three workshops in three different sections of the city. and we are working with the state bar to help provide information on the legal interpretation and discussions. as i noted to our new small business policy advocate, the primer at the department of justice does not have plans to translate the new booklet into spanish or chinese. we found this to be a very effective tool when we are talking with the businesses -- the americans with disabilities act, and these are complex laws. and it helps to have these

materials to be able to articulate these laws and have individuals be able to read it and understand it. another thing, there are numerous things with the legislation to ban smoking inside the establishment's. we are contacting the legislative sponsors office to get more specificity to make sure that hiif it is going to impact, this is going to be a

big issue. they will be sitting on the commission that will be hearing it very shortly. it will be heard on wednesday. we have sent a letter on behalf of the department because we did not have time to have the commission hear it. but commenting on what the worst of the commission. >> this new ordinance at the meeting, they need to out

part of june will be when we need to get this completed. i need to make sure that we get adequate out -- and have businesses understand and get their feedback. what that fiscal impact will be for businesses that has some sort of capital and means this will probably be a benefit if there are multiple locations. it will be a benefit for them receiving the department of public health. it might be a little bit of an issue. we will do our region and provide feedback, so i will be

sending you information and samples. it will be great to have you talked to merchants that you know. i will be working on an out reach plan as well, however you can assist with that, it will be greatly appreciated. just a quick run through on legislation that the commission has heard, the payroll expense tax exclusion for the central market street and tenderloin area passed on its first reading last week. the self-service restaurant retail coffee stores and video stores, that is currently at planning. they are definitely taking the comments and recommendations under advisement. they're looking at it closely and seeing if there are other opportunities with it as well in terms of cleanup.

there is a 6-week-old on this to do an economic analysis. the urban agriculture it passed and the fillmore neighbohorhood has passed. we have not been able to get confirmation about someone from the police department doing presentations, but i have been doing my district station logs. i noticed in the park district newsletters that they have been enforcing in have been writing citations. >> be former park station person is handling that. she will be happy to come and make a presentation in front of us. she is going right now to the different march and

committee report. >> we did not meet this month because we did not have any legislation. we have no report. >> item 14, permitting committee report. president o'brien: most of what i was going to discuss has already been covered. limited live entertainment, it has been discussed this evening. the director has discussed already the update on the permit fees and go consolidation project. the only part i would add to its is that maybe this was already mentioned, but we are seeing if the tax and treasurer's office will allow for installment payments. for cash flow purposes. but the feedback so far is that

there might be legal reasons that that can't go forward. we will keep checking into that and report back to the full commission. also reviewing the list of priorities, programs, and projects. in may, the committee will have a report for the permit fees. in the report will be an ongoing topic that we will investigate, it has been moved to legislation to follow that and make recommendations on it. commissioner atoms will advise from time to time because he is more familiar with than any of the other commissioners. a lot of that has been covered this evening. thanks. >> item 15, the average report.

>> commissioners, i will just cover a couple of items that have not been covered previously. the first is the vacancy project. the language of the full building vacant legislation has been sent to the controller's office to see of that language will satisfy the proper 26 requirements. and then, we had a very interesting presentation by tracy parker with the -- miss parker gave us a an overview of the truancy project. right now, we are looking at the program which is in your packet. it is the mayor's -- let me give you the information about that. president o'brien: the inside flap.

>> got it. >> the mayor's youth employment program. that program is looking for 20 used to play some small businesses. -- youth to place in small businesses. myep is a really great intenship. they are doing out reached to the small business community, particularly through retail. that is their target. they're looking for the merchant corridors that are interested in hiring a youth. any sector that is looking for a paid intern. you have a free person for the length of the project. there is an application that

comes from the youth force program. they are the fiscal sponsor. youth employment is probably the most difficult. the youth are job-ready. they are insured . again, this is an opportunity for someone to hire a motivated young person and have the cost of that higher completely covered. we are doing out reach right now in different sectors. commissioner dooley, with her extensive links to the pet world, if anybody has any opportunities. they tend to be employed in the non-profit sector. this is the first time that they

out soliciting restaurants, very successfully. i encourage everybody to be here, we will be having a recognition with the board of supervisors at 3:30. we are having a reception prior to that. >> it will take place between 2:30 at 3:30. >> we have an all-day conference sponsored by san francisco state university. it will be at the center offices there. golden gate business association expo has been moved till june. but there will be several different neighborhood organizations. there will be mixers sponsored by wells fargo and the golden gate business association.

