they have hired control specialists. they pull money from different merchants to support one or two or whatever numbers of officers. we have asked our officers to patrol the public spaces that are not private property or merchant property. their responsibility is to take care of patrols late at night where there have been lots of complaints about noise. in the plaza at seventeenth and castro, there is a public restroom that is notorious for drug use. that is on market street in front of safeway. that is where they patrol. they walked through those places several times a night. they go down to the bathroom, making sure and that there is

only one person in there and they're not there for two or three hours. that is how they have been using the patrol specialists to support the officer. they have pleased the neighborhood, we are able to negotiate with them so that we can stay out to the neighborhood later. we have an increase in issue with people getting very inebriated. we need a patrol later at night. we are pleased that they are able to negotiate with us on our level that there wasn't really a lot of extra money. they are out sunday through wednesday, after the bars close. this is really helped the city because there is the huge issue of the city parking lot on

castro street. there is no paid person to monitor that lot. they called several times that night with complaints about noise. we have been asked to work out a solution where using patrol special to put up a barricade, the lot is closed at 1:00. the was only possible with the hours in the neighborhood. realizing they needed this, they were able to negotiate with us. that has been helpful. after several months of doing this with control specialists, i don't get any more calls or e- mail. i know my time is up.

misled when you think about the report. they suggest not just taking it as a fairly accurate report, but cross checking it to make sure that everything that is written you can independently verify. i personally don't believe it to be fully accurate. there have been the number of documents and females on the number of the items line by line. i would suggest to take a second look in meet with other members of the public to you can get a frank and open discussion rather than this very short format. they really have been in business since 1847. it is paid for by the citizens out of their own pocket. there is no compulsion for anyone. they can choose security or to not have anyone. they continue to choose them when this commission took away

the powers. they are actually increasing their use. if you are looking at public safety, you have to look at what the public is actually doing. they are using them right now. there is a gap with what the police department is able to manage and what the citizens need. frequently, a priority call will be responded to within three minutes or three hours. normally, it is the latter of the two. or you have a homeless one going through garbage, a three-hour response is not worth it. it does not make any sense. they're paying extra money to have a response that is beneficial to the neighborhood. the number of people who have worked with, and have a private security already.

they provide a service. >> i just got done listening to this gentleman who talked about how all these things are being paid for by the public. and a lot of the problems are alcohol and homelessness. it seems to me that money can be spent to take care of the homeless. the first they would listen to when being asked about the uniforms, and about how they are so similar, they knowledge everybody here that they are very similar, but that the so- called criminals know the difference. what he is saying is that they are actually impersonating san francisco police department officers for a show rather than effect.

states. that is my first point. for years, we have been trying to comply. you have not very much success for years. as a lieutenant. he had to deal with her on her deathbed. that is how they treat you. people that are in charge of them. imagine how they treat private citizens that are not their clients. imagine how they treat regular people that don't pay them any money but once the laws of their city enforced, even in san francisco. if they treat you the way they treated you, and imagine how they will treat us. i will say it until you understand it. it is a violation of the united

states constitution. if you knew what they did to me. if you knew what they had done to me, i have pictures, documents to demonstrate. they are not only complying -- not complying with your regulations, they are committing crimes. i don't care what supervisor wiener says. how many of their letters are from non-clients? regular, honest, at individual private citizens that don't pay them a dime. how many letters have you gotten from private citizens that don't have them as their customers? what is taking you so long to put them out of business? it is a violation of the

we have america's cup coming up. we need to supplement what they can provide. they're busy with the neighborhoods that have the more serious crimes. you know what the problems in south beach are. break-ins, property theft, people wandering into condominium buildings. what i call the non-emergency line, i am not a paying client. my building is not paid for patrol special police. but is because there is a the for patrols in order to prevent crimes. in order to see someone in the neighborhood keeping an eye on things. and also keeping an eye on us as

we are pedestrians. we're not expected to hot in our cars. we are not walking, we are bicycling. a benefit, but i am absolutely a fan of the officers of the special police. i find it interesting. some of the criticism seems to be on a timely basis or maybe just a paperwork. i try to recall how long it has been for this commission could do the proper discipline of the officers. it seems like years have passed. i don't know why the standards you are holding might be a little bit different for these folks. back to the point, they offer a huge benefit to neighborhoods. it was unfortunate the meeting was canceled last week. we have folks that truly

slaughter's question about the insured. if the city is not insured on the policy, you have no coverage. if you don't have the paper in hand, you have no coverage. if i were a citizen paying for these fees and i heard today and that some people pay $25 a month and i am paying $300 a month, i would be wanting to know why i am being charged 12 times more than other people and what it is they are getting that i am not getting. adding there should be real concerns that it sounds like a free-for-all or they charge anything they please. i have also sat here during the special patrol officers. in the articles regarding inappropriate lights on their cars conducting vehicle pursuits, making arrests when they have no authority to do so. and not signing in and out at the precinct as required.

