i was impressed by what was done there and how well it was done. one interesting thing that they do is that they use -- this is utilized a lot in manhattan. they return water back as it condenses and they get a credit. this is something that we have to look at because it has been very effective in manhattan where you can have a central site to use that heating particularly in our mild climate. this is an efficient way to do things and there might be a future for that. i was impressed by the building and they started on their second phase. i also had a meeting on tuesday night with the neighbors and the project sponsors for a project that i believe is before us next week which is going to be

proposed for valencia st.. it was good to see everyone getting together and answering the questions ahead of time that were raised. maybe we can do more of that in the future. i hope that this will be beneficial. we had a meeting with the parties involved and i think it was quite successful. i would like to ask for a hearing on parking in san francisco. this is a writer -- a rather large issue. we need something well in advance so the public can be aware of it and people can come and testify about their issues across the city. we hear these issues with discrete projects in neighborhoods and we hear just the areas surrounding the particular project or the neighborhood and you end up getting people on either side of the issue that are just indicative of that particular

area. the impact of parking is citywide and area wide. i think that we really need to hear from people who normally may not be involved but the same ones have a lot of issues surrounding parking and they would welcome the chance to express their views in general about problems they may have, particularly when they go to other cities that are certainly -- that do not have the transit policy that we do. everyone seems to be able to park when you go around places like sacramento, san jose. i don't see the problem. something is going wrong, especially with the comments about pedestrian injuries. maybe our policy needs to be reconsidered or somehow structured so that we can work out something that gets results. anyway, i would ask that the commission schedules a time to hear comments from the public

and comments from commissioners about parking in general and perhaps revisiting our city policies and decide that whether transit first and residential parking is not necessarily mutually exclusive. they can be worked out in a better way. >> yes, during the week i met with some people regarding the 800 presidio and also yesterday, commissioner more and i had an opportunity to watch the department's residential design team in action and we saw them review three projects so that this somewhat newly instituted situation was more obvious to us and that is how it works. from my point of view, it works

see which project did where did not get the parking approval. where are the additional garages planned. we have a balance including where we are managing the access and the availability in downtown through electronic means which creates a more efficient operation for those people who come in and don't know where to park. there is a whole assessment of supply and demand in order to have the discussion that commissioner antonini is looking for parents so -- that is looking for. >> once we get past that, it will be nice to have some conversations about policy. >> we have a great group of experts on i think they can release that up with

it is managing the on-street spaces. it allows them to do variable pricing. the goal is to keep the with the parking space. that will come into play very soon. we received an announcement about regarding the open space element. we have had to postpone that meeting. just in terms of the project status, we have not said the new date for it yet. but we will let you know about that. there is an upcoming meeting that i wanted to tell you about. the broadway design plan, this

the last few days. it took place in boston this year. there were about 5000 attendees. there were some sessions of the regional planning. the staff also attended some interesting sessions about social media that has become a very interesting issue among planning agencies. we heard a word of caution and words of support for that. there is increasing interest from the public for us to do that. we have to be careful about the legal implications as well. it was interesting to note, talking to my counterpart about the issues facing boston. knowing that boston was in many ways similar to san francisco, it is almost the exact same size geographically.

i had somehow thought it was larger. but the city's share a lot in terms of physical characteristics, the graphics, and the population is approximately 650,000. we are denser than than. they pointed out that representatives -- they grew at a faster pace than san francisco in the last census. next year, the conference is in loss angeles. given the fact that it is relatively close, i have asked staff to consider proposing sessions on some of the recent planning efforts. we have done a lot of good turns over the years. we look forward to doing that.

i think that is if for me unless you have any questions. >> i am here to give you your weekly report on the board of supervisors. there were a couple of pieces of legislation that the full board and a couple of appeals and wanted to share with you today. the general plan amendment for the mission area to select your adoption of the streetscape plan. while dell board action was required, they needed to adopt this ordinance and it passed on first reading. before the full board this week, they adopted an ordinance that would ease regulations on gardening and farming. the commission voted to recommend approval with modifications. most of these modifications were

incorporated into the ordinance. the legislative sponsors make changes after you heard the legislation. there modifications included the following. including chain-link fencing when it is covered with vegetation. the mayor amend the ordinance to allow limited sales of value- added goods in all districts except for our district. and only in the case for the primary ingredients are grown on site. they also recommended the changes for water conservation. lastly, it was strange and to urban agriculture. the full board finally adopted the ordinance. there were a couple of appeals

on tuesday. the first was certification appeal. this involves the construction of the office building with ground-floor retail uses. the concerns were centered on exceptions. these were alleged to result in potential impacts. the appellant failed to supply evidence. the exceptions were found cannot be significant. supervisor kim said that had belonged more properly and the board of appeals. the board of appeals is scheduled to hear this project in a couple of weeks. with those comments, the appeal was rejected and it was unanimously upheld.

the other appeal was for grant ave. this was the case that you heard as a discretionary review. it was filed by the hill dwellers. it had a good deal of testimony on both sides. there could be potential tax to help. as well as others planned in that location. there was a motion to uphold exciting the communications act. he made the motion and also asked the department a couple of questions. he expressed interest in a city-led a master plan for future and does. he requested that we outline a process for producing such a

document. he believed we should make some changes to the current review procedures. he believed the favored sites should demonstrate the necessity for this location. they should make the same findings for the bigger and has. with those statements, he was able to garner a 9-2 vote in support. that concludes the report for this week. commissioner president olague: i don't think we have received that yet. i think we really do need to have that conversation. there should be a way to have that conversation about this to come up with some policies
