legislation was passed to enable the board of supervisors to give them a redevelopment authority. it was back in 1999 or 1997. it exists not just as the redevelopment agency, but a non- profit public benefit corporation. the board has authority to approve or disapprove of the appointments. it is subject to the contract in budget authority of the board. it comes to you to approve if it were to amend these agreements. that act, in essence, like an agency of the city. he will have to gear up and change some of its role. the development, it could do
6:01 am
that in various ways. right now, how it works is, the contract basically to provide the development expertise. we can rely on the redevelopment agency or the planning agency department. any agency that has that expertise. we do that in the infrastructure development and those agencies that are involved in doing the same work. supervisor mar: this is my last point. we provide quite a bit of transparency. all of the numerous hearings you have done, he raises this as he supports the project, still kind of doing his best. i tell -- know jane kim keep
6:02 am
raising the issue. you'll get above the base affordable housing. any local maneuvers, is that going to be specifically written in a way that we can see what we argue in fact a 30% or higher? but i could talk about the mayor of's commitment. the elimination of redevelopment, it is a robust tool. these economic projects as well as affordable housing, we saw the governor come very close to 11 a redevelopment. it is a bill that is still up at this stage. they put forward a compromise bill that will diminish the amount of tax increment available to our redevelopment agency to carry out these
6:03 am
projects. let's and francisco, it is unique in the way that it can generate or capture 65 cents of the dollar to put back into these development projects. the bayer shares all of our concern that we have to change the law to make housing available use. and also put it a requirement. the redevelopment has to look at affordable housing. the mayor is definitely committed to that. the board is also talking to our state representatives to figure of the best way to introduce that to the various stages of legislation that are before the state. i could just assure you that the mayor is committed to making those changes. >> my understanding is that
6:04 am
there is a controller report and a budget analyst report that should be coming? i think it is eight, nine, 10, and 11. >> and we anticipate a report. it will be issued later this week. >> let me think that the black about and to stay this long. it is several hours of this hearing as well. the key for your endurance and perseverance as well. the key for their great presentation as well. >> there will be evident to some of these. >> if they could just explained a little bit of the dodd substantive amendments that you prepared for today? >> from the city attorney's
6:05 am
office. i think each piece of legislation before you today does have an amendment that makes technical corrections to various references. some bill legislation has reference to the redevelopment plan which is a logger part of the approval structure. there are technical amendments to a call the legislation to address the same issues that have changed in terms of the project approval process. there were pieces of legislation that you have amendments. they are not substantive, but i will bring them to the attention of the committee. there are changes to the special use district. the first what is on page 42.
6:06 am
that is why the -- it was previously a process for submission that an applicant would make and it was discretionary to submit the documentation to the planning department. the change now would require a submission application to go as well as the planning department. >> a couple of the changes are just changing the word "plan" to "agreement." >> those are some of the technical changes that were made to reference the correct documents. to drop the references to redevelopment plan and instead use "project." the other change to the special
6:07 am
use district that i wanted to bring to your attention is on line 49. beginning on line 10, he used by the planning commission, the legislation before you have to show the the both of them and the applicant could appeal the decision. this change in the light knowledge merely indicates that they could do that independently without having to go through the ownership secure requirements that would apply for other conditional use elsewhere in the city. it was just to clarify the intent. that is page 49, 11 and 12. >> the other amendments are for the subdivision code item. one of them is primarily along the lines that you had just
6:08 am
mentioned. beginning on page 11, there is a reference here indeed hot definitional to plan documents, but now that there is not a redeveloped plan, will modify that definition to refer to the project had project documents. those changes you will see on page 11 beginning line 23. and going to page 12 through lines 5 sx. there are amendments throughout. the other changes would bring to your attention is the definition of transportation infrastructure. this is the infrastructure that will be required that will be public infrastructure. we're just in the fighting the kinds of scenes that would be done in terms of the mta type infrastructure of the islands.
6:09 am
the one item that was added to that list of items was operator restrooms. supervisor mar: any other questions? is there a motion? supervisor cohen: we do items 2- 12 to the full board. supervisor mar: any objection? >> mr. chair, the items 8-11 lead to be referred to the budget and finance committee. supervisor mar: i see that. with the exception of items 8- 11, also without recommendation. >> of the of that does need to be approved. >> can we accept the bid without
6:10 am
objection? supervisor wiener: i will be supporting the motion. that motion, at least speaking personally, should not be interpreted in the project. i do support this project. i remember moving to san francisco in may to 97, in reading about the treasure island development and following it closely over the years. well before i was on the board of supervisors. i of the the process has been extraordinary and evolving every level of government between toyota and the halls of washington d.c.. i cannot think of a project that has been more thoroughly thought through or more thoroughly designed. when you look at the seismic
6:11 am
precautions in the transportation plan, and everything else, the changes that have been made in response to different concerns whether it is hall reservation or affordable housing. we're disappointed by the governor's decision to live in a redevelopment. it has been a flexible process throughout, i think this process is very strong. nothing is certain in life. there will always be uncertainties about the future. i am quite supportive of this project. >> without objection, thank you. is there anything else before us this evening? >> there are no further items. hong >> of the meeting is adjourned, thank you.
6:12 am
>> welcome to "culture wire." on this episode, we explore what it means to the aged, in today's society -- what it means to be chicana in today's society.

