made disastrous decisions with our public library has no agreement that has been exposed to scrutiny with this board of supervisors yet they are allowed to sell naming opportunities to scores of city properties with no consideration of whether the benefit to the public is even equal to the cost of public resources. can you imagine the 49ers or the san francisco giants licensing naming rights on the basis of some unknown sum might be donated to the public? the public library gets away with it because it's a democratic institution and nobody cares about democracy. in times of depression, we need to realize that people at all levels of social and economic class are in this together and we can't afford the grifters. private philanthropy is a farm that plants lies and harvests public resources. it can only thrive in secret when the truth is suppressed and

the lies cost money. inflection. >> good afternoon, president chiu, members of the board. my name is mahdi scott, i'm the co-founder of the healing circle for the soul support group. i stand before you today on behalf of the human circle for the soul support group, families and survivors of violence and homicide. we want to thank you, our elected civil servants, suffers ross mirkarimi, supervisor john avalos and supervisor david chiu and our board president, for your dedicated service and commitment on sunday, this past sunday, on mother's day, standing with us on the steps of city hall honoring mothers who have lost children to senseless gun violence. we thank you, our supporters,

from the san francisco police department, who also provided services and took time out of their busy schedules, inspector valerie matthews, captain john sanford and lieutenant julian hill of officers for justice who provided the beautiful roses for each and every mother that was present on the steps of city hall this past sunday. i stand before you because of a very concerned about the recent cut to the victims' services fund which is now at $5,000. i just left a funeral of this young man who was killed in oakland, as you know, the healing circle is not just for san francisco, we collaborate with all persons who have lost loved ones to homicide. his mother could barely bury him because of the victim services fund being cut statewide. this is my nephew, timothy scott, who was also killed here in san francisco. so don't just stand here on behalf of my son but all of the

victims and survivors of homicide. and you know, listening to all the plight about the graffiti on buildings and high finances that landlords have, i think we could have summer job programs. [bell] president chiu: thank you very much. >> president chiu, could i get the overhead? i don't know where it comes up. president chiu: if you just place it on there, there it is. i think you need on turn that piece of paper over. >> oh, oh, christ, i know what i'm doing. o.k., i'd like to just kind of consider this while i read this short statement. i'm here today with observations and questions concerning the disinfection or lack thereof in the office buildings in downtown san francisco. i work as a night janitor in many downtown buildings and my

last job, i work in the 1455 market, i pointed out to management that there was no disinfection occurring at that site at all, after having reviewed all the chemicals. i wanted to make sure i was using the right chemicals and the disinfection just wasn't there. i talked to a number of people. all the staff, all the janitors believed disinfectors were being used, the supervisor, the manager, the head of the safety group all believed disinfect infectants were being used. they weren't. a fellow got back to me and told me that they weren't indeed. they brought in a number of really bad actors, sulphonic acid based things, it went on and on and it was horrible and they brought something in, brought all the janitors together and introduced one of the quadrinnary compounds.

everybody was happy. then i was sent to another site, 101 california, where there is currently no disinfection being used. so the question is, are the bathrooms in this facility being disinfected? what do you have to prove that? thank you. president chiu: thank you. next speaker? >> good afternoon, supervisors. i'm executive director of seniors organizing seniors and as always it's a pleasure and honor to be here talking to y'all today. today i want to holler at y'all about senior abuse. check this out. we have got to stop and start dealing with this matter about elder abuse. you know what i'm saying? enough is enough. right here in the city of san francisco, we're paying too much for rent. everybody know we're paying too much for rent, ain't nobody saying a damn thing. every time we try to say

something about it, everybody get in our way. tnd is charging too much rent over there. our checks are going to be cut, our checks are going to be cut in july and i got a call from sacramento and they're going to cut our checks again and they're not adjusting rent for elders and those with disabilities and it's time for you to say something about the elders in the community, especially those who are 70 and 80 years old sleeping on the sidewalk and everybody acting like it's all right. you understand what i'm saying? those are our elders. regardless of where they're from, they're our elders and they're to go respected and as much greatness as we can give them we need to give them. you understand, the same thing happening in san francisco is happening all over the state, happening all over america, it's time for it to come to a halt. john avalos told me once about four years ago san francisco got the potential to set examples

