i have obtained my economics degree as well as obtaining my entrepreneurial certificates. my background is in nonprofit organization as well as the city as well as private industry. i have been working in the nonprofit organization for the national organization of teaching and entrepreneurial ship. we teach young people how to start their own business. we are doing this program now at the university of san francisco. i am advertising kids to go to this program. the second thing i've done is work for the city for 12 years in the department of the environment and developing programs and giving public out reach for them.

i have forward for the transportation system as well as the public utilities commission which i am currently in now. as a public outreach officer, i have put on a press conferences, and many special events, four people as well as florida city. five people all the way up to 12,000 people in the north beach and chinatown district. i wanted to lead by example so i started a transportation company as a young adults. i have been the owner of this company for 15 or 16 years. right now, i don't do anything with it. it is running on its own.

i trained people who are having difficulties being hired. i train them on how to be in the transportation industry. from there, we tell them where to seek jobs. that is running on its own. that is pretty much it as far as my career is concerned. that is pretty extensive. >> thank you. are there any questions for applicants? have you intended an intimate commission meeting? >> no, i've not attended the entertainment commission. i was the secretary for the environmental justice committee so i'm understand how the system works. >> what is your interest on serving on the entertainment commission in particular?

>> i been informed that it needs diversity. so, i am black american as well as native american indian. secondly, i think that i would have a lot to offer because i am very diverse. i come from a non-profit, i come from the city and i come from a business owner. therefore, i am well rounded. i and a stand everyone's position and i can decide for everyone's needs and come to a common ground. >> what are some concerns that you feel that the attainment commission is not addressing? >> well, it seems that from what i have been hearing is the club's and neighbors working together, how can we do that as far as technology is making the

owners use technology. i think that needs to be addressed but i think that we would have to sit down and develop a plan to look at all of the issues that i have done in the past. i would like to analyze what is the best for everyone and it could vary depending on the person. >> some priorities that you hope to accomplish as a commissioner. >> the thing i would like to accomplish is that one is that i would like to learn what are all of the issues. once i see what are the main issues is to help the committee develop public out reach a plan that addresses one gracefully. i think that all issues can be addressed but we have to be

careful because we don't know the business owner, all of the things that he has to go through. then there is the neighborhood. you don't know what the neighbor has to go through. you have to lay everything out and develop a plan that makes it comfortable and agreeable with all including the san francisco police department. >> thank you. >> next we have mr. jim meko. >> good afternoon, commissioners. nolan would like to regulate the entertainment industry. the reason we have a neighborhood seat on the commission is because sometimes the party gets out of control. nor is common nuisance, the property damage and even violence occurs around many

nightclubs. the entertainment commission for better or worse has always been dominated by the entertainment industry. at times, enforcement has been so lax that the former mayor threatened to abolish the commission. i often find myself on the losing side of the votes. i cannot imagine the consequences if the commission was to shift even further in the direction of the industry. i cringe when i hear politicians that the little the neighborhood associations who seek their endorsements and except their money and then turn around and trivialize them as busybodies. this week was created out of respect for the telegraph hill dwellers and the planning association.

i take the responsibility to represent their interests very seriously. the good neighbor policy, mediation principles and the pre application process where all the result of my efforts. there is still so much left to be done. the neighborhood seats since the commission was formed, representing neighborhood concerns is not a glamorous job. i was described as cranky. this requires a little bit of tough love. tough love because these can keep families awake at night. they can attract a crowd that defaces or property and god forbid sometimes patrons or passerby's are injured or killed. tough love has a sincere affection for the entertainment

industry because i want to ensure that the next joplin, sylvester has in the vicinity to emerge from our neighborhoods where clubs and become another piece of the fabric that makes san francisco so special. thank you. >> thank you so much for your service on the commission. i know that you are applying for your seat. i am wondering what you hope to talk about. >> the industry has their priorities and i understand them and respect them. when the commission was formed, they had to jump through multiple groups.

once they had completed that, someone else through up more ahead of them. the commission has done a lot to streamline the process. there is a series of policies that brings the neighbors to the tables as well. the good neighbor policy became a set of tough conditions that were automatically put on the permit. mediation principals are a clear set of standards that instruct staff how to treat all the parties in the dispute. the pre application process would seem to me to be a no- brainer. it says before you come in with a business model and an application, sit down with your neighbors. listen to their concerns.

