i would like to thank him for putting this together as quickly as he did and sort of picking the pieces up. when you're actually able to meet yesterday and show him around the facility and talk to him about things like that, so that is why the conditions are just beginning to you today. perhaps so for condition number one, the hours of 8:00 p.m. until 2:00 a.m., extended permit until 4:00 a.m. only friday and saturday, we are interested in being able to open as a place for entertainment on the weekends, on friday, saturday, and sunday. we would prefer to be open at noon for things like street fairs and things like that when there are events down in that area, and then we would actually like to just the opening time on the other days of the week to 4:00 p.m. we do not intend to frequently have event the start that early,

but occasionally, we would like to be open for a happy hour and other events that might start earlier than 8:00 p.m., so that is the first. go ahead. commissioner: a standard poe allows you to do that, it will give you that. >> ok. for condition number three, the permit holder shall maintain control at all times, we want to make absolutely certain that there is no misunderstanding about our intent to outsource the security and also to work with promoters and marketers to

events we will be holding in the facility will be done through a promotion or through an event manager or through someone and external to the management team, so we will maintain a calendar of those events. the specific wording states we shall notify at least one week prior with the calendar of events, we just -- if we miss a week, a preference would be perhaps to send a monthly email, and also, most of the events that we're going to be doing are going to be the same promoters over and over again on a week to week basis, so we wanted to be sure about the semantics and the wording here. commissioner meko: we generally accept that language from the police department, and we generally add to it that we should notify the entertainment commission, as well. >> ok. item number seven. the soundproofing.

the building including the upper level windows that were recently replaced with a single pane glass, and the roof of the premise shelby soundproof to maintain sound inside the establishment. so we are intending right thing to do probably vote more soundproofing than what is indicated on this, and so the level of specificity about where the soundproofing needs to go and be placed is a concern, only because go through and do research and work with sound engineers to put the soundproofing where it needs to be. vice president joseph: agreed, but the walls, door, and the room should be soundproofed. yes? any windows should be

so you can do as much soundproofing as you want as long as it includes this. if what is their right now makes the soundproof, you are good to go, but what if what is there does not, you have to do something. >> ok. any wallace, doors, and roof. i think the point is, as this is needed, we will soundproof. commissioner joseph: no, you will be fully selman-prince before you open. >> yes. and using pat-downs and metal detectors prior to allowing patron entry. we certainly will be doing pat- downs. i am not familiar with the use of metal detecting ones at entrances to nightclubs. at the airport, yes. i am not sure i assume it in the city of san francisco.

as i said, we're going to be working with a security company to do this. i do not know if they have that the equipment, and i do not know if it is absolutely necessary, and we look to you for advice. >> my name is peter hudson. i think we would feel more comfortable if there was a universal standard in the entire city in san francisco, if every night club would be forced to do this. we would be happy to be in compliance, but to be the only venue with the metal detecting devices, it is going to hurt us coming out of the gate. this is not the way we want to establish a reputation. vice president joseph: your door policy is your door policy, and if you do them well, unless they hide it in an orifice, they will find the gun. is that right? >> right.

that is the recommendation we have. >> item number i, notifying sfpd if an incident occurs inside or in the vicinity of the club. we would like to have more specificity because there are clubs that are adjacent to us and across the street, and we certainly believe it is reasonable to state within a certain number of feet for the perimeter for patrons that we will maintain the security, and we also want to make sure that our neighbors to the same and that we are not responsible for skirmishes that may be caused by other venues in the neighborhood. ok?

and then the last item, item number 17, this was an idea of officer edinson. type in is an excellent idea. we shall establish a telephone line, a dedicated community hot line. the wording that we are uncertain about is "that should be properly answered during business hours for the purpose of acting upon complaints from neighbors." we certainly do not have a problem working to make sure that everybody who is on staff has access to, the management staff has a phone on them that is tied to this community phone, and we want to be responsive to the community. we are also aware that during an event -- vice president joseph: you have

to do it. it is a part of all of these. commissioner meko: in fact, it is more than that, saying it will be answered at all times by a responsible party who can address the item immediately. there is so much duplication in these conditions from what we already put on here that my tendency is to keystroke most of these and just add in the few that are particular to your location, but basically, i think we a stronger conditions and stronger protections, and there are ordinances which also apply to which cover a lot of these soundproofing issues and other things. i am looking at continuing this item so that you can clean it

bit late, if they go until 4:00 in the morning, and you get a crowd that lets out late, that is just one more night where there is a crowd making noise, kicking bottles, not the that would happen here, we hope not, but that was it for that one night only. commissioner: that is realistic. >> i looked at the building, and there were single pane windows, so i thought at least double pane in addition to whatever else would take care of the sound in the building. i imagine that is going to be an ongoing process with that. i and the next point is 14. just security issues. the metal wanting, it could be something really quick, over the back of a person as they enter.

