>> i believe our understanding is that this would initiate some discussion, and we will be welcoming the port authority to work with us beyond this, and we can start having those discussions of a businesses on the periphery and such. >> great. i guess, commissioners, what you could do is while we were initially thinking, i think, when this was brought up last month at the commission, it was specifically citing the businesses that were going to be relocated, that had to be relocated from the port property or from their current location on port property. if we want to expand and to amend this resolution to include the businesses that might be affected that might be just a side of the port property, then we can include that, and we can provide staff

with some guidelines of what you would like to say, and then we can bring it back to you next month. >> and also, we'll be happy to include any comments and a corresponding letter that would go with the resolution. commissioner dooley: i do not know if we want to add this are not, but one thing we are not addressing at this point is the impact on small businesses cost -- business is who i know are already concerned with the impact on traffic and parking, the influx of parking that they are feeling, like people are not going to be able to access their businesses. it is already going to be brought up now.

the f train is packed at all times, and the number 10, which is the only city bus which serves that area, has been drastically slashed, so, in a sense, already, there is no public transportation. surrounding neighborhood small businesses are concerned this 11 impact on their business, and they are not even going to try to get to them, -- president o'brien: ok, what i am hearing now, just to put some order to this, it sounds like we have a concern for, say,

businesses on the perimeter that could be affected that made as yet not have been identified by the port authority. is that one way of putting it? and then, suddenly, from commissioner dooley's comment, businesses that are even outside that area -- i am not quite sure. commissioner dooley: excuse me. commissioner. these are going to have to be relocated. that is included.

noise, relocation, and are there any other topics that you want to make sure we have the appropriate person here to address any of the other issues? president o'brien: i think what we need to do, do we need to have a qualifying common, or do we just approve this resolution with the understanding that you're going to follow-up with a presentation from the america's cup? >> well, there are some amendments, which was adding the department of public health to the list, so the commission can approve this it resolution as is with that amendment, or the

other item i heard was for staff to draft and a minute about businesses that are outside of the property that are adjacent, so it is up to you to decide if you just want to move forward with this amendment or for us to draft language and come back with what is adjacent. president o'brien: commissioner dooley? the commissioner dooley: i think we should go ahead and do this first. present o'brien: ok, with no further comments from the commissioners, we will open it up for public comment.

clerk: public comment will be for three minutes. please state your name clearly. >> i want to congratulate you. this is one of the most are thinking things i have seen you do. the french businesses are businesses that are going to be impacted, i think they might be a lot further than you would think. if you go by polk and lombard, the cars are lined up, trying to go past the crooked streets, and that is four blocks away on a normal day. when they have big events, like fireworks, the impact of cars backing up, the buses cannot move.

the cable car. it starts impacting things much further away, so as to have your discussions with whomever, the impact will be more far reaching than you think. again, congratulations for your forward thinking. another thought to go forward is the idea is great. you might want to start looking at other major city projects and come up with a dollar or mount it is a huge project by a grant that is tearing everything up right now. it has a huge impact all around. maybe down the road, major city

ok, without objection, it is approved. thank you. next item. clerk: commissioners, item number nine, the approval of the office of small business/small business commission 2011 strategic plan and action plan. there also copies available for the public. >> commissioners, this is the 2011 strategic plan that the commission worked through at the retreat, and so, the sections where we are carrying forward the items from the 2010 strategic plan, 2011, i have left those in under each goal area.

the items are carried forward, either as they are ongoing, or as a reported in my strategic plan, they've either ongoing, or the department was not able to get to, or they are in process, so those are carried forward, and what we have under the second goal on page three, we have included some specifics about what needs to be completed for the ada outreach, the presentation to the merchants. comprehensive information and how to prevent a lawsuit,

creating an attractive brochure for all of the apart -- departments, and then holding a hearing. and for that, we have a targeted goal to have that completed by the end of the summer. the strategic plan, what you see right now, incorporates an action plan under each bowl. and then what is new this year is that we will mail welcome letters to newly registered businesses, and once that process is set up, we will be providing monthly reports. we are still working out with the treasurer's office.

however, it comes, and we will be reporting out a number of mailings at the commission meetings, and then we will continue to have a significant presence for small business week. utilize the merchant walks when feasible, and then the other component that was added was to develop possibly a new logo for the commission and the department. there are two core things that the commission has decided. taking a look at the police permits and submitting recommendations to the department, to the director of the office of economic and work force development, koran and this is work that the permit a

committee has just started to engage in, and the second item, there is consolidated annual licensing projects that are taking place, in just to review for the commission, i will have a little bit more in my director's report, but these are for streamlining the projects that the department and the commission will be taking part in. and then, the last bullet item, the commission asked staff to create the top four, and we have retail, general, and in retail food. those are probably the top four, which we will have written guidelines for.

we are pretty well done for the restaurants, and we're working on others. and then, at the retreat, we ask that staff in for the last goal, representing the interagency projects and task force, and again, the consolidations, the project is one. we will conduct mobil facility workshops, and then any other that is as assigned within the year. they're working with the mayor, federal and state representatives, on a key legislation both prior and drug the legislative process, so locally, we have local listed in

terms of what has been on the commission's docket. there are some that have been initiated, and this policy will be tracked, those recommendations, and then initiate some recommendations. this is changing the 12 days for response time, changing it to 60 days, and then we still have possibly the vacancy control. and then again, are streamlining reports, section by section. and to repeat what i said earlier, the permit projects. these are going to be the two primary focuses.

and the evaluation of impact these any impact on small businesses, the permitting committing is taking in ladell betts, and hopefully, the objective is to be able to have some sort of analysis and be able to bring forward some kind of report to the commission by the end of september. commissioner yee riley: can i have a suggestion? >> yes. commissioner yee riley: no. 1, i would ask that you no. it's so that we can quickly find the goal.
