civic engagement and social action, intergenerational leadership development, and nutrition health, and mental health. we stand today knowing that tomorrow, the freedom school at -- and any number of its 150 sites around the country, will celebrate national day of social action, and around which people in their respective communities will gather. students will reach out an appeal to policy-makers and public officials such as yourselves, with regard to the budget cuts that seemed to be on the horizon that threaten their education. however, we are glad to make it known to the city and county of san francisco that upon hearing your resolution, that you made several weeks ago, the summer learning a resolution, that we do not have to take such measures on our day of social action to criticize you but rather to thank and applaud you for recognizing programs such as ours. in case you did not believe me, there are two youth speakers

who will thank you themselves on behalf of their peers, and we will tell you in freedom fashion, good job, and we bid you a good day. >> good afternoon. to mayor lee, the board of supervisors, and all here assembled, i am a student at third baptist freedom school. we are very thankful that you, the board of supervisors, will set aside a day and resolution to recognize all of the summer school programs in the city, the county of san francisco. all of the summer programs deserve to be honored, but freedom school is a very special type of summer school. when i first started freedom school, i did not know anyone. now, i have friends with whom i read, write, and learning activities and play basketball.

freedom school does many things for us that many kids do not get like free lunch, free weekly field trips, and daily exciting activities to make learning fun. freedom school has helped me to improve my reading and writing skills throughout the regular school year. most of the books we read our funny, sad, and sometimes heartbreaking. i think freedom school is a great program for kids in san francisco, and i thank you, the board of supervisors, for recognizing us and all of the others in the city. thank you. thank you. thank you. at the third baptist freedom school. we want to thank you for your kindness in extending the opportunity for summer school for san francisco students. it takes a very special type of program to make students become enthusiastic about attending school in the summer. we are very fortunate that we have such a program as freedom school where we actually enjoy going to school in the summer. we have fun while we're learning. we enjoy all of the reading we do. we work hard, play, and have fun field trips that brought an hour learning horizon -- broaden our learning horizon. we learn basic academics such as reading, writing, and grammar, but we also learn personal responsibility and integrity. we know that learning is a lifetime experience. we appreciate you, the board of supervisors, for being aware of the importance of making learning a year-round experience for students like me and my peers in spite of these

financially hard times. thank you very much. and distinct choices. this measure and a measure submitted by the public defender yesterday is intended to make clear to the electorate that there is a choice between a ballot measure that is comprehensive, a ballot measure that is produced out of collaboration over months of discussion with our public employees, and with experts in the field, and a ballot measure that insures we will move forward as a city together versus another measure. this makes it quite clear that there is a charter amendment a and charter amendment b, and i ask that you adopt this amendment today, that we continue the item and hold a hearing next week, and next week, i will ask your support to submit this legislation to the voters so they can be presented with a clear, distinct choice. supervisor chiu: supervisor elsbernd has made the motion to amend. any discussion on the amendment?

elsbernd aye. there are 10 ayes. supervisor chiu: this motion is approved. item 34? >> item 34 is a charter amendment third draft to allow amendments to or repeals of initiative ordinances and declarations of policy. supervisor wiener: thank you. this measure, which will have to sit for a week anyway -- i have an amendment, and i would like to move to split the file and then to amend the second version and then continue the vote until next week, at which point we will have to have a committee as a whole. this has gone through several iterations based on public comment and a lot of dialogue. as folks know, i have removed ballot measures that were placed on the ballot by signature in

deference to the fundamental power of the voters to take matters into their own hands and place things on the ballots. in addition, the initial draft of the charter amendment was totally retroactive and could apply to any ballot measure retroactively. after a bunch of public comment, made it so that it was perspective and made effective for any ballot measures passed starting january 1, 2012. the amendment i am offering would move that back to november 1 of 2011. that way, when voters go to the polls this november, they will know what the charter amendment means. they will be voting on measures knowing the charter amendment, if it passes, could impact those measures. my goal is just for people to know when they are casting a ballot measures with the ground

