indulgence to speak just a bit on item 14 today. the first thing that have is about proof of payment inspectors. sometimes there are vehicles where one of the machines is not functioning and the others working. i gather that under current procedure and practices, inspectors have to scratch this whether they are ticketed passengers with proof of payment in napa situation. we think that if any of the ticket and readers are malfunctioning, they should not be ticketed passengers. i am sure that there are a lot of people that exercise the discretion when it comes to this, but we do not think it should be a matter of
3:31 pm
discretion. often these vehicles are very crowded and of some one cannot tag these readers it does not mean that they can go check out all the other ones on the vehicle to see if there is a place for them to tag on. if these are malfunctioning, we do not think citation should be issued. right now i guess that policy only applies to all of them are malfunctioning. sometimes it is just not that easy to move around. the second recommendation is about central subway. i know that today you have before you at 1.57 $8 billion plan for funding central subway. one of the things we want to make sure does not get forgotten in this process is bicycle parking. even though there are issues with space in the stations, and we have had discussions about,
3:32 pm
ample, secure and monitored bicycle parking for the plant, by securing all of the bicycles and monitoring the bicycle storage areas has adopted by the agency, we are recommending stations with crews and bicycle wheels on the stairwells. we have a decommissioned bart station with every effort being made to prepare the station for bicycle-ready vehicles. whether or not it is decided to go with bicycle-ready light rail vehicles, there are policy situations there and we should be prepared, should they decide to go that route.
3:33 pm
that is the bicycle central subway recommendation. my last recommendation is that we adopt the staff proposal for the redesign of summit ave. we are very impressed with all of the outreach that staff has done and with the level of community support they have received at the meetings and workshops that were held regarding masonic avenue and design that they have come up with, something that we're pretty enthusiastic about. we also want to make sure that the residents and businesses on or within one block of the avenue had been surveyed to confirm their support of the project and make sure that this project has the support of not just people that show up to meetings, but all residents in general.
3:34 pm
we believe that this is a matter of dotting all of your eyes and crossing all of your teas so that this can go forward without ambiguity. one less thing that i want to talk to you about, item 14. there is a community of people in san francisco that care very much about muni. you could not be part of that community without knowing cameron beach. his passing came as a great shock to all of us. all of us that worked with him over the years. in one of the articles written about him when he passed away, it was said that he loved muni
3:35 pm
more than anyone else in the city, and i think that is exactly right. muni is something special. it is not just a transit system overlaid on a city. it is something that is deeply enmeshed with the city. the city and muni are inseparable. i think the camera understood that. i think that his experience in transportation, when i read about how many years of experience that he had, i thought that it did not add up with this age. but in fact he started sleeping in buses when he was 16. he started caring about the
3:36 pm
system quite a bit. i remember, one time, i have made recommendations year. obviously i knew him through the board and the policy advisory group. i remember making recommendations here about one year ago where it was an arcane issue about whether they should buy insurance for certain types of liability. i think that we recommended against the purchase, he thought it was a good idea of you voted for it. later he called me and said that it was a hard decision to go against the recommendation, that he had tried hard not to do.
3:37 pm
that meant a lot to me. here is a guy that had decades of experience in the transportation industry, the chief operating officer of the sacramento transit system. he did not owe me an explanation of all. he did not owe me an explanation that all. yet he felt compelled to reach out to me on that. that meant a lot. i think that he understood how much she was a part of that community of people that care very much about muni. i remember when he was giving management here about speed -- a hard time about speed in the twin peaks tunnel. the thing that occurred to me, when he said that, i was not thinking about the issue. i was thinking about the fact
3:38 pm
that he understood that any project without resources, deadline, or persons responsible, is not a real thing. that is what experience gets you. it is not simply a series of blood points. it is the knowledge to know when something is real and something is not. that is why it will be such a challenge to fill his shoes. it will take many people. no one person can. with all due respect to his future successor on this board, he will be succeeded, but not replaced. cac did not take up the specific issue of renaming the barn for
3:39 pm
cameron, and i know we are not to talk about things that i was not told to talk to you about, but i have no doubt that members of this cac would find this a fitting tribute to him. i think that we honor him best buy naming an important part of our system after him. also by being good stewards of the system. good stewardship of the system is good stewardship of san francisco. good stewardship of the system that he loved is good stewardship of the city that he loved. we will miss him terribly. >> thank you very much, first of all, for your always thoughtful comments and your moving words
3:40 pm
about our beloved colleague. thank you. next item? >> the next item is public comment. an opportunity for members of the public to address the board of items within the jurisdiction that are not on today's calendar. [reads names] >> ok. >> is there an overhead? first, i would like to thank the board members on the commission of pedestrian safety. it brings me here today. i am president of the bank hill neighborhood association and i want to share with you this chart based on the data for 2010 showing pedestrian injuries and fatalities in san francisco for 2010.
