1:00 am
then we get a tip, this is a $200 fine. the real question is, what has the sfmta done for drivers rather than to drivers? >> the next item. >> item 10 is the consent calendar. these five are considered to be retained and voted upon by the single vote. i have received requests for l and k to be severed. in that case, we will vote on what remains. >> motion to approve. >> seconded. >> they ayes have it.
1:01 am
>> we have received information about the saharis. >> good afternoon, mr. chair. this proposal came to west from neighbors' living in the area. -- came to us from neighbors' living in the area. the stretch of circular involves is from monterey to have a lock. as you can see, this is a very
1:02 am
similar to the freeway frontage road with houses on one side and the freeway on the other side. there is that the potential for more campers and trucks and others to park along this because the only regulation is street cleaning. the neighbors were interested in improving the two things. one, the safety on the side where the houses are because of the intersection to rivet the parking of tall vehicles, which is 6 feet or taller, within 100 feet of the intersection. also, for beautification purposes, they formed a group to help beautify this section by planting and picking up garbage and debris.
1:03 am
they are recommending that tall vehicle restrictions on the approaches and also along the frontage where the freeway is located. this proposal was supported by the captain from the english station. we have a public hearing and the there was some opposition. after the hearing was conducted, we received quite a number of e- mail and also petitions objecting to the overnight parking restriction on the opposite side. from our experience, that this type of proposal is successful if this is supported by a vast majority of the neighborhood. i've is that we don't have this in this case.
1:04 am
what i would recommend is for the safety portion, the tall vehicle restriction that we approve, the hope that we tabled this on the freeway side to allow us to facilitate meetings with the two groups and see if we can come up with a compromise or arrangement that is acceptable to both sides. >> with item k, with the knoll camper, would that p.m. -- would that be for no campers, would that be on both sides of the street? >> no, that would be on one side. >> why not on both sides? >> it is because it is continuous. the visibility is not as critical as on the side where the houses are where people are entering and exiting the
1:05 am
intersection. >> your proposal is fine. i have no problem voting for this now. i would imagine the issues raised by the neighborhoods are not just disability issues traded by the campers but they don't want people spending the night. when you go back to the drawing board with the overnight restriction, maybe one way to address this with to say, residents can still parked their vehicles there and leave them there for parking. what we're trying to get out is the neighborhood is to prevent people from sleeping in their vehicles, maybe we should have this on both sides of the street all the time and then the police can better enforce the regulations. i have no problem adopting item k and i have no problem tabling l. one of the things that should
1:06 am
be on the table is that high vehicle restrictions on both sides of the street. this is more than just a traffic visibility issue. >> i agree 100%, what was express is that some of these belong to the residence -- what i wanted to express was that some of these vehicles belong to the people live there. >> you have made a motion for k. >> second. >> and other members of the public that wish to speak on this?
1:07 am
>> i have lived in the area for over 20 years. i spoke in early march on this issue. i am concerned with the overnight parking. the problem which is the only real problem that i know what is dumping. there is dumping on that side of the street. i live next to a sergeant in the police force. i also spoke to the captain at the sunny side station. they have confirmed that they don't know of any drug dealing or prostitution in terms of the campers off off -- in terms of the campers. occasionally, my neighbors and i park on the uninterrupted side.
1:08 am
this is very helpful to avoid the street cleaning violations and that kind of thing. the sunny side neighborhood association mentioned at a hearing in march that they think it should be left to the people that live right there. since then, we have gone door to door to do some canvassing with this petition and we found no support for the ban on overnight parking. we have a petition against l. >> ok. >> we received your correspondence. you and your neighbors represent your sells very well. >> >> thank you for allowing us
1:09 am
to speak today. i am a 23-year resident and i went around with my neighbors and we collected 42 signatures against the ban on overnight parking. none of these people knew anything about this. they were not consulted. none of them believe that this will solve the problem with the dumping. some of them said one of the attractions to the neighborhood was that there was ample parking and now we have seen that being eroded. there is a new red zone ride across our street. there are three per cassations when that redstone was created. many people who live there move
1:10 am
their cars on a daily basis. there was a suggestion of prostitution and drug use. our neighbor has confirmed that that has not been backed up by any evidence whatsoever. i don't believe that this is the solution and neither do my neighbors. we believe we should do some more discovery to find out what might be the proper solution and i thank you. >> next speaker. >> the next speaker is bill wilson >> i'm here because i am president of the sunnyside neighborhood association and i have questions about the
1:11 am
process this seems to me by agreeing to come back that that is exactly what we what. i really do hope that we can come together with a solution that the residents appreciate and feel part of rather than something that they feel is being imposed on them and they were not aware of. i can give you my card with the information. >> thank you. >> i work in a restaurant, so i come home in the evening between a love >> clocked 31:00 every night. i live on the corner of circular and staples.
1:12 am
if i do not have this as an option, i will have to park quite a few blocks away. i am afraid that this could hinder my ability to park and also my safety. when i come home at night, there are 25-30 cars on the street and these are normal neighborhood cars parked there. it does people are not allowed to park, those will be part even more so on our streets and in front of my home. i am unable to park in front of my house. these cars will not disappear. they will even bmi street more. i want the board to consider this before they vote on that.
1:13 am
thank you. >> thank you. >> flight -- >> i live at the corner of circular and stables. i wanted to say that i would be the 43rd signature to the list. i did not know the they were coming by to campus at the 11th hour. i'm sure that there are many others that could not be here today.
1:14 am
given that the parking to be kind of bad. there's a good amount of dumping on the streets. >> is anyone else care to legalize the board? >> i would move to table l.
1:15 am
>> what else have to remove from the calendar. >> there is a move to table c, h, g, q, r. >> ok. >> there are -- >> i would like to address c. you all are eliminating a lane of traffic. if you take it on 18th street, this allows you to go to travel below mission. this connects with the market's
1:16 am
going to the other side of the city. i think it requires a more separate hearing more feedback. not to sever its, it also requires a whole city. that allows people to go all the way up in the afternoons and i think i am concerned. no right turn, you should exempt taxis. this is a way of allowing better cab service.
1:17 am
17th street, i would like to hear a while the -- why you would want to stop this. this goes all the way across and it is an alternative to 16th. i think putting a stop sign there. have you done traffic counts to see, you are taking away of lane of traffic. a lot of people are using that because you have to avoid valencia. people use this to get from one end of the city to the other from the outer end of the mission to the north part of the city. i think what you're doing is that you will create a worse problem and hurt taxi service.
1:18 am
>> members of the board, we have c, h, q, and r. would it be difficult to exempt taxis? for >> this is a traffic management proposal for at&t park. right now, when the cars are discharging, we urge them to go south so that they can keep on third. they hit like 16th street and then they can turn left to go back north. that bypasses the congestion on fourth street and there are other services.
1:19 am
in practices, once they turn left, they bypassed this loop and then they go to the basin and the channels. so, they are joining the big massive cars circling the circle in that area. this will allow them to do that. in terms of exempting taxis, i don't think that there would be exits. by exempting taxes, that makes the restrictions last
1:20 am
restrictive. i think it would be ok to amend it. >> it seems like a reasonable thing to do for the taxis. >> i don't believe that there will be that many of them. one thing we can do is that we can my turret and report back. >> thank you. i was told that c was already approved. we don't need to reconsider if we let it stand. >> i will make a motion to reconsider. >> is your pleasure to have these amended? >> i will move that.
1:21 am
>> second. >> all those in favor. >> it is great demanding -- item as amended. >> i will second. the >> to make the record clear, g was announced to be severed. >> is our motion to approve it? >> second. >> we have been asked to move to route 12 up ahead of 11. we can do that. >> item 12 is regarding our central subway baseline budget and i would like to advise you that we're continuing our momentum towards our agreement

