we'll make this right. you need to be straight with us. we'll announce the next public meeting useful for all parties. it can't be the slick brochure or private partner. it can't be finger pointing. that goes both directions. we need to get down to business so we don't go back and do this again. we will help you. we have a lisina of four pages of well thought out research questions i would ask that the school district support us in making this plan. thank you.

in the morning. we are talking gas, environment and quality of life. the assignment is extremely unacceptable. it would mean i have 3.5 hours daily commute to get my son to school and get to work downtown. >>en fight willing me to nine years of a long commute, which is something i'm going to do. i have no other choice than to put him in private school, which i can't afford. another thing is blanketing of zip codes. does that mean someone could move into that neighborhood now and get a golden ticket. >> i need you to wrap up, please. >> when you think you've been
3:04 am
slapped in the face and there is nothing else that can bring you down. you have parents. there on paper but able to go into the second round. that lessens the possibility of getting my choice. >> i just want to back up everything said there and a lot of other people. >> i sow here on the wall when i'm waiting, kids care about the planet. my son was assigned to a school. i did al the calculation. i try and go public transport wherever i can.
3:05 am
i'm not sending my 11-year-old on a bus that takes three transfers and 50 minutes. kids care and we should be ashamed of doing that. i don't have the time. i can't do it. i spent years building and working the community in the schools. what was the point. now we can continue on in the same school. all that community building and now we cannot be a part of the community anymore. it is really interesting, you have a map of the school outside. the principal school is not even
3:06 am
lisinaed. is this really a school or a drug treatment program for juvenile adolescent offenders. the community discerns to know. you've been in this business for many years. you have to pay for this. our community is not appropriate for this type of project. the concentration of 150 kids who are third time offenders for drug use is shocking. state your name, please. >> mr. simon. >> my name is rita, i'm here to
3:07 am
contest the high school my daughter was sent to. we live 11 blocks from george washington. she went sent to an unsafe school. she said she is not going to go to this school. please consider it from the bottom of my heart. please reassign my daughter. it is equal to be thrown in the lottery for the kids who careless. why do my daughter have to be punished. we live in richmond for a purpose. i'm a nurse. i'm working in a hospital saving other people's live.
3:08 am
i'm asking you, maybe you could give me an opportunity to learn. she is there to learn. thank you. >> good evening. my name is nancy and i am here on behalf of the bay view community. i have always been here the reason why i am here is because i feel i need to stand up for my community. if no one speaks up, you will never hear our voices.
3:09 am
they are not complaints but they are concerns. historically, the bay view community has been under served. that did not begin in august of 20 2010. i received a disturbing email. maybe that's what it will take for the board to come out and hear what is really going on. we lost a stu debt at thur good marshall high school. teenagers are killing teenagers.

costs the equivalent of 25 teacher salaries. we believe they can and should be the reallocation of that money to the states for the purpose of retiring teachers or paige the salaries. the states would be able to afford the other educators. there's not enough time to say everything i wanted. you could have some input to the

with the full realization that we are working for that plan oir new director gets on board i would urge that we have specific individuals the term inology is very difficult. if we could have somebody internally that knows that, that would be helpful. >> it is another great example of how all our priorities are. with our parent engagement, it's

of the meeting is not a sufficient explanation. we have to be careful about the dollars. you guys have been really great about these. i have not had to pull those for months. supporting these three items to note once again that the resolutions node to get involved. this is the issue we have had for many years.
3:21 am
it is hard to know what information is not available. we require the name of the consultant to be in this. elementary arts money. those things change sometimes. i want to know for years, congratulations for anybody who worked on it. we got rid of the j resolutions even though we rarely read them. their allocation, do we node to do this. some lawyers have opined that we do this are ways to do this.
3:22 am
when somebody gets it together and they are not very clear about focusing once we have give especially that school the peace allocation and the follow up of what is in their school plan. approving these is not the same thing. they have the budget, we approve them spending it on the school plan. if the legal requirements makes it more difficult making it in

response i'm sure we could have a standing ovation for every school in the city. that would be a great idea. this takes a lot of time to dub it into site plan that is is proved. believe it or not, there are places that do that. i do think it is possible for tuesday be able to do that. especially in budget times like this where staff cuts are everything. it would extend the hours.
3:24 am
we have 50 or # 0 of them in every meeting. the teacher that did show up. teachers are waiting months and months and months. >> i would be thrilled. my concern is that we are approving services already rendered. what i see here is that. i'm happy. this is why we do site-based budgeting. we only ought to see this if they were in the plan. some of the following lisina of community-based organizations
3:25 am
and then they decide to change that. not whether they hire this organization or that or get it in this wook or next week. can we do that? thank you. roll call please on items 1, 2, 3. >> we are voting on k 1, 2, 3. >> i say yes. thank you. roll call. that's 6 ayes. item q on 114 h 12 sp 1 authorize to grant the thomas