for the nation to follow and you know something, i believe that. we got the best advocates around here. we got the best supervisors, always have, i don't know how you new guys are going to come out, i haven't met y'all yet but i tell you, it's time for all y'all to dare yourself and challenge yourself to stand up and stay something about elder abuse. we tried to have tndc put in jail. harris wouldn't hear it. she ran from us one day. we got a resolution from the mental health board about the seriousness of the elder abuse. >> thank you, sir. thank you. next speaker, please. >> things he's talking about is what i'm going to be facing but right now what i'm facing is

what i got on my face right now, african-american. i'm appalled of this mayor that i spoke to him after he left here duck and dodge about the african-american report, i thought mr. ed lee goes back to the unfinished agenda when he was with the h.r.c. it seems like the honeymoon is over and he's got his chin up in the air and concerned about the african-american out migration report. it goes back to 2007 when the mayor then, the one that tiptoed out of here, african-american out migration, it started in 2007 when he announced he was putting something together with dwayne jones, black world putting together this african-american migration. sister, i'm not faulting you, you're the only african-american out there so i can't fault you too bad but the rest of y'all team up with her because we need a hearing on african-american out migration. all the housing, the 10-year

plan, it must have african-americans involved with it. it's like you're supposed to give us a certificate saying we did y'all wrong. i want to hear you talk about the community center because that's going to be the first example that we're going to use under the african-american out migration report. the city and county came forward three years ago, came in with your board and you put them in there and you're trying to put out another board. we, the community, must be involved, mr. ross, mr. city hall, anything you're talking about that affect our community, we must be at the table with you. last time you came in there, you stone rolled us and gave us what you wanted us to have. no longer will you come in my community and demand we got to set at the table with you. [bell] president chiu: thank you very much. next speaker. >> good afternoon, supervisors. never a dull moment here at city hall, i see. my name is bobby lopez, i have over 10 years working in the t.l. and the mission. and i just wanted to share with you that as you know three summers ago we started san francisco immigrant rights defense committee around the issue of youth policy and particularly the constitutional tenant of children having the right to due process and i've been waiting for this moment for three years so i wanted to thank mayor lee for his noble steps towards a partial implementation of the policy and i wanted to urge the mayor and the board to seek a full implementation of the policy. i know that even with a partial implementation, a lot of you who are supporters will probably come back to your offices to a barrage of hate email, especially if it gets on fox news, but i want to reassure you that you're in really good

company. there's a huge community out there who's backing there, who's concerned about this and i want to reassure you that i respect all of you who are moving forward with this policy guided by conscience, not by opinion polls and i'm sure you're in good company with caesar chavez and mlk who probably didn't resort to opinion polls when thinking about constitutional tenants that we want to provide the children of this country. the reasons i want to speak quickly to the reasons we wanted full implementation of the policy is that i think it's important to look at this on a case-by-case business. i kept thinking of the billy holiday song, motherless child, and we are excluding the children that come to the country who are motherless and often trafficked in and i've spoken to you about the child i worked with in the tenderloin who was trafficked in for sex and was a minor. and i think that it's important to think of those. [bell] president chiu: thank you very

much. next speaker? >> patricia voy. speaking for myself right now. the last board of supervisors, every time i turned it on, i thought was pitting each ethnic group against each other. the comments that were made right and left every time i saw it made me sick. one thing we all have to do and this is a new -- relatively new board and a young board. we have to start thinking of people as people, not the color they are, not the sexual mentality they are, but they're all people. and i think one of the things that we are -- need to do is to stop polarizing all of the groups. and this is something that is one of my biggest, biggest, biggest quirks right now. if i hear one more minute everybody's rich in the marina

or everybody's bad on divisderro or everybody's gay in the castro, i get mad, because there's not an everybody be here and everybody there. we're all people and we can all work together but if you keep polarizing it, this city's not going to work. and i am extremely interested in whoever this next mayor is to try to stop this polarrization because it's not working. all of us need to be treated as entities and i am really upset on this issue. i've heard about the mayor's race. just comments that should not have happened this early in the game so i want us to pledge to work for people of all races, creeds, as individuals, and all

economics as individuals. and let's see if we can start. [bell] president chiu: thank you very much. next speaker? >> hello, my name is scott kiper, i work with a number of arts groups in san francisco and i'm interested in land use policies. i came to the meeting today because there are a number of notices that came up in the neighborhood. i think the agenda has passed and i want you to consider instead of just with a stick in finding them cooperatively working with other neighborhood groups in temporarily activating those locations as incubator sites while they're waiting for development or whatever the owner's long-term interests are so whoever is representing those policies i'd love to approach to suggest groups and policies and agendas we could work with

