everybody here that they are very similar, but that the so- called criminals know the difference. what he is saying is that they are actually impersonating san francisco police department officers for a show rather than effect. and have they taken an oath of office to support the constitution the way that all law-enforcement is supposed to do? the private security business is craving its. you can't go down the street without running into one. the constitution continues to be denied. the organization behind this proliferation. they concede the curious people behind that into what can be concerned and called a police state. i support and respect law-

illegal racketeering. i don't care. the fourteenth amendment says equal protection under the law. it doesn't say additional protections for citizens, it says equal under the law. they have to fall under the constitution of the united states. that is my first point. for years, we have been trying to comply. you have not very much success for years. as a lieutenant. he had to deal with her on her deathbed. that is how they treat you. people that are in charge of them. imagine how they treat private citizens that are not their clients.

it is one of the newer neighborhoods. you may have noticed the 600 ft tall building. it is a new neighborhood and is in need of some police patrol as well. the southern station is pretty over-taxed. we have america's cup coming up. we need to supplement what they can provide. they're busy with the neighborhoods that have the more serious crimes. you know what the problems in south beach are. break-ins, property theft, people wandering into condominium buildings. what i call the non-emergency line, i am not a paying client.

my building is not paid for patrol special police. but is because there is a the for patrols in order to prevent crimes. in order to see someone in the neighborhood keeping an eye on things. and also keeping an eye on us as we are pedestrians. we're not expected to hot in our cars. we are not walking, we are bicycling. a benefit, but i am absolutely a fan of the officers of the special police. i find it interesting. some of the criticism seems to be on a timely basis or maybe just a paperwork. i try to recall how long it has been for this commission could do the proper discipline of the

officers. it seems like years have passed. i don't know why the standards you are holding might be a little bit different for these folks. back to the point, they offer a huge benefit to neighborhoods. it was unfortunate the meeting was canceled last week. we have folks that truly appreciate these services. they are not able to come tonight. my building does not pay. we live in a building that was built 20 years ago. the folks that live in my building are not buying million- dollar condos. please keep this critical service for the health, safety, and well-being of san franciscans. >> and director of san francisco

open government. during this entire conversation, it started with them talking about the reports. the recommendation that the special forces be disbanded. all the comments and responses are about how good they are. of them addressed any of the issues that were raised. going back to commissioner slaughter's question about the insured. if the city is not insured on the policy, you have no coverage. if you don't have the paper in hand, you have no coverage. if i were a citizen paying for these fees and i heard today and that some people pay $25 a month and i am paying $300 a month, i would be wanting to know why i am being charged 12 times more than other people and what it is they are getting that i am not getting. adding there should be real concerns that it sounds like a free-for-all or they charge

anything they please. i have also sat here during the special patrol officers. in the articles regarding inappropriate lights on their cars conducting vehicle pursuits, making arrests when they have no authority to do so. and not signing in and out at the precinct as required. so that they don't even know who is on duty or not on duty. it is not a question of whether they are a good organization. the question is whether or not they can handle their duties in a professional manner. that is what we have here. uniformities in professional conduct. it does not seem like there is any sense of urgency by the people either in the department or directly supervising them to get these issues and answered and corrected. i would have expected that they would have come after having several months to look at this report seeing how dire is to

look into these things and tell me what the answers are. we are making this recommendation, but they continue to come here and repeat the service they provide. i am sorry. if you are providing a service but it is not uniform, as were the problem will be. if one officer can't handle things in a certain way, that is a problem. i think they are professional enough to know that their officers need to follow the general orders in a uniform fashion or that puts the city in liability. the same thing goes for these special patrol officers. if they cannot conduct themselves in a professional manner or supervise, they should be disbanded. >> commissioners, good evening.

i just picked up a copy here. i think it is the patch. that is as far as i can tell. i would like to say that based on everyone, you have a collapsing budget, who have the collapsing dollar, the federal government on the edge. that this special police force with the merits and demerits should be expanded. probably by 200% or 300%. it is not a question of whether they are doing a perfect job or an imperfect job. they are doing the job at a cost that we can handle. the number of lieutenants and other officers phenomenal salaries. a son get into that program right now. we're going off the screen.

