to speak today. i am a 23-year resident and i went around with my neighbors and we collected 42 signatures against the ban on overnight parking. none of these people knew anything about this. they were not consulted. none of them believe that this will solve the problem with the dumping. some of them said one of the attractions to the neighborhood was that there was ample parking and now we have seen that being eroded. there is a new red zone ride across our street. there are three per cassations when that redstone was created. many people who live there move their cars on a daily basis. there was a suggestion of

if i do not have this as an option, i will have to park quite a few blocks away. i am afraid that this could hinder my ability to park and also my safety. when i come home at night, there are 25-30 cars on the street and these are normal neighborhood cars parked there. it does people are not allowed to park, those will be part even more so on our streets and in front of my home. i am unable to park in front of my house. these cars will not disappear. they will even bmi street more. i want the board to consider this before they vote on that. thank you. >> thank you. >> flight --

in practices, once they turn left, they bypassed this loop and then they go to the basin and the channels. so, they are joining the big massive cars circling the circle in that area. this will allow them to do that. in terms of exempting taxis, i don't think that there would be exits. by exempting taxes, that makes the restrictions last restrictive. i think it would be ok to amend it.

this is an extension of our system. our chinatown is really the envy of the world to have a place that mixes the modern with the historic. we know that a car centered approach to this area is not sustainable. i think the central subway project will really put us centuries into the future and recognize a neighborhood that is really focused on transit usage. i think that that is important to reward and recognize it as we build our system out. as we are moving this project forward, when you look at how the federal government is

overseen projects of this manner, they want to see it as a special enterprise. there is someone who has a singular focus for program management, for all of the elements that make a project work. the recognition that is that a ship will be central to deliver in this project on time to the people of san francisco. i want to take a moment that this is my first time coming here since we lost -- and i hope that you will consider a recognition that is appropriate. i'm excited to support many of the sticklers that are here.

our transportation system safer and more user-friendly for all people. item 11 is an item that grew out of the city's market octavia plan which recommended making this a two-way their fair. the plan recommended making this a two-way street between van ness avenue and franklin. our recently promoted city traffic manager will be presenting the presentation. >> this is an object that has been analyzed for the past few years and has community support. are there any questions that

come up about the planning process prior to mta involvement. this is a to block segment. we also would like to make -- two ways and these are complementary to each other in order to address some of the issues. we have changes we're making for parking and also on the portion of hayes and make some adjustment although that will remain a one-way street. the pattern in the area was established in the 1950's and this is part of the traffic management to move this through the area. we have received a lot of requests from the community. there's been an area planet that

has been looked at and been recommended and has been made between -- there was a resolution in 2007 urging our department to act on this recommendation. we are trying to find kind -- fine-tune some of the issues. some of the proposals were just it as part of that meeting. we had a community workshop that we posted where we discussed in 2009 the various possibilities of making the streets two ways. we presented the item recently to the governance and policy committee. we received the go-ahead.

the plan department and the addendum to the area plan. we got about 11 people who speak in support including the major neighborhood group in the area. this is a very private commercial area. this has been one of the great areas and we could have gone their shopping and dining hall. this is one lane in each direction. this is the ideal neighborhood street for the commercial purposes.

this is a three lane street heading in the westbound direction. this is commercial. right now, it has one way traffic. right now, there are three lanes on hayes. the proposal is to take this into a eastbound lane. there would be no parking changes in this block which is the heavily commercialized block. there is no impact of that type on this block. on this block between van ness and franklin is definitely less commercial. the back of the symphony and the back of the school district, there is no active frontage on the sides. there are four lanes there
