ordinance that amends the administrative code to require that separate over time items in the budget for certain departments, they have to obtain a separate supplemental appropriations to exceed those amounts. as many of you are aware, the comptroller's office presented his overtime report. that item came to the government audit and oversight committee a few weeks ago. we were all disappointed to learn that the budgeted over time for fiscal year 2010-2011 is projected to be overspent by close to $40 million. we recognize that there may be some instances when overtime is appropriate. but what we have seen is the amount of money spent on

overtime continues to increase and a 40 million expenditure above the amount is pretty significant. most of that over time, and 97% comes from the larger departments and includes the fire, police, public health. public works, emergency management, recreation and parks. the top five departments account for 87% of the overtime hours. mta, fire, police, public health. we have to approve budgets for these departments and also received reports of overtime on a monthly basis. i did not believe we have the adequate tools to manage

overtime and to make sure that we reduce the amount of overtime that is being spent. for that reason, this legislation that i am introducing, i want to thank the supervisor for his sponsorship and his health in putting this together. it introduces good government and responsible budgeting into this process by amending the administrative cohan so that in order to make an expenditure that goes beyond the amount that has been budgeted, the top 10 departments have to come to the board of supervisors for approval. this is something that is already happening in terms of businesses containing over time expenditures in the private sector and it is only appropriate that we try to institute the same discipline. let me also noted that because

of the way the mta were, we do not have the legal power to make this ordinance applied to the mta, and therefore, when this ordinance, we introduce a resolution that encourages the mta to develop a plan to manage overtime overruns to adopt a policy that properly addresses the issue of overtime. the mta accounts for 5.4 million of the projected overruns in overtime for the fiscal year. and in fact, as it was made in 2011, it accounts for 41% of the total over time. i look forward to a full briefing and discussion of these items that the government thought it an oversight committee.

in this case, it is 30 months of delay. they increased the budget by 3 million and that inflated budget, what really matters is that the politicians are out there. the most recent report reveals that the budget is expected to total 1.9 8 million and with 19 branches completed, the public has expanded 81% of their share. the friends of the foundation originally claimed it would raise 16 million edit today, they have extended to 7.1% of their share. the operator on the premise that they have no relationship whatsoever and if the public would be happy, we are only slaves anyway.

>> for anybody that cares about the library, i ask you to please pay attention. the library has a couple of things going. one is the elimination of printed notices for patrons. according to this fire, starting july 1, 2011, the san francisco public library will eliminate be printed notices for reserved and overdue items. they will not be any printed notices. for those that may not have a convenient e-mail address, they will hurt them very badly. and for some patrons, it could be career ending. they owe a lot of money for

overdue or build books. this was never approved by the library commission. as we raised strong objections, there were quite a number of library commissioners that were concerned about this. they have said they will look into it again and they have not committed to stopping this program dead in its tracks. with respect to the budget, the library should be having a priority on books and open hours. after we expressed concern about the cut that the administration wanted to do, and half a million dollars in book cuts even as the overall budget increases by more than $2 million. the library commission voted hugh a lemonade and the cuts altogether.

if i can bring them up, it will be wonderful. they joined the san francisco sheriff's department in 1990 and is known for his ability to embrace and implement the new. he helped organize the work flow program. responsibility for it was transferred in the early 1980's. he was on the team that implemented the work alternative program. among the first program to offer an alternative to incarceration. he was chosen to be on the transition team. designed specifically to incorporate the principles of direct supervision. the department's first jail.