of nearly $1 billion by the end of this year. we ask that you adopt the state line scope and schedule as outlined by the federal transit administration. our program director and chief financial officer is here to answer any questions. transportation authority. this is an extension of our system. our chinatown is really the envy of the world to have a place that mixes the modern with the historic. we know that a car centered approach to this area is not sustainable. i think the central subway project will really put us centuries into the future and recognize a neighborhood that is really focused on transit usage. i think that that is important to reward and recognize it as we build our system out. as we are moving this project forward, when you look at how

the federal government is overseen projects of this manner, they want to see it as a special enterprise. there is someone who has a singular focus for program management, for all of the elements that make a project work. the recognition that is that a ship will be central to deliver in this project on time to the people of san francisco. i want to take a moment that this is my first time coming here since we lost -- and i hope that you will consider a recognition that is appropriate. i'm excited to support many of the sticklers that are here.

done to make this disrupted project as least disruptive as possible. we appreciate that and we encourage you to go forward with full funding. >> does anyone else care to address the board? >> could afternoon. -- good afternoon. i was with macy's for 20 years. i am retired and i want to tell you that this project, we have supported everyone on the ground. the communication between the groups has been absolutely
1:27 am
superb. i would like to thank everyone and urge support for full funding for the project. thank you. >> does anyone else care to address the board? >> i represent the chinatown cdc. i am delighted to to be here. let me congratulate you and the mayor for the two ended million dollars. this links of some of the dances neighborhoods in san francisco.

this is a very critical project. we remain steadfast in our support. i have presented 15,000 petitions in support of the project. right here from not only chinatown but for the northeast sector. i am very happy to urge our strong support for this project and got to get this project built. >> good afternoon. >> i have served on this in the
