deputy director where the company was supposed to be free to the charges, putting in terminals that would cover the amount of income that the drivers had. however, merchant accounts are supposed to be no charges, they are supposed to be above a set of these accounts anywhere. the two companies are already cheating on this in a big way. luxor is already charging 5%. the dispatchers are not supposed to touch the money, taking 5% off. he has repeatedly threatened to fire anyone that does not deal with his merchant account or use another service.

a yellow cab the account is set up in the name of george henderson. it is supposed to have no relation to the company whatsoever. overseeing the dispatching services. once again, both of these companies, drivers have been told they have to use and are not given a choice. there are all sorts of ridiculous charges on this but are designed to be funneled back to yellow cab, near as i can tell. i would suggest that these companies are not allowed to pass on their charges to the driver is as long as they are behaving like this. thank you are in much. >> good afternoon. my name is jamie whitaker, the san francisco-based company

before i get to the recommendations for you today, i want to just mention the upcoming sf park launch. an issue that has been closed or hard for a long time. project goods in early stages of development, something we are very enthusiastic about seeing in the first rollout of the program this week. i just wanted to say that it is going to be important to communicate to the public what this is. i think there is a misunderstanding in the public about how this works and why this is a win-win program for people. i think that that is a real challenge that the agency is going to have to confront.

this is a very good development for the mta and transportation in san francisco. something we have been a longtime supporter of. i have three recommendations for you and then i want to ask your indulgence to speak just a bit on item 14 today. the first thing that have is about proof of payment inspectors. sometimes there are vehicles where one of the machines is not functioning and the others working. i gather that under current procedure and practices, inspectors have to scratch this whether they are ticketed passengers with proof of payment in napa situation.

we think that if any of the ticket and readers are malfunctioning, they should not be ticketed passengers. i am sure that there are a lot of people that exercise the discretion when it comes to this, but we do not think it should be a matter of discretion. often these vehicles are very crowded and of some one cannot tag these readers it does not mean that they can go check out all the other ones on the vehicle to see if there is a place for them to tag on. if these are malfunctioning, we do not think citation should be issued. right now i guess that policy only applies to all of them are malfunctioning. sometimes it is just not that easy to move around. the second recommendation is about central subway.

i know that today you have before you at 1.57 $8 billion plan for funding central subway. one of the things we want to make sure does not get forgotten in this process is bicycle parking. even though there are issues with space in the stations, and we have had discussions about, ample, secure and monitored bicycle parking for the plant, by securing all of the bicycles and monitoring the bicycle storage areas has adopted by the agency, we are recommending stations with crews and bicycle wheels on the stairwells. we have a decommissioned bart station with every effort being

made to prepare the station for bicycle-ready vehicles. whether or not it is decided to go with bicycle-ready light rail vehicles, there are policy situations there and we should be prepared, should they decide to go that route. that is the bicycle central subway recommendation. my last recommendation is that we adopt the staff proposal for the redesign of summit ave. we are very impressed with all of the outreach that staff has done and with the level of community support they have received at the meetings and workshops that were held regarding masonic avenue and design that they have come up with, something that we're pretty enthusiastic about. we also want to make sure that

the residents and businesses on or within one block of the avenue had been surveyed to confirm their support of the project and make sure that this project has the support of not just people that show up to meetings, but all residents in general. we believe that this is a matter of dotting all of your eyes and crossing all of your teas so that this can go forward without ambiguity. one less thing that i want to talk to you about, item 14. there is a community of people in san francisco that care very much about muni. you could not be part of that community without knowing cameron beach. his passing came as a great

shock to all of us. all of us that worked with him over the years. in one of the articles written about him when he passed away, it was said that he loved muni more than anyone else in the city, and i think that is exactly right. muni is something special. it is not just a transit system overlaid on a city. it is something that is deeply enmeshed with the city. the city and muni are inseparable. i think the camera understood that.

i think that his experience in transportation, when i read about how many years of experience that he had, i thought that it did not add up with this age. but in fact he started sleeping in buses when he was 16. he started caring about the system quite a bit. i remember, one time, i have made recommendations year. obviously i knew him through the board and the policy advisory group. i remember making recommendations here about one year ago where it was an arcane issue about whether they should buy insurance for certain types of liability.

i think that we recommended against the purchase, he thought it was a good idea of you voted for it. later he called me and said that it was a hard decision to go against the recommendation, that he had tried hard not to do. that meant a lot to me. here is a guy that had decades of experience in the transportation industry, the chief operating officer of the sacramento transit system. he did not owe me an explanation of all. he did not owe me an explanation that all. yet he felt compelled to reach out to me on that. that meant a lot. i think that he understood how much she was a part of that community of people that care very much about muni.

i remember when he was giving management here about speed -- a hard time about speed in the twin peaks tunnel. the thing that occurred to me, when he said that, i was not thinking about the issue. i was thinking about the fact that he understood that any project without resources, deadline, or persons responsible, is not a real thing. that is what experience gets you. it is not simply a series of blood points. it is the knowledge to know when something is real and something is not. that is why it will be such a

challenge to fill his shoes. it will take many people. no one person can. with all due respect to his future successor on this board, he will be succeeded, but not replaced. cac did not take up the specific issue of renaming the barn for cameron, and i know we are not to talk about things that i was not told to talk to you about, but i have no doubt that members of this cac would find this a fitting tribute to him. i think that we honor him best buy naming an important part of our system after him. also by being good stewards of the system. good stewardship of the system

of pedestrian safety. it brings me here today. i am president of the bank hill neighborhood association and i want to share with you this chart based on the data for 2010 showing pedestrian injuries and fatalities in san francisco for 2010. it is split by district. the message here is that district 6 has five times the number of pedestrians injured in the neighborhood. not necessarily district 6 residents, but many were using boats to come out to district 6. the america's cup is planned for the future. deegan 500,000 folks could be

coming in. i am worried, worried about my fellow pedestrians. i would like to see this board focus on pedestrian safety. i know that it is not as glamorous or sexy as subway projects. painting caught -- painting crosswalks costs $10,000. can we start thinking crosswalks? drivers think they are on the freeway. they come into intersections at speeds that are too fast for them to slow down. a neighbor of mine was hit and killed and harrison streets. one month ago delors richmond was hit and killed. let's improve pedestrian safety. thank you. that there were many other things that drivers were concerned about. as you heard, they have no health care, disability benefits, retirement, and a position for which they get very little respect from the companies that they work for or this agency. there is a ray of hope in this picture that i see, the driver that is supposed to be implementing the deleon sales program. the amount of evidence gleaned from this program will not be sufficient to provide any kind of evidence. it might be a hard pill for you to swallow, but there should be a split of all residents calling in from the sales program. instead of the split right now, which is 5% on a 20%

transaction from what you get when you sell a medallion directly, i believe that this will allow for benefits to be provided and you will get a more experienced work force and taxi service. service. there are actually people coming from other cities and the first thing that they do when they arrive here is download the tabloid because it is a good way to get a taxi cab ride in san francisco. getting people cabs in parts of the city where they would usually have to wait for 45 minutes, i picked them up in 10 minutes. i do not know who would benefits, not having this system. i would strongly suggest that you look at this again. you can hold another celebration to show the world the two are the first totally cab service city in the world. thank you very much.
