the materials provided, all the materials that each of the applicant submits to get these appointments should be available to the public so we can actually look at the experience level and the things that they bring to the commission meeting. i would also like to say that there were very few questions asked specifically about what this person's intentions of serving on that committee were going to be a. in other words, did they have things they felt their skills that would bring to that? and so forth. basically what we as citizens get, we get a very blank a thing where you a scene of the documents, you make the decisions, and it is all done basically in private, because we do not get to see many of the things you consider, apparently, when you make these choices to put people' on board and commissions.

you end up selecting people who do not have the capability of doing the job well to serve the needs of the city. i will give you an example. on the library commission, there are questions of the relationship between the library commission and the friends of the san francisco public library. laughter, the friends of the public library took -- last year, the friends of the public library took in $5.1 million, and you cannot get the library commission to say how much of that made it to the library in kind or in cash. basically, they are derelict in their duty to provide oversight to the library, and that results in these hearings were we do not know what is being considered. supervisor kim: thank you. is there any other public comment? seeing none, the item is closed.

background relating to the commission. that would be great. >> in a pediatrician at san francisco general hospital where i care for patients better in the program. in my professional and personal experience and my career goals, i am focused on training pediatricians, so a lot of my work entails partnering with community organizations, child advocacy organizations. and i am the director of two training programs for the pediatric trainees. i have partners with the american defense of pediatrics and children now, advocating for funding and support. i think i have a lot support and

experience around job development and directly experiencing that not only to my own children, but to my experiences as a pediatrician. and a fine that investing in young children early in their development -- and i find that investing in young children early in their development is critical. supervisor kim: thank you. i asked where your children attend? >> my husband is jewish, so they go to -- supervisor kim: thank you. what do you see as some of the top priorities you would like to focus on on this commission? >> i think first five has been very important. my children went to a local preschool. that is something i believe in. can you hear me? did you hear the preschool for all? oral health -- that is an

epidemic that is under recognize. -- under-recognized. we've had a lot of instances of that in our own clinic. i think those are the main -- i mean, i think the general standard things we have to fight for that are important programs are around recognizing early childhood development told to lie and having -- delay and having the support to not only diagnosed, but to have the support for treating them. supervisor kim: thank you. any other questions? >> [unintelligible] could just tell me, how did you go about applying for the stacks >> nancy yim-lee is a professional colleague of mine.

education and service. i have direct responsible -- i of direct responsibility for running a nonprofit organization. i have experienced as a therapist and program administrator. icap 10 years working with the community foundation, and i have sat on a board. i of work on the structure, as well as helped to create them, and i have worked with dedication and passion throughout my entire career. so, why i would like to serve on this commission -- i think it is a critical time in our history given the decreasing revenues and unprecedented budget deficit. it will be faced with selecting its highest priorities. it is important at this time that the disparities between the

rich and poor, that we consider these issues. and the issues of access and equity are at the forefront. the achievement gap that exists, particularly for african- american and latino children, as well as issues that exacerbate children's safety and their ability to learn, just because they appear to be different, must be given the highest priority in the design of any program. if you point me -- if you appointment to the commission, i will consider all my decisions, as well as giving children the early start the need to close the achievement gap and help all children receive the natural potential. as a commissioner, i know i will have to make important decisions about what are the focuses in programs. as a member of the first five

strategic planning committee, we're in the process of making such recommendations. i was a the -- i would say these programs need additional support. in addition, i think it would be important for the commission to consider were some of these programs that they currently support can be permanently housed in the future, whether it is in the school district or other major nonprofit organizations. finally, i would work to establish a collaborative public/private funder, a group that could work together to establish a clearer structure for making decisions about early childhood services throughout the city and has the collective will to leverage funding with any city limits, as well as statewide and nationally.