the federal government has come out as point-blank. they did not want obligations of a local county or state. most police in the future are going to get attention. we are heading towards bankruptcy. the city and county is, and so is the states. like it or not, you cannot talk about it. or you can cover it or not cover it. all of that stuff is nonsense. the budget of the dna -- the city and county is out of control. that is what you have to deal with. you have got to look at the numbers today. start looking at reality. you voted tasters. when the simple taser cost runs

nobody bothered to check them out. on the matters as they have all these high paid positions coming forward that were never here before. it is time to downsize back to where we were before and not listen to some blowhard coming in from massachusetts that those are area better than we do. i am still waiting to have a break out of what we have for the current deputy chief and commanders. thank you very much. as a taxpayer, it is time -- kind of tough to come forward. there are a lot of people that have been losing their jobs lately. their houses. it is funded goodies seminars. you can pick them off for a diamond. not very much. get into the house and they come up with the variable interest rate loans. those people need to be checked out thoroughly.

but i do it because i wear the badge and i am a member of the san francisco police department. example, i go to court. i was in court for six hours. the d.a. says that we need you to stay longer. i say, i don't mind saying, but the another we don't get paid for it? she was surprised to hear that. if you don't get paid, in her mind, why am i there? it is part of the job. i have been walking the beat and there is a fire. i direct traffic for an hour and a half. because i don't want to see the others directing traffic when they could be doing something more important. these are some of the examples of the many things that come across my path in a normal day or a normal week. the control specialists do much more that is not recognized.

applied in august of last year. i wanted to take over the route into which he did. i was at the memorial and i was with the lieutenant. they e-mail back and forth and i did everything i was supposed to do. i went to the class is and i did everything very quickly and paid for everything, fingerprinting and everything. the application with 30 pages. i submitted it. where did it go? i don't know where it went. in the meantime, i have been doing private security work. i work for a big company and they charge a lot of money to people that are clients more than the patrol specials do. we are regulated by the state. i catch fiver 6 shoplifters' a day.

the police show up and take their picture and let them go. i think the patrol specialists, they help. especially in that district of the valley and the neighborhoods. there really hell the neighborhood. with the pension reform there is going to be a lot of retirements. there will be many uniformed people out there. animal care and control, sheriff's department. everyone is fairly similar. the uniforms are little different, but i the one point, the share of's department wanted to change it for city charter. the institutional passage is pretty similar. people respect the uniform. the control specialists were the uniform with dignity. there are a symbol of authority.

value to your clients. and my question is, if the relationship were different between the police department in the patrol specials operating independent of the police department, how would the services your clients and services in general the for from how they are now? >> it would cost more. we have to get a private patrol license. in order to do that, we would have to show liability insurance. the state of california requires 2500 hours of the ministration before we can get the license. me, myself as an owner. i would still be out bear seven- days a week. you would have no knowledge of

what we're doing. it would mean nothing. i could have a client out of the wharf. i can have a client out at the beach. there is no requirement for insurance on the vehicle. i carry liability on my vehicle. i have to change our uniform because under the police code, we would no longer be able to wear the blue uniform. one of the things i want to let you know, a class that i turned $25 for used to be my high- school teacher. i go by his house and i have given him my phone number in case he needs to call me. i do that when it is a favor to him. i know the owner makes next to nothing. i look out for his laundromat because he has problems that he

can't afford. if he is not there, nobody is there to call the police. what i service when i walker of the area, i look at the properties around the streets. i tell him the the garage door is open, but the lights are still there. this is part of the service, doing my job. if i was doing this for money, i would be making a lot more. i do this because i am a native san franciscan and i want to serve my community. i would do this for a heckuva lot more money than a lot of people make. this, to me, is part of the job. >> how you define your job, whitby any different if you were a private security? perhaps a premium private security business, independent

from the city. would you not still be doing the same services? >> i work for a private security company for about 25 years. the headaches that are involved , you can charge a lot more to a client. i have thought about it. but does not wear my heart is. my heart is here in the city. if i had a choice between doing private security or moving elsewhere, i would move elsewhere. commissioner slaughter: i would be interested in the command staff and had the advisability of the special program. i don't know if the command staff has you.

if not, i think that a future meeting we should get a sense for what the chief at the command staff thinks about it. >> i spoke specifically regarding this. his position is that the patrol specials are an entity that has overseen by the police commission. you have promulgated these rules. the control specialist abide by the rules. there has not been a back-and- forth regarding the efficacy. certainly, we can bring this up at the next command staff meeting. at this point, their concern is that the rules be followed. commissioner who slaughtslaughtt is not enough. i want to hear that we have a report from folks that made a serious recommendation to us.

we ought to have some substantive input from the chief and from the command staff. is this a good program? do we disagree with the proposals laid out in the august report? should there be changes to the charter? should there not be changes to the charter? i was pretty hard on the person that presented. it is the dept.'s fault for not knowing what is going on and what liability issues are. it is not simply up to the commission. in my view, i want the input of the command staff and the chief as we are addressing these issues.
