vice president adams: -- president o'brien: next item. clerk: item number 19, commissioner reports. commissioner: manufacturing facilities and parties, so i would recommend looking at that if you are interested. i did attend several meetings this month. one of them with supervisor farrell in the marina, and i would like the commission to know that there were many ways about the licenses it. this is a new condition on abc licenses, and i think there may be some concern to the

commission. the small business commission was thanked repeatedly, and most thanked being small businesses. sunday streets on lower 24 have significant participation from the merchants, and this was this past sunday. there is the sidewalk sale. that was held on ocean avenue on saturday. and i spoke briefly with supervisor aval;a -- avalos, and there was participation.

i would like to highlight the work of the director in this focus on retail plan for the islands. i was just really heartened to see that small business was considered as part of the treasure island development plan, and i think that is really significant. this is the first day of operation. it is a really well thought out mix of food and beverage service. i have actually included in my report for the commission a copy of the current business opportunities at terminal 3, the national terminal cost and part of the retail mix, and i think considering tonight's conversation began looking at

neighborhood retail and looking at the entire regional picture in a neighborhood, if you look at terminal two, which is an amazing place, and if you have the good luck to fly out of it, it is just beautiful. it is a signature plates, and the retail mix is so well thought out and really honors the small-business community of san francisco. there are several local businesses to have something there, and that is why i am including it in my report. thank you. president o'brien: thank you. commissioner dooley? commissioner dooley: i will be brief. i attended the meeting about the cvs pharmacy is, and i used the opportunity to bring up some issues around formula retail and the coach, and that prompted the

president olague to call for a joint meeting. this brings the merchants, the residence, fire, police, everyone together under one roof, and supervisor chu was the host, and everyone got together and asked him a number of questions about what was the most concern in the neighborhood, is about was the most interesting. on may 4, i attended a meeting on polk street between the owners of a building there regarding ada compliance. two of the tenants were being sued, and it was very refreshing to see them getting

today may be recommended by the full board tuesday of next week. supervisor avalos: please call item no. 1. >> item #one. resolution authorizing the san francisco public utilities commission to accept and expend a u.s. environmental protection agency administered grant in the amount of $669,000 for the cesar chavez sewer system improvement project. supervisor mar: thank you. >> good morning. members of the committee, in the project manager for the cesar chavez sewer improvement project. this resolution before you authorizes the acceptance and expansion of the $659,000 issued from the u.s. environmental protection agency to assist us in funding the cesar chavez sewer improvement project.

we were successful in obtaining a previous grant for this project of $477,900. for this additional grant we were given a total of $1,146,000 in federal support for the project. the caesars shot as improvement project is a very important improvement project as it provides more capacity for this area that has experienced historical flooding. we are very excited about this project, excited that we were able to win both of the grants for the project, which will help to provide local support. supervisor avalos: thank you very much. where is that located?

between 1 01 and mission? what is the length of that will be covered? >> this is phase one of the project, sewers system improvement. phase two would be streetscape improvements. the street scape goats from hampshire to burrow. supervisor avalos: it is not all being done concurrently? >> basically they are doing the plumbing first before the service improvement. the streetscape will start at hampshire and we will keep ahead of them so that they can fix this or first before the street improvements.

supervisor avalos: the timeline that we are talking about? >> for this project we are expecting to break ground in june or july but about nine months behind us. supervisor avalos: the experience with the length, partially funded by mtc and the funding sources, transportation authority, we had major sewer improvements that were done along their. i saw destruction along that line as a psychologist for two years. i was wondering what we should do to make it concise, so that there were not too many gaps in the length, so that people did not experience a lengthy disruptions.

>> the two projects are consolidated into 24 months. we are working closely with dtw to minimize the disruption to the businesses and we are committed to holding a public meeting every three months to address any issues and see what kinds of issues we need to handle in the field as quickly as possible. supervisor avalos: we will move on to public comment for this item. there is no one else but city staff, so we will close public comment. we can move this item forward with recommendation? thank you. madam clerk, please call the next item.

