member of the fire department's family and was praised for her culinary experience. she was promoted to inspector in 1997 where she excelled, developing a well-earned reputation for being consistent, fair, and having encyclopedic knowledge of the fire code. she was promoted to lieutenant in 2003 and proceeded to set new standards in the bureau of fire prevention for training and professionalism. as fire marshal, she developed a new fire code standards for firefighter, safety, and high- rise innovations that have been studied and copied it nationwide. she has transformed the office into a modern, efficient, progressive and transparent operation.

i have one item, let me thank the supervisor for being a sponsor of this item, an ordinance that amends the administrative code to require that separate over time items in the budget for certain departments, they have to obtain a separate supplemental appropriations to exceed those amounts. as many of you are aware, the comptroller's office presented his overtime report. that item came to the government audit and oversight committee a few weeks ago. we were all disappointed to learn that the budgeted over time for fiscal year 2010-2011 is projected to be overspent by close to $40 million. we recognize that there may be

some instances when overtime is appropriate. but what we have seen is the amount of money spent on overtime continues to increase and a 40 million expenditure above the amount is pretty significant. most of that over time, and 97% comes from the larger departments and includes the fire, police, public health. public works, emergency management, recreation and parks. the top five departments account for 87% of the overtime hours. mta, fire, police, public health. we have to approve budgets for these departments and also received reports of overtime on

a monthly basis. i did not believe we have the adequate tools to manage overtime and to make sure that we reduce the amount of overtime that is being spent. for that reason, this legislation that i am introducing, i want to thank the supervisor for his sponsorship and his health in putting this together. it introduces good government and responsible budgeting into this process by amending the administrative cohan so that in order to make an expenditure that goes beyond the amount that has been budgeted, the top 10 departments have to come to the board of supervisors for approval. this is something that is already happening in terms of businesses containing over time expenditures in the private sector and it is only

appropriate that we try to institute the same discipline. let me also noted that because of the way the mta were, we do not have the legal power to make this ordinance applied to the mta, and therefore, when this ordinance, we introduce a resolution that encourages the mta to develop a plan to manage overtime overruns to adopt a policy that properly addresses the issue of overtime. the mta accounts for 5.4 million of the projected overruns in overtime for the fiscal year. and in fact, as it was made in 2011, it accounts for 41% of the total over time. i look forward to a full