3:41 pm
it is split by district. the message here is that district 6 has five times the number of pedestrians injured in the neighborhood. not necessarily district 6 residents, but many were using boats to come out to district 6. the america's cup is planned for the future. deegan 500,000 folks could be coming in. i am worried, worried about my fellow pedestrians. i would like to see this board focus on pedestrian safety. i know that it is not as glamorous or sexy as subway projects. painting caught -- painting crosswalks costs $10,000.
3:42 pm
can we start thinking crosswalks? drivers think they are on the freeway. they come into intersections at speeds that are too fast for them to slow down. a neighbor of mine was hit and killed and harrison streets. one month ago delors richmond was hit and killed. let's improve pedestrian safety. thank you. [tone] >> [reads names] >> good afternoon. >> herbert weiner, a former member. i was not at the last meeting, but i understand there is talk of instituting the transit effect of this project? is that correct?
3:43 pm
this was the first to be presented on that? i have to say, the transit effect of this project was supposed to be the most significant effort to reform public transportation in 25 years that it has really been a bust. what has happened is the people have suffered, including the frail and the elderly who have to walk a long-distance to catch the bus. if you are going to go through the same principle again, if you cannot solve the problem, make it worse, and that is what this project will do if it goes about the same mode of getting information and implementing recommendations. i get a very uncomfortable feeling about this, there is a lot of pride in implementing
3:44 pm
this fraudulent. people are very pleased. individuals are very pleased, they considered a very good thing and they get pleasure out of doing it. but people are getting hurt. do they really get pleasure from hurting people? by making them walk longer distances? i do not consider that a way of getting pleasure. certainly, you know, they receive no july in getting and implementing cuts. the victim of the -- victims of these cuts but no joy out of it. >> thank you. >> [reads names] >> mr. gruber that of >> i wanted to follow up further on the concerns that cabdriver's had expressed at your last meeting.
3:45 pm
there is a major company, as i understand it, is giving up drivers social security numbers to make credit processing company without consent. i believe that this is a violation of law, as are many others tendon on his credit processing program. the issues that brought the drivers out, the electronic surveillance, it was evident that there were many other things that drivers were concerned about. as you heard, they have no health care, disability benefits, retirement, and a position for which they get very little respect from the companies that they work for or this agency. there is a ray of hope in this picture that i see, the driver
3:46 pm
that is supposed to be implementing the deleon sales program. the amount of evidence gleaned from this program will not be sufficient to provide any kind of evidence. it might be a hard pill for you to swallow, but there should be a split of all residents calling in from the sales program. instead of the split right now, which is 5% on a 20% transaction from what you get when you sell a medallion directly, i believe that this will allow for benefits to be provided and you will get a more experienced work force and taxi service. [tone] >> mr. heels?
3:47 pm
>> and i think it is a great idea the two are having those tell hall meetings, much more effective than these tax bill meetings because they are more open. i was surprised, somewhat amazed to see that you had stopped having hearings. i had been using green camper for three months and it is by far the best system i have never seen. i spoke to 50 people, none of whom complained about the service. there are actually people coming from other cities and the first thing that they do when they arrive here is download the tabloid because it is a good way to get a taxi cab ride in san francisco. getting people cabs in parts of
3:48 pm
the city where they would usually have to wait for 45 minutes, i picked them up in 10 minutes. i do not know who would benefits, not having this system. i would strongly suggest that you look at this again. you can hold another celebration to show the world the two are the first totally cab service city in the world. thank you very much. [tone] [beads names] >> mr. toronto? >> good afternoon. barrie to toronto. i really should not be here today, but to justify presence, i brought the bread of affliction.
