thank you. >> good afternoon. i am the executive youth -- director of the library users association and have a slightly different story, although it involves a contempt for the public. the ethics commission voted unanimously that the library commission president acted in willful violation of the law when she shouted down a member of the public during an library commission meeting and prevented her from making public comment as required by law. the ethics commission is to send a letter to the mayor about the matter, recommending that she be removed from office. i have previously played the tape for this body. i will not do so again except to say it was pretty ugly. what did the president of the library commission, ms. gomez, say?

she described her action as "raising my voice" and characterized it as indecorous. when the ethics commission intentions became clearer she returned to say she felt insulted by the speaker who she had shut down. a librarian is the only person who testified in her support. the week herrera, the librarian, has repeatedly insisted that his top priority is books and materials and open hours. so how does he explain the proposed budget that he brought to the library commission february 3, calling for a $500,000 cut in library books and materials? following public outcry, the library commission reversed the cut, but recently yet again mr. herrera testified publicly to

the same priorities even as the book budget has a zero increase and the overall budget for the library is increasing $3.30 million for the next fiscal year. president chiu: next speaker. >> thank you, supervisors. arnold townsend. people have spoken about deshawn marmon adequately and well. i would like to make a recommendation to all of you. there is a series of books written by [unintelligible] you can get them at marcus books. i hope that is not a plug. i guess it is. i would recommend them highly, this series of books. it is called "countering the conspiracy to destroy black boys." there is something going on in america now, and it was going on with any group of people we

would be outraged. but because society has been so successful at demonizing young black boys, we accept it and actually live in fear. i am not afraid of my own children. i don't care how dangerous they become. i will give you one statistic that this book contains. it is in 1995 statistic. this book was written in the 70's and started as one volume. you can see some much of what it predicted has come to pass. the one statistic of wanted to give you -- it is full of them -- is that african american children make up 17% of the school population in america, but make up more than 40% of the children who are in special education. i think it is 47%. of that 47%, 85% are black boys.

we cannot survive like that. we are graduating less than 200 black boys in san francisco out of high school every year. we are creating a society that even those of you who believe the only place for black boys is prison, you are not going to be able to build them fast enough because of what we are allowing to happen in our schools. and that is the real truth. situation here. and just to see and hear the cry of mothers coming before you -- when i do watching tv, it saddens me. i was at a meeting yesterday with 21 men sitting around the table. each one of those 20 women was stating the fact that their children had had a lung removed, had bad cases of asthma. i wish you all could hear these women talk about what is happening to them, and what is happening in our area, especially in the southeast sector, the toxins we are inhaling. i am so proud of deshawn. as the seventh generation of my family here in san francisco, and there are four under me, i am here to ask for your support

abuse from the sfpd. my son was in the car with his wife. he stopped at a stop sign, looked at the police. he made a left turn then followed him for a blocked until there was nowhere -- no one around to be a witness. she's got my son and his wife. they said that she ran a stop sign. he did not run a stop sign. he fixes his clothes. they run and jump to start leaving my son, who did nonesuch -- and did nothing or said nothing to them. this violence from the sfpd has to stop. it has to stop. it is really uncalled for.

throw down. first of all, i'd like to commend the san francisco police department for their handling of the pride impromptu rave which happened on sunday afternoon. the officers whose noses weren't as acute as mine, once i pointed out as i was dancing around with these children who had taken part and their parents had no ideas what their daughters weren't wearing. i was a guidance counselor, junior high and high school, i used to chaperon the dances and they're rocking out and drinking and smoking and i found police officers and i said just take care of it because these kids shouldn't be doing that. my main concern was that there were so many young people crowded into one very, very small space. i was very concerned about that. i got the littler ones back towards me. i had a parasol.

they wanted the instant shade and i said come on, dance by me and if it gets too scary, walk out of here. and the way the officers handled it was lovely. next year, work out some sort of crowd control plan because that scared me and i'm not afraid of no nothing. second commendation. i want to thank my boys down at southern station for those extra passing calls and it's lovely and those bicycle nazis carrying drugs, riding their bicycles on the sidewalks. thank you. and basically speaking, i say yes, sir, because you commissioners did right in your choice. joyce, i want to commend you and keep up the good work. you guys, you're a good-looking group. >> jakkie, come back any time you want. >> thank you. i shall. wait a second.

we have not been contacted in the last month as to an update to where the case is, so if somebody can get in contact with us to let us know, i just wanted to say that you notice the streets of san francisco are not safe as long as a man can open fire and gun somebody down, not in broad daylight at night but on video and the incident is caught on video. so we are planning businesses in san francisco. we're planning boating events in san francisco, but the people who were asking to come to san francisco and patronize san francisco are not safe, as long as you have people that will brazenly gun down people and take their lives. so i'm not going to be long. i just wanted to come and just keep, you know, this out there that the person that murdered

window. it was under control, went back to doing my dishes and cleaning my house. about three days later, inspectors knocked on the door. of course, the first thing i asked was where did you get my name and address? they said the owners of the complex gave us your name and address and everybody's name and address. it's on, you know. a sheet of paper, standard operating procedure. i said ok. come on in. i don't have anything to hide. i didn't see anything. told them point-blank i did not see anything, just what i communicated to you, i communicated to them. so to my surprise, yesterday i got a phone call saying they were going to give my name to the defense as a witness. and i'm saying wait a minute. how are you going to give my name to the defense. i told you, i did not see anything. i don't know anything. in addition to that, the young man who was murdered told

anybody and everybody who was in earshot, including the police, e.m.t., and from what i understand, people in the hospital who killed him. in addition to that, the other young man that was shot told the police and everybody who shot not only him but the other man. i live in hunter's point. i'm 70 years old. there's obviously some drama going on between your foot soldiers and desk soldiers because when i got the call, the first thing the inspector says is i'm so sorry, i tried to tell them you don't know anything but they are going to give your name anyway to the defense. of course i called your assistant d.a.'s, first thing out of their mouth, do you want to be in witness protection program? well,du