we'll be having hours at the center on market street. a lot of these other neighborhood organizations will be having theirs as well that we. most of them are having them on tuesday night. saturday, the sidewalk sale throughout the city, i think everybody on this commission for approving the fee waiver. that is a huge deal. we thank you very much for that. we will have a spotlight on comcast, headline news. local headline news. it will be running for the next three weeks supporting small businesses. >> and also, commissioners, in regards to -- we have advertisements in the bay garden, san francisco magazine

and wells fargo is doing promotions for shop your neighborhood. they are participating. this is something that's new and added. i think it's really exciting. to do that reinforcement of the activity that is happening targeting the consumer. most of it is targeted towards the business owner. and the business person. it is really targeting the consumer to support our businesses. >> if you go to the web site, you can nominate a business, a small business that has under

>> i watched the video that commissioner adams did. it was really great. i forwarded it to the chinatown merchants association. it will encourage the emergence to participate. commissioner adams: i would like to stop in at their meetings. >> i also want to report that i have been busy with the citizen's committee of community development. it has been very busy. as you know, federal has cut the funding for the grants a lot. we have to work with the staff to see what we are going to do. we are dealing with a 30% cut. april 5, we sat through a public hearing for five and a half

hours just to listen to the hardships that it will bring to the non-profit. it was a very difficult meeting, but it is what it is. >> commissioner clyde? commissioner clyde: i want to highlight the one-year anniversary of the one-year passing of the passinhealth care reform. on march 21, it was organized by scott hoch of small business california and included representatives from the small business in desperation, health and human services, and insuring the uninsured project. i think some of the highlights for the fact that there are millions of americans that are now insured who were previously

uninsured are able to get insurance that were previously unable due to thpre-existing conditions. from a small business perspective, health care reform has really assisted, especially the small business tax credits for health insurance for the employees. the very small employer will hopefully be able to provide health insurance benefits now and into the future. commissioner adams: i would like to tell everybody that on june 4, cliffs variety store will be celebrating 75 years of the same street and i owned by the same family for the last 75 years.

they'll be having an all-day celebration with merchant demonstrations, party and the parking lot, it will benefit aids emergency funds. the civil rights academy and the honor walk. i would encourage everybody to come out to celebrate the seventy fifth anniversary. president o'brien: any other commissioners to report on anything? next item? >> general public comment. president o'brien: seeing none, next item. >> new business. commissioner yee riley: i have contacted owners that have heard about the san francisco parking.

like all the garages. have you heard about that? i've heard they are going to eliminate the rate as well as the monthly rate. the other thing would be the parking meter. they will charge different rates for different times of the day. if they do away with that, it will impact restaurants and the small business. i would like to hear about that, is that possible? >> can we get someone from mta to come speak to us sometime in june or july? it is starting to become a

problem in the neighborhood. things are helping the -- happening that are a surprise to me. i know it has affected the marina, fillmore street, you have yellow zone parking up until 4:00 p.m.. it was general parking. they have changed that to be 6:00 p.m. now. a certain streets where there is more yellow parking than regular parking, it is starting to become an issue. if we can have somebody from mta come in to talk about parking concerns. there are a lot of changes going on over there that i would like to have addressed. >> it sounds like we need to get an update on where the sf park program is and, you know, where it is. we've had a presentation

anywhere from eight months to a year ago when it was first implemented. the second is probably to have an mta representative to deal with the meters different from sf park. commissioner clyde: i want to bring of the health department and the site and requirements. there is a new sign that is being passed around and required to be posted about no dogs in a food facility. i like to talk them -- and talk to them about their site requirements. where they are required to be posted and why? the front door of my business is looking pretty jammed with no 21, no smoking, now no dogs. and there are dogs except

service animals, documentation, can we ask for documentation? i would like to hear from them again in a future meeting about their signage guidelines and requirements. are they really necessary there? is it a staff training issue?