chica chic features an array of artwork by five leading chicana artists that addresses a range of issues such as integration, sustainability, and integration. using a distinct visual approach, each of the artist's response to the shifting needs of their communities in ways that offer unique perspectives and multiple points of entry. >> the exhibition is to bring together the voices of a new generation chicana artists, all of whom reference the works of the civil-rights movement in their works, but they are also responding to a new cultural concerns and new cultural circumstances. >> the works in the show include a large canvas depicting a woman washing the beach with her hair at the u.s./mexican border. the painting encourages the

viewer to engage with the current debates over immigration and the politics of women and labor. influenced by the campaigns of the chicano civil rights movement, this oakland artist is a print maker whose work has helped and sustainability with the immigrant community as well as other current sociopolitical issues. this print-based work draws on appropriated agricultural worker manuals and high fashion labels to satirically address class issues, cultural identities, and consumerism. >> angelica -- her father was an agricultural worker, so she has drawn a lot from the materials the agricultural department sends to agricultural workers, referencing the depiction of farm workers and some of the information about pesticide application.

>> mitzi combines a variety of media, including embroidery, to create artifacts of mexican, chicano, pop culture. she greets immensely detailed drawings of celebrities on the same platform of her friends and families. her work combines elements of chicano portraiture and low writer art, rendered in upon new art style, or intricate drawings on handkerchiefs, also -- often associated with prison art. her portrait of three girls is among several of original posters by the exhibition artists, which are on view at various bart stations as part of a public campaign funded by the national endowment of the arts. from the outset, the curator felt it was important for the exhibition to have a public art components of the work could reach the widest possible audience. more than just a promotion, the posters connect the work of these powerful artists with new
6:16 am
audiences, including the vital chicano and latino community. images can be found in bart stations located in san for cisco and oakland. >> it is enormously exciting for me personally and for the institution. the poster with up right after new year's, and i remember very vividly -- i am a regular rider, and i went into the station and saw the first poster i had seen, it was incredibly exciting. it is satisfying to know that through the campaign, we are reaching a broader audience. >> for more information about >> good afternoon. welcome to the may 3, 2011 meeting of the municipal transportation authority.
6:17 am
[roll is called] >> you have a forum -- a quorum. before we move into the regular meeting -- if the could have the audience's attention, please. there is an overflow room, which is room for hundred eight. the people who wish to address the board are in that room. we will allow ample time for them to make their way here to address the board today. if we could have quiet, please. >> i think it is out in the hall. >> we will handle that one as well. item three -- announcement of prohibition of sound-producing items during the meeting. the use of pagers or similar sound-producing electronic devices are prohibited at the
6:18 am
meeting. any person responsible for a cell phone, pager, etc. going off may be removed from the meeting. cell phones that are set on vibrate dewclaws microphone interference. the board respectfully requests the be placed in the off position. item four, approval of the minutes from previous meetings. >> one clarification. i have asked for a public hearing on market street, but i want to clarify the second public hearing i asked for was not specifically on pedestrian safety, but was released around our enforcement work order. i know director lee ask for an update which falls under pedestrian safety, but that task force is in progress. i do not feel a need for an update on that at the moment. i was focusing more on the influence.
6:19 am
chairperson nolan: is there a motion to approve? all in favor say aye. >> item 5, communications director. i can 6, introduction of new or unfinished business by board members. director bridges: yes. thank you, chairman nolan. about four meetings ago, i brought to the board's attention pedestrian safety issues at geary and portola. i would like to hear where that stands. i would like to find out what the fact finding ideas were at
6:20 am
geary and park street. chairperson nolan: good afternoon. is your microphone on? >> i have some good news to report. we have looked at the location, and we recommended installing a new traffic signal at that location. because of the process involved to get it done, it will be several years before that can happen. in the interim, we have installed additional red zones in a dance. with the yield lines and yield to pedestrians signs -- those have already gone and two weeks ago. one thing we were able to report is we have savaged some previously used solar power flashing beacons from other locations. we just got the parts to make them functional again.
6:21 am
we are putting them in next week. there should be flashing beacon is facing both directions by the end of next week. chairperson nolan: thank you, and thank you, director bridges. director oka: i would just like to state that i think the complaint that taxi drivers were not picking up people who need paratransit service -- while they are loading the passenger, they are charging. i thought we had stopped that. they are loading the passenger in and charging for it.
6:22 am
that should not be happening. >> these are cetaceans related to assisting disabled customers into the taxi -- these are citations related to assisting disabled customers into the taxi? we will look into this. that should not be happening. i think we should be able to pull the citation statistics related to that. we will look and see what is going on. i think it has been our commitment between the enforcement personnel and the taxi industry that when they are waiting for a passenger, not to charge. we will get to the bottom of it. chairperson nolan: i am under the impression we will get a presentation at our next board meeting on the pedestrian safety, a status update on what we have done. >> i believe so.
6:23 am
if not, wiccan calendar it. >> first meeting in june. director brinkman: i wanted to remind everyone that sunday streets if this sunday, mother's day. this is the mission route. for the first time, the route is going to go along valencia instead of turning left at 19th. it will go all the way along valencia to dubose. the merchants are thrilled. if you have not been to send a streets in the mission, it is a great opportunity. i want to thank the mta staff that work done that. chairperson nolan: thank you. >> moving on, item seven, executive directors report. executive director ford: good afternoon. as is customary with the first meeting of the month, the first item on my report is the recognition of employees who
