there is not going to be lots of business claims or anything like that? >> are working to maintain access. again, most of these buildings have parking access off of manitoba, and we are working to maintain that, but by narrowing the right of way to in some cases 11 to 15 feet, there is not enough room for the equipment to access the loading docks. >> one quick question. i can assume from the pictures that i saw, but no problems

discussion between two candidates for the position on the board of supervisors. a number of decades of experience, they are failing to carry out the mission of achieving regional and coordinated transportation and doing everything possible to have clean air. earlier, i would listen to the pedestrian safety and there is just one big plays that the city hasn't considered in how it can address to the pedestrian safety matter. he that is through its appointment. i have searched for an opportunity that we can have the candidates for this position comes of that they can be asked questions by this committee and

by the public. i find that they are excluded from participating so there is no opportunity to see what he answers would be. i know my time is limited, so i wanted to bring to you how pedestrian safety relates. it is appointed agency. it has people from cities and counties as an extra little job that they can get more money for. and spend a couple of hours deciding how to allocate money. they can't do it. behind them, how the financing is a party or the developers. >> although i have served since 2007, this is the first time i have appeared before the rules committee. in the past, it has conflicted with the class that i teach. i am pleased to be here today and meet with the rules committee of like to read my letter of application and keep it in direct. i will review what i believe are some of my qualifications. thank you for considering my continued service for an organization providing educational research related to the board culture.

and i hope to continue in this capacity with your approval. please accept the attached list of qualifications. the only significant addition is an additional service to the council itself, i should add that the most significant aspect is that i am serving for the landmark committee. we have quite a bit of work in that committee currently. i also put more time and with city college. through the department of environment, i have provided instruction in water management. i believe my professional training and practical experience in a wide variety of areas qualify me for the seat. by years of professional service and experience working with the diversity student bodies, and

the regional occupational program, and the young students of santa rosa high-school. i relished in drawing on his death for the service of the council. if there are no questions at this point, i like to review some of the highlights of my qualifications. >> are there any questions from colleagues? >> there is a list that i submitted at my original application, and i like to highlight a few of these bullet points. my undergraduate teaching, my credential in agricultural enter -- education, not so much in

forestry or horticulture related, but there was a lot of emphasis. i would like to point out that one of my instructors at that time was dr. richard harris was widely recognized as an authoritative researcher. there was a lot of original research that we try to communicate to professionals. my experience and exposure to the research has served me well over the years. as i mentioned earlier, i taught at the high-school level for about six years. i taught in a vocational program working with both high school and adults. a transition to working with adults solely at the city college where i have been for about 20 years. the courses that i teach their,

plant identification, landscape construction, and care. those of the courses that relate most directly. there are some other courses that teach as well. i would like to mention that i have local experience working as an employee for local three companies. that is where i got a lot of light on the ground experience working out in the trees. with that kind of professional activity that the arborists are engaged in. we don't do much business these days, i am busy with my family in teaching responsibilities. i hold my contract license active. i still do some work as a

consulting arborist and landscape installer. i am a certified arborist, and i have a couple of street trees of my own in district 8 where i decide -- reside. i still an active with my son schools. and there were cultural activities. those are my qualifications. i would submit to any questions you might have. beyond that, my work with the council has been a pleasure. i feel like i am able to make a meaningful contribution. i appreciate your consideration. all of the work that has happened -- supervisor kim: i have seen all of the work that has happened in