together. president chiu: are there any other members of the public that wish to speak on general public comment? please step up. excuse me, sir, please step up. are there any members of the public that wish to speak in general public comment. please step up. >> i'm just going to let you know that -- i want to pass this document around. i'm just going to let you know that i'm not in support of the coming candidates that you are supposed to approve for the local homeless coordinating board. the local homeless coordinating board has had several problems. one, they have triggered at

least four hearings and for the majority of them they haven't even sent a representative out. some of the members of the local homeless coordinate be -- coordinating board have excessive numbers of absences and there's been no word regarding any of that. i think they have also failed in the implementation or the dialogue of the 10-year plan on ending homelessness. they have quit meeting about these issues and right now i definitely feel it's very important that someone starts to coordinate all of the different things that is happening -- that they're meeting about, whether it's jobs programs or getting into housing. i definitely feel that they're

just falling down on the job and the other thing that is really bothering me is that on the shelter monitoring committee there is only one black person. when you have a shelter system which is probably 33% to 34% black people and i'm just definitely -- i'm just wondering what the scenario is. [bell] president chiu: thank you. are there any other members of the public that wish to speak in general public comment? if not, general public comment is closed. colleagues, if we could go back to items 10 and 11, the public hearing regarding the report of assessment costs for blighted properties. if i could ask the representative from d.p.w. to please step up to the microphone do you have resolutions of the

cases that were discussed? >> board members, the department is working with those individuals that stated opposition. we're working with each individual on a case-by-case basis. president chiu: thank you. supervisor mirkarimi? supervisor mirkarimi: to d.p.w., please. appreciate all the efforts you are in working with these folks. one property on hate street i don't see on here that the gentleman from arton max testified. >> that was brian maloney representing rich schumacher. supervisor mirkarimi: it's not on here. >> those properties you have in front of you are people that have already paid just in the last few days and that's why we've asked those to be removed. the people that stepped up such as brian maloney, those are the people we're working with on a case-by-case basis that we just met within the hallway. supervisor mirkarimi: o.k. can you get back to me and let me know what the resolution is,

then? >> we sure will. supervisor mirkarimi: thank you. president chiu: colleagues, any further questions? if not and unless there's any other public comment, i'm going to state that this hearing has been held and closed and item 11 is in the hands of the board. i understand that d.p.w. staff has offered amendments to the report that we'll adopt. are there any other questions? o.k. supervisor wiener? commissioner wiener: to d.p.w. can you just describe what the process is? there were certainly some people who came in who contended that they had been adequately maintaining the properties and then they got the assessment and i just think for the information of the board, if you could walk us through that. >> sure. the inspectors go out to a property after receiving a complaint of graffiti, and they post the property for a 30-day notice to remove. at that time, there's no monetary fine. after 30 days, the inspector

returns to the property for another re-inspection. if the graffiti has been removed at that time, the case is then closed. if the same graffiti exists, they -- the property is then posted for a 15-day blight notice. at that time, the $250 administrative fee is attached but they do have another 15 days to remove and they can also file for a blight hearing to oppose the fee at that time. back to the 30-day notice, if there are problematic property that is frequently tagged, they have the opportunity then to file for a hardship hearing before an a.l.j. that will hear their case and if they prove hardship, the department will take over that property for up to six months and maintain it for them. they do have opportunities to remove, to file for hardship,

blight. they can appeal the blight fee by requesting a blight hearing. commissioner wiener: thank you. i just wanted to comment, you know, i think the common theme from the property owners that we heard was frustration that despite best efforts buildings are continually being tagged and frankly, the city, we're not always fulfilling our role, not d.p.w., but i'm talking law enforcement in terms of holding people who vandalize these properties accountable. we, despite having some excellent people in law enforcement who are focused on graffiti, the systems for actually enforcing the graffiti laws, finding those who are doing it and then once they're actually arrested actually holding them accountable, is

really challenging in the city. it's hard to find the people and once we do, there are judges who do not want to put even the most egregious offenders in jail. it's viewed as a "victimless crime." and we know that when you hold people accountable, whether you force them to clean the graffiti themselves or send them to jail and appropriate circumstances, it can make an impact but i think people know you can come to san francisco to do graffiti and nothing's going to happen to you so i've been working with supervisor carmen chu's office and we're working to improve those systems so people are held accountable so we're not simply imposing the obligation on the property owners but we're doing our part as a city to help address this issue but with that said, i think that d.p.w.'s actions here were appropriate and i'll be voting to affirm that termination. >> thank you. president chiu: thank you. colleagues, any other follow-up questions for d.p.w. staff?