3:49 pm
the rev. would appreciate that. i have decided to come up with the tanned legs that you and the board of directors have imposed on the cab drivers to keep them in slavery. you are unfortunately keeping the cab drivers in slavery first, the delayed rays of the meter. number two, failure to enforce the police department creation of unsubstantiated overtime charges. putting the executives over us who have no experience in the cab industry and have no knowledge or interest in improving taxi service for the driver's ability to serve the public. four, allowing town cars and limousines to pat -- parked in
3:50 pm
cabs owns. 6, reaching -- raising the carbon renewal fee, creating cattle out of us. not regularly attending our meetings, preventing the taxi service from being improved. creating more mandates making it difficult to find out about meetings. last but not least, creating this really lucrative options system without giving back to the industry and the drivers in return. >> thank you.
3:51 pm
3:52 pm
this allows us to be deputize with the police said that we can cite passengers who are impersonating a human being. here are some of the fractions and fines, general impersonations is 100. impersonation of a human being, this is $150. then in impersonating a human being and for fourbarfing -- being and barfing, 200. then we get a tip, this is a
3:53 pm
$200 fine. the real question is, what has the sfmta done for drivers rather than to drivers? >> the next item. >> item 10 is the consent calendar. these five are considered to be retained and voted upon by the single vote. i have received requests for l and k to be severed. in that case, we will vote on what remains. >> motion to approve. >> seconded. >> they ayes have it.
3:54 pm
>> we have received information about the saharis. >> good afternoon, mr. chair. this proposal came to west from neighbors' living in the area. -- came to us from neighbors' living in the area. the stretch of circular involves is from monterey to have a lock. as you can see, this is a very similar to the freeway frontage
3:55 pm
road with houses on one side and the freeway on the other side. there is that the potential for more campers and trucks and others to park along this because the only regulation is street cleaning. the neighbors were interested in improving the two things. one, the safety on the side where the houses are because of the intersection to rivet the parking of tall vehicles, which is 6 feet or taller, within 100 feet of the intersection. also, for beautification purposes, they formed a group to help beautify this section by planting and picking up garbage and debris. they are recommending that tall
3:56 pm
vehicle restrictions on the approaches and also along the frontage where the freeway is located. this proposal was supported by the captain from the english station. we have a public hearing and the there was some opposition. after the hearing was conducted, we received quite a number of e- mail and also petitions objecting to the overnight parking restriction on the opposite side. from our experience, that this type of proposal is successful if this is supported by a vast majority of the neighborhood. i've is that we don't have this in this case. what i would recommend is for the safety portion, the tall
3:57 pm
vehicle restriction that we approve, the hope that we tabled this on the freeway side to allow us to facilitate meetings with the two groups and see if we can come up with a compromise or arrangement that is acceptable to both sides. >> with item k, with the knoll camper, would that p.m. -- would that be for no campers, would that be on both sides of the street? >> no, that would be on one side. >> why not on both sides? >> it is because it is continuous. the visibility is not as critical as on the side where the houses are where people are entering and exiting the intersection.
3:58 pm
>> your proposal is fine. i have no problem voting for this now. i would imagine the issues raised by the neighborhoods are not just disability issues traded by the campers but they don't want people spending the night. when you go back to the drawing board with the overnight restriction, maybe one way to address this with to say, residents can still parked their vehicles there and leave them there for parking. what we're trying to get out is the neighborhood is to prevent people from sleeping in their vehicles, maybe we should have this on both sides of the street all the time and then the police can better enforce the regulations. i have no problem adopting item k and i have no problem tabling l. one of the things that should be on the table is that high vehicle restrictions on both sides of the street.
3:59 pm
this is more than just a traffic visibility issue. >> i agree 100%, what was express is that some of these belong to the residence -- what i wanted to express was that some of these vehicles belong to the people live there. >> you have made a motion for k. >> second. >> and other members of the public that wish to speak on this?