so that they don't even know who is on duty or not on duty. it is not a question of whether they are a good organization. the question is whether or not they can handle their duties in a professional manner. that is what we have here. uniformities in professional conduct. it does not seem like there is any sense of urgency by the people either in the department or directly supervising them to get these issues and answered and corrected. i would have expected that they would have come after having several months to look at this report seeing how dire is to look into these things and tell me what the answers are. we are making this recommendation, but they continue to come here and repeat the service they provide. i am sorry. if you are providing a service but it is not uniform, as were the problem will be. if one officer can't handle

things in a certain way, that is a problem. i think they are professional enough to know that their officers need to follow the general orders in a uniform fashion or that puts the city in liability. the same thing goes for these special patrol officers. if they cannot conduct themselves in a professional manner or supervise, they should be disbanded. >> commissioners, good evening. i just picked up a copy here. i think it is the patch. that is as far as i can tell. i would like to say that based on everyone, you have a collapsing budget, who have the

collapsing dollar, the federal government on the edge. that this special police force with the merits and demerits should be expanded. probably by 200% or 300%. it is not a question of whether they are doing a perfect job or an imperfect job. they are doing the job at a cost that we can handle. the number of lieutenants and other officers phenomenal salaries. a son get into that program right now. we're going off the screen. the federal government has come out as point-blank. they did not want obligations of a local county or state. most police in the future are going to get attention. we are heading towards bankruptcy. the city and county is, and so is the states. like it or not, you cannot talk

about it. or you can cover it or not cover it. all of that stuff is nonsense. the budget of the dna -- the city and county is out of control. that is what you have to deal with. you have got to look at the numbers today. start looking at reality. you voted tasters. when the simple taser cost runs anywhere from 2 1/2 million dollars up to $7 million according to the brochures. >> you voted for a weapons system that you can't pay for. yet you pontificate about the special police that are relatively to the cost of doing an outstanding job.

they don't have to look identical, maybe they should be distinct. what you have before us, they're being trained in some sort of police manner. it can move at a later date with qualifications. you don't look at it like that. you look at the 27 special police. you have 2.5000 police officers collecting funds. that is 400 million a year. i thank you for your time. look at it properly. >> i am concerned resident of san francisco. i see that the patrol specials have been in existence since 1847.

they are working for special businesses, and that does not cost the city any money. but here we are. all of these administrative brass. how many extra deputy chiefs of do we have? the assistant chief, commanders, that is where the money is going right out the window. i went out in 1976. we had an assistant chief deputy. second in command is second in command. supervising the captain, maybe there were three. they were captains. we don't need commanders. we don't need these extra brass. that is where the money is going. right out the window. i would like to know why police officers have been dedicated.

working police officers all their life, you have turned into a bunch of thieves. your thieves of the city and county, people that are paying taxes because we do not need these overpriced and overpaid personnel. just because of the group came through, says you're supposed to hire all of these extra people, they came from west towns and. it's a little hole and the wall from massachusetts. and they know it by heart. i call at a college age prank. the old age college prank. nobody bothered to check them out. on the matters as they have all these high paid positions coming forward that were never here before. it is time to downsize back to where we were before and not listen to some blowhard coming in from massachusetts that those are area better than we do. i am still waiting to have a

break out of what we have for the current deputy chief and commanders. thank you very much. as a taxpayer, it is time -- kind of tough to come forward. there are a lot of people that have been losing their jobs lately. their houses. it is funded goodies seminars. you can pick them off for a diamond. not very much. get into the house and they come up with the variable interest rate loans. those people need to be checked out thoroughly. the federal bureau of investigation, the police might get their noses into that as well. the are rude, mean, and throwing people out of their houses. >> in the evening, commissioners.

i am in control specialist. i am not here to debate the pros and cons that everyone else seems to be putting forward. i merely wanted to tell you what i do, and why do it. i am there in support of those that do pay my salary. when i walk my beat, it is not just one store. i walk the public streets. there are times i am called upon to do service for the city. i don't get paid for it. i don't get recognition for it, but i do it because i wear the badge and i am a member of the san francisco police department. example, i go to court. i was in court for six hours. the d.a. says that we need you to stay longer. i say, i don't mind saying, but the another we don't get paid for it?

she was surprised to hear that. if you don't get paid, in her mind, why am i there? it is part of the job. i have been walking the beat and there is a fire. i direct traffic for an hour and a half. because i don't want to see the others directing traffic when they could be doing something more important. these are some of the examples of the many things that come across my path in a normal day or a normal week. the control specialists do much more that is not recognized. we help people with lost property. we have tourists come up and said, how do i get here? how do i report my car is stolen? you can call this number. there are many things that we do not that is not known. i want you to be aware that