if they want to try to come into the club with something. if the commission feels that to be part of the conditions, i think it would cut down a little bit on weapons. the next one would be i, the city. there are a lot of clubs in the area. you cannot go 100 feet without running into another club. this would be next door, somebody getting into a fight, i think the wording here should be to these, when one or do something to help. it is not putting responsibility on the club. it is just to be able to get our police to respond so there is not any blame for not calling,

we were in sacramento trying to get 4:00 a.m., and what we learned during that process is indianapolis as 4:00 a.m. alcohol. columbus, cleveland, you know every code and america has got 4:00 a.m. closing, and what we are doing is turning san francisco into walnut creek, and i think it is dangerous. >> hello, commissioners. my name is emery. i am one of the neighbors. i live behind, for lack of a better word, this venue. it has been dark for quite awhile, and the permit that essentially been abandoned at this point, but i would like to see it reopened.

i would like to party at this place it, just without keeping my neighbors awake and vice versa. i have come down here and a number of times to talk about this place, and i would like to see it move forward and open and be successful over the long term and a great contributor to the tax base, and the employment stock, so really, my only concern is about noise. it can be open 24 hours a day, seven days a week for all i care if we cannot tell as neighbors in terms of sound. i do not see how it matters. i am not one of those neighbors, and the folks who live on the street are not the type of folks to do not want anyone around us to have fun, so my simple request would be that prior to operation that any sound check include, as a suggestion, two

before that, i worked in seattle in amsterdam. i have come back here for a reason, because of the arts and culture and music in my life. i am 39 years old, and i feel i am responsible to do so. our cultural here is based on bards, sharron, and i first came to visit when i was in the marine corps and was stationed in monterrey. it astonished me, and it was because of that openness. i have watched people moved in, and nightclubs have been having permit issues, and a lot of live music venues have ceased to exist, and at this point, i want to thank you for keeping the metlife alive as much as you have, but i would also say the with the accord any new nightclub that comes into the city. some people who are here and

actually know the communities, and you realize that you are a world-class city. we are a world-class city prepared we make this together. when we tell people about restrictions on drinking or dancing, they are absolutely astonished. i was working in china and in macau, and i could go get a drink and dance until sunrise. beijing, hong kong, macau, thailand, bangkok. i am a very worldly educated woman, and there is the impact of these decisions that you are all going to make, and this is a global community. we want to encourage the community to come with us and sing and dance with us. thank you. i am a responsible woman, 39. i like to dance until dawn, and i would like to keep that and have other people. president newlin: thank you.

any other public comment? >> hello, commissioners. my name is scott. i appreciate that beatbox will be revitalizing this. especially coming up from jim meko, we need to make sure that these are not permanent restrictions. if for some reason it is only allowed friday and saturday, but that is not a permanent change but just a condition of this particular permit for beatbox. you will not be able to do that. there are lots of other issues to communicate, but take care.

president newlin: any further public comment? commissioners? commissioner meko: he is correct. we do not need to enrich them any more when we do things. if this then you had more extended hours in the past, then we would grant it now. he would certainly be well employed and what may be win that case. i would recommend that we extend the same hours than are allowed for every other place of entertainment venue and with regard to the extended hours, the same that would apply to the

most reset tenant at that location. i would also recommend that we accept condition number four. when using outside promoters, we will add in the entertainment commission at least one week prior with a calendar of events. i would also accept a number 13, considered to -- security personnel will be readily identifiable with a logo to the patrons know who the security personnel are, and condition 15, installation and use of the security cameras at the entry and exit, recordings must be retained by the club for a minimum of, and i would strike 10 days and change that to 30 days, and items 16, owner shall maintain good lighting on the property. those would be my recommendations as well as to

joseph, commissioner newlin. commissioner newlin: ok, direct, by the next item. director: this was to provide entertainment at the corner of eddy and larkin. it is a gastro lounge, and i do not know what that is, you will have to tell me. entertainment appears to be in the form of deejays, and there is a gospel brunch on sunday, but i will say that many, many venues come before us with a gospel brunch, and i have yet to see what, so i will hold you to that. the hours are primarily 5:00 p.m. until 2:00 a.m..
