her name is emily shannon, and she will graduate in december. she is volunteering her time to us. she graduated from ucsb, and we're very pleased to have a family on our staff as an intern. president mazzucco: thank you. >> moving quickly through the statistical reports, last week, commissioner slaughter had a question about the april statistical report, and there was a data entry error in this reports that we have corrected. there was a question about how we reached our pending cases. the pending cases are the cases that remain at open and we subtract the close cases from, the cases we have received.

there are subcategories on the comprehensive statistical report that are not double counted because they are subsets of closed cases. also, cases outside of jurisdictions. they are all subsets of the closed case. then moving through the statistical report through the end of may of this year, we have the following information. 66 complaints filed with occ in the month of may. through may 31, 326 complaints had been filed in year-to-date. that is a 19% decrease from 2010, the same time. as of may 30, -- 31st, i should say, they closed at 358 cases, and we had 394 pending cases.

a% of the cases we closed, which is the same percentage as that time of last year -- 8% of the cases were closed. that concludes my report. president mazzucco: thank you very much. are there any questions for the director? thank you for clearing the statistical error that commissioner slaughter caught. i was impressed. any questions for director hicks? commissioner dejesus: i was going to say thank you for introducing your intern. i think that is important for people who volunteer government services, especially the economics of today. we appreciate your service. commissioner slaughter: i would reiterate that i am pleased to see another month's experience and comparison that the decline

in complaints is running somewhere near 20%. as i mentioned last week, i think it is a testament to occ and the department and the good work the department is doing and the officers are doing in their interactions with the public. it is happy news and i think it is worth pointing out. thank you. >> thank you very much, commissioner slaughter. i cannot say enough about our mediation coordinator, donna salazar, who, along with the police officers, have a very successful mediation program. when we close those cases that are immediate it and i read the comments of the mediators, a common thread is that the officers and the complainant reached a mutual understanding and they heard one another. i think that is a real tribute to the complainants who are willing to mediate as well as the officers.

>> the commission will meet in the ingleside district at visitation valley middle school, 450 raymond street, on wednesday, june 29, 2011, at 6:00 p.m. to hear comments from the public and ingleside station captain daniel mahoney concerning public protections issues in the ingleside district. president mazzucco: great, thank you. commissioners, i know that last week we discussed a status report regarding compliance and the patrol specials. the status report in a similar vein regarding the police reserve program. we can have a brief report on that next week, that would be great. commissioners qwes? is there any public, regarding line item 3 a, b, c, or d?

>> commissioners, good evening once again. i have one, and it is brief. i have made several requests over the past number of months to the occ on documentation related not only to my complaint but also a racial breakdown of all the complaints and multiple complaints against police on both sides of the fence, and i have yet to get any documents from occ related to any of that. my complaint at the sec went nowhere -- my complaint at the occ went nowhere for nine months. second, i will not make a racial case out of this because i don't think it is racially biased, but the mere fact the investigator was african-american, the police officer was african-american, and i was a salted verbally for almost two minutes while he felt he had full control of the room, i think this investigation of

this complete warrants something further. i don't bring that up is any particular issue but i bring up to the fact that i have asked for the breakdown for the number of police officers who have more than two or three complaints out for them and the occ as a year ago has refused to move these documents forward. i think if you have diversity in the city of san francisco and you identify the racial background of the person who complains, he should also have these documents related to the policeman on the other side. the occ has not complied with any requests that i have made since last year. it is getting a little tiring. we are all in the same city. two is that even though occ complaints have gone down, i don't have that on any reflection of occ themselves.

that is more likely on the policeman doing a better job in terms of communicating with the public at large. and i think that is the issue. so i address you in this particular case that i would like those documents, as requested. ms. hicks has my letters. she should bring them forward. so that i can close my case without any further inquiry in terms of what the actual numbers are and what the actual official documents are. because i think my whole case, since ms. hicks lost the documents twice, the investigator lost the documents for the third time, when i stood before the police commission, there something a little funny that took place at occ to reflect my particular complaint. i don't think it was an issue that it was a very big complaint, because it was not.

but i think if the occ is going to take care of complaints in that manner, something is missing. president mazzucco: any additional comments? >> yes, commissioners. it just occurred to me that often what is overlooked is i think it's significant part of the sfpd, and that is the airport bureau. if we are going to have the captain and such come here, i'd like to hear from the airport bureau, because we really did not hear any statistics in regards to what happens at the airport. sitting here, it occurred to me that in all of the commission meetings, we have not heard anything from them. president mazzucco: okay, thank you. any further public comment? dr. marshall? vice president marshall: i know that it is a couple weeks away, but what you make the announcement of the committee meeting. president mazzucco: he did.

los is here? could this deal, it is good to see you. we have a great celebration today because i get to a 0.12 commissioners, -- get to appoint 12 commissioners, about half of them are repeats. i just wanted to signify that we got the opportunity to welcome new and existing commissioners, but to let the public know even more about what we're doing. they wanted to put together something that was in the works.

making sure that we have an online ability to let the public and tell all of the positions, who is serving on them, when the terms are up. decentralized online database that represents all of the commission's and all of the appointments that we have, the terms that are about to expire at the terms continuing are now on line for the public. all your lives are going to be much more public. we have just a diversity of the apartments and commissions to fill today. our deputy administrator is here. think you for being here.

and chris, you and i have talked at some length. i will personally be working with the veterans commissioned this year because of what to understand even better not only the work that the commission does the what goals we have to welcome back our troops and our people who, i think they found dignity in the work for the country. can define dignity as they come back here? a lot to thank the member for working with us as well. you and alexander are two of three women already on the commission. i know your expertise works making sure that there is a look at the health of our survivors and people coming back making sure that these people are

between the two fantastic and wonderful institutions. thank you for serving on and helping me make sure that the golden gate concords gets filled and it's done right. to the housing authority, we are challenged by some money different things that affect our economy. and with housing being as critical as it is for those economically struggling, it is important that we have expertise. a lot to thank you for bringing your expertise interiors of commitment and your shallots and connections. lead them everywhere we can to help the housing authority. and the residence of that agency, vacuum much for of the housing authority.

i know all of you love the city in some anyways had to reflect very strongly what i feel the city needs. with that, i also want to thank our rules committee of the board of supervisors for making it a very smooth the appointment process. supervisors kim, elsbernd and farrell have worked with me on the rules committee to make sure that the appointees are transferred -- the transition to correctly. had received by unanimous vote of confidence that is very reflective of how we are administering government here. and the closeness with the board of supervisors. with that, please stand and we
