agreement and i understand that there are necessaries of metals necessary to receive a risk assessment update that the project will go through, scheduled by the middle of may. as mentioned, central subway financial plans are comprised of federal, state, local, and nationwide programs. in dealing with financial sensitivity and risk, a good example of a funding amendment is a proposed swath of prop 1b

funds. in the event that funding is delayed or project costs increase over the baseline as the during construction, beyond the program contingency's required by the fda for the program, meetings with staff found confirmation on the need for bridge financing, stating that the supplemental amount should be 10% of the total project budget. the notification also stated that documentation must be provided showing a supplemental insurance funding is available.

considering the fda because consideration for the project for a grant agreement. central subway continues to demonstrate support and commitment from funding partners of the fta. currently under review with mtc, the supplemental insurance funding component will be addressed by your action today. to prove the identification of additional state funding of the need arises in the future. to give you a brief update on what is happening out there. south of market on fourth

street, the shots are clearly under way. this will be completed next month. this year we have awarded our second contract in the union square area. january, on the left, we have the pedestrian what -- pedestrian walkway barriers. the photograph on the right is a demolition of a sub-sidewalk basement. vacated for the future union square market street station. asking owners and businesses to vacate their basement, the shot on the right is an example of one of the basements vacated.

finally, some of the realizing of the sewers and potential subway project that will cross stockton street, this is an example of gary and the realigning of the sewer, complete sewer realignment of the infrastructure. this is my last slide. in closing, the central line will become the most active in the system, providing an active downtown link with downtown growth and $1 billion introduced into the local economy, representing an unprecedented return of federal dollars in federal investment.

a big thank-you goes out for working with us. thank you. >> -- supervisor campos: if i may, there are certain conditions that staff is recommending on page 186 where the mta would respect those conditions. >> my recollection of the board action today is that they are included in the reference and foliate knowledge by the program, which fully intends to comply with the proposed conditions. as we have shown through the prior conditions imposed. >> one of the conditions is the same schedule and cost funding plan adopted by the authority

board. is that an action that needs to be taken by the board? >> that action will be taken this afternoon. supervisor campos: rate. thank you very much. supervisor chu: i was surprised to see in camp -- condition no. 2 the delegation of staff. again, i want to understand, did management not understand who was responsible for these management pieces? is there a reason that needs to be called out here? >> the agency has resources that have been edified and have been working on the program, dealing with everything from grant applications to collaborations with authority.

while i cannot speak to why it was placed on to read, i can assure this body that we will work in collaboration with transportation authority to provide it by weekly briefings with a more active outreach. stepping back, this program has been managed in compliance with the process that provides a very structured program in dealing with risk management. the transportation authority is a part of that process. that umbrella also includes financial management, posted with biweekly meetings to address financial issues on the

program. supervisor chu: i know that last november it looked like there were differences between the agencies and in the funding agreement. can you talk about the working relationship between your agencies? are we comfortable that the relationship is working out and that these conditions and a grammar rules will take care of the conditions as raised in the past? >> on my behalf, i believe that the program has an outstanding relationship with the transportation authority. these ground rules will simply continue to enhance that. turning financial management into a more transparent process and transparently structured process. while in any relationship there is always room for improvement, we will continue to strive to

>> welcome to "culture wire." in april, the 50 forces and francisco international film festival will be taking place. joining me to talk about the programming is the director of programming for the san francisco film festival. rachel, welcome to "culture wire." i look forward to this every year. my first question is, what will be the opening night film? >> we have a terrific film for opening night. it is called a beginners and as an american independent film that stars ewan mcgregor and christopher plumber. >> what kind of music is that?

>> house music. >> it is a hard to describe story with a lot of humor and heart. >> what are the other highlights? >> there are so many great films. it is hard to pick out the favorites. we have over 200 films and the festival. we have some other wonderful american independent films like the centerpiece premier that stars john c. reilly. including the closing nine film that really shows the crossroads of internationalism that the festival. >> it is not just about the two weeks of the festival. you guys also run really fascinating programs for the bay

area. >> really don't stopped screening films. we have a series of festivals in the fall for the fall season. and we often do week-long runs at theaters around the bay area so that people who want to see the kind of films that we show at the festival can see them all year long. and we have a wonderful filmmaker services department. we can provide fiscal sponsorship and a lot of great advice. finally, we have a really robust education department. people that want to learn about filmmaking can take some of our fantastic glasses. >> one of the things that impresses me about the film festival is sort of the impact that it has. i know you guys are the longest

running film festival in the americas. >> it was always a great festival for the city of san francisco, so our constituents are the people of san francisco. we want to do what we can to reach out to as many kinds of populations as we can. one way we do that is by bringing in guests. that is one of the things that makes a festival exciting. not only do get to see films that you might not otherwise see, but you can meet a director or an actor and hear about their prospective making the film. the one thing that i always like to tell people who have never been to a film festival before is that it can sometimes seem daunting from the outside because he will pick up the program guide and it has 100 name movies and seems a bit hard to navigate in the beginning.

but it is really worth it as you know from coming. the atmosphere in december, the interaction with other guests, the films themselves make it a great couple of weeks. >> it is important to participate and take advantage of this treasure trove of films from how many countries? >> is usually between 40 and 50 countries. >> it is an impressive range of filmmakers and the national perspectives that gets represented in the film festival. thank you for bringing this festival to san francisco every year.