except their suggestion and maybe you can shake your proposal. it works. unfortunately, it is not required. in a gym and is considered free speech so you end up with the good applicants, the ones that would do it anyway going through a meaningful prepublication process and those that don't know what they're doing and those that don't care about the neighborhood of what in the process. i would like to find someone on the board of supervisors that would like to work with me to initiate legislation to make this a more formal process. >> the second question is around some of the recommendations

from the departments about security. >> you would expect the neighborhood representatives to automatically fall into lockstep with what the police department would recommend. i found that that is not necessarily the case. in fact, pulling back 10 or 12 years ago, when we going through what was referred as the neighbor nightclub wars south the market. the 12 is for moving in and the nightclubs or in a panic after being pushed out of the area. we would like to bring the night life community and the residents together to the same table.

they argued about the shape of the table. it was difficult to get neighbors and nightclubs into the room. the things that united us were a lot more potent than those that divided us. the police pushed back. the police began to call other members of our neighborhood association and said that without the police, you have no friends. the latest recommendations which the mayor has pulled off the table are full of contradictions and constitutional questions. i have raised some serious questions at the commission and have tried to work this through. >> any other questions? thank you very much. it has been a real pleasure working with them. they are progressively of reaching to try to make things better. something that was touched upon earlier is how important it is for the businesses themselves, the bars and clubs that we attend, what an important part they are to these committees. we need to be sensitive to those to move in and around the bars but while they pay taxes, it is the lion's share of the mind that comes from those employees and those bartenders and cocktail waitresses and those servers to go out and spend those dollars that they have earned. i have seen periodically a

-- glendon hyde. i can appreciate the challenges that the intimate commission faces every day in their work. i definitely believe that he is the right person for the seat on the commission. he and i have been friends and colleagues for nearly a decade. he understands the value of my life and attainment and understands the need to strike a balance that works for everyone with neighbors, club owners, a fed producers, and patrons alike. he is someone who is passionate and dedicated to his neighborhood involvement. to our treasured outdoor events, specifically we have worked very closely together as he mentioned earlier on the street fair, in an area that we called the world

of wonderment which is an interactive arts area of the fair which is based more on what the fair really originated as in the mid 70's when we started it. he has been a proven true leader in the role. we have gotten a lot of praise for his work in this area. i believe that his passion and dedication would be well utilized. >> we have two plan commissioners that want to speak on this item. if you are here, just come up. they would be stepping out of the meeting. i would ask speaker is to wait if they wanted to come in and speak. i want to recognize onto joseph from the engine commission. thank you.

-- i also want to represent the -- recognize anjuludrey joseph m the entertainment commission. >> i have been able to work with glendon over the past couple of years. my experience is that he is someone asks questions, he is not hesitate to ask questions. he seeks out marginal rise voices and voices that are not often heard in our political discourse and brings them to the table in ways that i really appreciate and that gives us a stronger decisionmaking process and he has been the tallest -- a tireless volunteer.

i'm here in support of jim meko. we are neighbors. we have been on the task force and the summer leadership council. his good neighbor policy is an effective policy. he is easy to approach. he is willing to talk about entertainment. he has no discretion about that. that is his livelihood. a good neighbor policy is the policy that has been working throughout the city. i'm asking you to work with him and reappoint him with the seat. also his ability to work with community people really stands out. there have been times that we have bumped into each other late in the evenings.

when i was running for a position last year, i asked him if he could be in drag for an hour on saturday morning and he actually stayed for 8 hours helping to campaign for me. to this day, we raised them down but off $30,000 for charity because of him. i appreciate what he had to do it. i live in the lower heat. i do work in the castro. these are three different neighborhoods. -- i do work in the lower haite, i believe that glendon is the candidate to keep the vibrancy of the city. please appoint him. thank you. >> good afternoon. i'm a resident of district 6.

over the last 10 years i have had the pleasure of working with anaconda during various fund raisers. i have known glendon for years and i am glad to call him my friend. he has worked for change, equal rights and opportunity. this has been well received. he is loved and respected by many and i really believe that the skill and ability that he has had will be an asset to the entertainment committee.

>> i am a member of the imperial court of san francisco. i am also a contributing writer for the bay area reporter. years of getting to know and the convent and writing about him, i got to see him in action both in the clubs and out of the clubs. i have heard many people complain about different things as far as the clubs and stuff like that. anaconda as much represented a lot of people who are under represented in this community which is usually the renters and the homeless. i really feel that with all of the committee's that if come here, i will not repeat everything that has been said. the fact that i hear different