finally, i would like to address the fact that i am not a resident of san francisco, and i would like to address a well in of the city. i of lived in the bay area for 18 years, and this is my fifth year as the executive director of the fund, and i've made it a point to learn as much about the city as possible. i do so through the work of the fund. i work from the grassroots to the tree tops. from this, i mean i am involved on the ground ongrantees -- with grantees with whom we work. i worked in the tenderloin, midmarket, the castro. we have programs throughout the city, as long as -- as well as our longstanding work with the school district.

i built my knowledge of this city to my relationship with key departments, institutions, an organization such as the mayor's office, the department of childhood and family services, first of five, c backed -- cpac, city college, as well as san francisco state. i have made certain that the doors to the fund are open for all to come and talk about their work and the need for resources. well i have worked on the ground, i have -- while i've worked on the ground, i've worked to bring resources to the community. supervisor kim: thank you. you have addressed my questions. thank you. next, we have missed suzanne giraudo. thank you.

>> good afternoon, i am requesting a reappointment to the first five commission. i've been a commissioner for the last four years and president for the last two years. the reason i am requesting the reappointment is my concern for continuity with the budget cuts that are going on. obviously with the city and the state. i have been head of the fiscal committee for the last two, three years, and i am concerned about providing the company with not only physical, but program planning certificates for the city and county. what my qualifications are, in the clinical director for california pacific medical job development center, the largest in north here -- northern california. to work with children, adolescents, and families -- i have worked with children,

adolescents, in families for over 18 years. i am currently participating in planning various community programs in the bayview. my previous board participation is a hamilton family center, coleman advocates, and i am a trustee of the university of san francisco. my goal is to continue the programs and fiscal responsibility for first five in the city and county of san francisco. supervisor kim: thank you. any questions? you actually addressed some of my questions in discussing the fiscal challenges we face with early child care in particular. i just want to hear of all the more about what you'd like to accomplish during your next term? >> in the next four years, i

colleagues, other any thoughts? really quickly, i know ms. a sado is not here today, but i have worked with her for many years in chinatown. she really has a really deep knowledge around early child care. she has been in the field for many years and has been a huge advocate. i know she was on able to be here tonight. supervisor farrell: let me take the easy one. the last time i served on the rules committee four years ago, and i would like to make a motion to reappoint seat seven. supervisor elsbernd: happy to second that one. supervisor kim: we will move forward with seat 7 with positive recommendation to the full board. we have two seats open, three

asato, even though i know she was not able to be there today. supervisor elsbernd: let's just do this right now. seat number nine, if that works, and make that motion. i appreciate the qualifications. i have not met ms. asato. i would rather see her go ahead and apply in two months when we have the other seats available, but i am open to either. i would definitely want to go ahead and approve ms. merz for seat number nine at this time. supervisor farrell: i actually known for ms. asato, and i have worked with her. it is great to see someone with a great application like that.

first, we have mr. david wagner -- waggoner. thank you. if you could briefly introduce yourself, your background, and some of the priorities he would like to accomplish. >> thank you for the opportunity to talk to you this afternoon about my interest in serving on the police commission. before i begin my background, i would like to recognize the outstanding work of several other commissioners on the commission for the lgbt community. including theresa clark, one of my mentors, david campos. and the 2011 new leaders fellow. i am a former vice president of the national lawyers guild. i was the president of the

harvey mlik lgbt law club last year. i am the son of a firefighter. in the brother of the military police officer who was serving the country in japan. my respect for the rule of law and for public safety is personal and it goes deep. i have tremendous respect for the hard-working men and women of the san francisco police department who do underappreciated work every day. i grow very poor in section 8 housing in kentucky. and the youngest of five sons, the only ones to go to college, and the only day one. i've had many encounters with police in my life. some outstanding, some not so good. my interest spans 15 years. i got involved with an

organization called the kentucky alliance against racism for local oppression. i was mentored by it a civil rights activist and a was also involved in an organization called citizens against police abuse. i was appointed by the mayor of little -- lewisville -- lou isville. a prepared our report and recommendations to the chief. during law school, i became active in the national lawyers guild as a legal observer. i continue to do that work. after law school, i continue working for the open citizens review board alleging police misconduct. because of that work,