>> item #two. resolution authorizing the san francisco public utilities commission to retroactively accept and expend a u.s. department of energy administered grant in the amount of $951,500 to conduct a brown grease recovery and biofuel demonstration project. supervisor avalos: very good. >> good morning. my name is terry leigh. i have been the project manager for the biodiesel demonstration. the resolution before you would allow the city to retroactively except and expand approximately $951,500 in department of energy funds for demonstrations. awarded in 2009, the department of energy became very busy in awarding and expanding the

american recovery and investment act funds to route 2002. which is why we are now able to accept this grant. these funds would allow for boundaries, restaurant trap ways, to be converted into clean burning biodiesel. it is important for the city because the san francisco public utilities commission sewer department spent $3.5 million each year addressing greece blockage in the sewers. in addition, fed and cisco has successfully transitioned its vehicle fleet from diesel to cleaner burning biodiesel. this demonstration furnishes technology that would allow the city to recover what is

>> i know you have a long agenda and i will be as brief as possible. you have a detailed by a. a couple of things i wanted to register with you. i was born in sydney, australia and have lived in japan and hong kong, and went to school for 12 years -- but i have lived in san francisco longer than any other place in my life. this is a gateway to the pacific. i love the natural beauty and also the diversity, for someone like myself who has a by cultural background. my father was a career diplomat in taiwan, and my husband, james, was near port commissioner in the city.

as you have seen in my biography i have been active in the community for many years. i bring extensive and relevant experience with citibank and wells fargo. i am excited about the ports commission. i think that this is the right timing for me in terms of my life. i have my experience from the private sector, and i think that this is the right use of my business and finance skills. this is one of the prime assets, and this is unique with seven and a half miles of border front. this is unique in its visibility. it is unique in its uses, with the commercial real-estate and open space.

and unique in its different characteristics that reside along the northern waterfront. i am excited about the opportunity to showcase san francisco and the ability to contribute to the city and its reputation. we have that opportunity at hand right now. i understand the complexities and balancing the stakeholders' interested in the waterfront. generating a positive bottom line for the city during these difficult fiscal times, and also, figuring out how to generate more jobs. i look forward to understanding of these projects with a capital plan and how to move this forward in terms of timing and affordability and all the updates since these plans were issued.

i want to thank some of the supporters who are here today, and those who also wrote letters on my behalf. thank you. >> we did get several letters of support on your behalf. and are there any questions? >> this is obviously an important partner in the city of san francisco. in the coming year we will be high profile. if you can touch briefly, you have mentioned some of the budget projects. what do you hope to prioritize in terms of the issues you want to work on? >> we had a tight timeline, with what is dedicated to the america's cup. we're trying to make certain that everything is done on time, and there is a tight

timetable. and this a big challenge for what i see so far. this is really about understanding how to find the major capital projects in addition to what is coming up. and i know about the project that you have scheduled for the board -- i know that this has been given to a developer. basically, this is on time and on budget for the america's cup, to figure out a long-term financing. i see no other questions. we will open this up for public comments. if there is public comment, please come up. >> members of the rules committee, i am willie brown.

she has been a very reliable source of information and guidance, from the time that i served in public service and for all the years i have known her and she has lived in san francisco -- i think that this may be the very first time that i have appeared before any committee on the board of supervisors since departing these grounds with this great city. i usually turn people down, not because of anything having to do with their qualifications, but because i believe public officials should be in a position to objectively make up their respective mines. i care so much about the city and i care about quality candidates.

i know how important these commissions really are, and how important that it is to get really quality people to provide the time that it takes, and people can afford to provide that time. we have exactly that unique ability. it is clear based upon the background, her previous experience represents the quality that you would want to have to participate -- she is offering to volunteer to do this by way of the commission's process. rather than just make a telephone call, i told her i would stand publicly and say, if i were still the mayor of the city, i would appoint her to the commission, and i wou