rules are -- when they are casting a ballot measures what the ground rules are. in the past, they would not have known that, but as of this november's election, they will know that because the charter amendment will, i hope, be on the ballot. that is my motion, to provide the file to amend the motion to continue both to next week for a committee on the whole hearing. supervisor chiu: supervisor wiener is making a motion to duplicate the file to amend one of them, as he suggested, with a new effective date and continue both items to next week, as they need to under the charter. colleagues, can we pass this motion without objection? without objection, that shall be the case. why don't we now move to roll call for introductions? then a supervisor farrell -- >> supervisor farrell is first on roll-call for introductions. supervisor farrell: thank you. first, i am introducing legislation to amend our public

campaign financing code. in we approved a provision that under circumstances caps would get lifted if additional funds appeared in canada it racist. arizona had eight similar law. -- had a similar law. the supreme court struck down that financing law. today, we have a public campaign financing law on the books and we have a decision to make. we can either do what the ethics commission did yesterday and proactively amend the law or we can wait for a plaintiff to sue. to me it is a no-brainer, especially when we just approved a $290,000 supplement to plaintiffs in a similar situation the other year. i do not want to waste additional taxpayer funds. this will amend our public financing code to bring it into

line with the u.s. supreme court decision. it will allow financing campaign caps to continue to get raised above initial caps, but does not allow further public financing dollars to be allocated beyond the initial cap. i understand there will be significant dialogue about this cap as a will have an impact on the mayor's race and supervisor races. it requires a super majority vote at the board to amend. given the number of plaintiffs waiting to file suit against that, we hope we can act swiftly and i look forward to taking this matter up as quickly as possible to avoid these lawsuits. i want to quickly think not only supervisor -- thank not only supervisor elsbernd, co- sponsor, but the attorneys who have been working with us since the city attorney is not allowed to work on this.

i am going to sever an item later on, so i will send this to later. supervisor chu: i would like to adjourn in the memory of michael soden. san francisco has lost one of its great sports historians when he passed away june 1, 2011, at age 67. he was going and raised in san francisco and attended holy name and st. ignatius. he owned flanagan's pub. loyal patrons of hearing his stories and his knowledge of golf and baseball. we all miss him. supervisor weiner: submit. supervisor cohen: thank you very much, colleagues. it is a very exciting day. today i am introducing a resolution that simply is expressing concern over the treatment of mr. de sean and buy

it the u.s. airways staff and to develop and the torment a consistent dress requirement for passengers. this was a 20-year-old student from san francisco. he attends the university of new mexico albuquerque and is a resident of san francisco's hunters point neighborhood. he was a passenger to albuquerque on june 15, 2011. although u.s. airways has no written dress code policy, he was asked by a ticket agent to pull up his pants on the flight, which he agreed to do so once seated. when asked about how the airline into men's dress code requirements, u.s. airways made it clear they have no formal dress code for their passengers, who instead are -- but instead are subjectively enforced an arbitrary standards. the public informed mr. -- pilot

informed mr. marmon they would not fly at the -- would not fly the plane until he disembarked. when he left, he was charged of serious felonies, which he is contesting. the treatment of this passenger by u.s. airways and the absence of a dress code policy suggests the airline has selectively enforced subjective standards of its stress on passengers. this student experienced embarrassment and humiliation when being forcibly removed from the plane as a result of his apparent subjective enforcement of dress standards. the enforcement of the standards by lights passenger civil-rights. i am expressing concern over their lack of any formal dress

code requirement. i ask the the board of supervisors and the city and county of san francisco will urge the federal aviation administration to investigate the selective enforcement practices at u.s. airways related to passenger attire. we must work to maintain the integrity of our systems and make sure that are working in a way that is consistent with all of our collective goals. accusing this young man of a crime threatened his opportunity as a college student and as a successful adult. i humble we urge you to join me in support of this resolution -- humble we urge you to join me in support of this resolution. i would also like to publicly say that this resolution i am introducing is not a saggy pants resolution. it is a serious matter. this resolution is expressing concern over the treatment of
