7:30 am
bowl? >> this is a different route. -- group. >> these folks have another business on to visit deerow -- divisidero. they are planning to go into the border now. we are rowling. >> when i moved here there was to bowling alleys, one in japan town and the other in the haight. >> the other thing about the bowling alleys, commissioner newlin, for every permit half -- officer? we could ask someone.
7:31 am
>> [inaudible] >> maybe if we could find out that way. moving on, then to the staff and office update. staff attended several meetings in north beach and the fillmore. nicholas attended the north beach meeting. last wednesday, july 20. i attended a meeting july 21. my meeting was regarding outdoor events in the fillmore, hosted by the fillmore and the lower fillmore. there was a discussion about
7:32 am
juneteenth that had problems regarding security. the -- it was an interesting discussion. they are eager to learn about how the city would like them to manage those outdoor events. do you want to chime in briefly? the would-be hopeful. >>-- that would be helpful. >> one is his meeting at the station open to the public and the other is the advisory board residents and merchants to meet, there is also a monthly meeting.
7:33 am
i hope more captains decide to do that because i thought it was useful. there were -- was a lot of questions about how the city works and how the process works for permitting, how to file complaints that will have action come out of them. and general education about how -- if it is at the beginning stages of permitting. it was -- there was a representative there. there was the police, the city attorney, and us. i think that everyone learned something. i e-mailed some of the people
7:34 am
afterwards. it was positive. anything else? >> no. >> i feel like we have been doing this since the beginning, going to community meetings. people are coming and going in the city and do not know what the entertainment commission does. we have to update and educate the public about what we do and how we do it and respond to specific concerns of specific neighborhoods. we will let you know where we are. i want to remind you the night life summit is august 9. i'm glad to hear the commander is interested in coming. we need everyone's help in making sure we get a good turnout from the industry, from promoters and the general public. as you can saysee, mr. bernellis
7:35 am
not here but he put together a short list of opportunities -- activities. maybe behind my memo. i am not sure. i'm happy to answer any questions related to that report if i can. >> puerto rican mortar, do you know anything about the sound complain? >> i know that there were complaints coming from the back. president chii do know they hav engaged in conversation with the venue. to try to solve whatever
7:36 am
problems and come to a conclusion. there may be something else going on. >> medice ii is closed. the police continue to go back there after hours to find activity there. >> after-hours? >> it is my understanding. there is no permit from us there either. they're trying to work together to keep them from doing things they should not be doing. >> >> these were citations that
7:37 am
were issued the saturday before last. i know that the citations were issued after an on view of the sound violations. >> do they have new sound parameters? >> that is possible. and we had the the new in the office and spend an hour on this problem. this is after that meeting. the results of our counseling
7:38 am
and it up with citation. >> do you know anything about that one? >> he observed very little control on the front. >> thank you. i have a couple of quick questions. you may have addressed it and i missed it. the full board discussed limited live entertainment today. >> they continued the action today. they are still on and that will be next tuesday. >> was there people there opposing it? >> there were some supervisor's who i believe felt this needed more discussion. >> ok. also, is somebody applying to open a venue on 11th?
7:39 am
someone told me there was a permit posted around the corner on folsom. >> i am not aware of any new permits. >> it might be -- they are yellow. >> they posted anywhere, apparently. i was told it was not posted on 11th. it was not very conspicuous. >> we will look into it. >> we could go right to the source. >> i am wondering who the president's sources.
7:40 am
it is a posted and a -- posting and the posting is questionable. we want to do our due diligence. >> could i ask you, [inaudible] >> we went out today. we are verifying every posting to mitigate neighborhood opposition's and we have a sworn peace officer. upon their visit -- hour visit --is in the business's best
7:41 am
interest. what will happen is the objector will wait to the 30th day. and the whole thing starts over and they end up with a post. everything is held up. it is in brookside's best interest far -- both side's best interest. >> question for the executive director. regarding the night light summit. >> it is at the main library from 1:00 p.m. to 4:00 p.m. >> thank you. >> i have a question also. about the limited live. there is some that will not be incorporated. i was wondering which neighborhoods they were. >> it is in right now thw, the
7:42 am
only area that is not included is the western soma. >> any of the questions? we will open up to public. any public want to respond to the director's report? seeing none, i think we have a quorum for the minutes. if i am not mistaken. no. still not ok. we will continue to continue that item. item #5. applications for permits under the jurisdiction of the
7:43 am
entertainment commission. >> there are two applicants. we are recommending conditional approval. this applicant wants to operate an upscale bar. we will have a security plan and description of operation and recommended conditions. >> is the applicant here? >> did you say an upscale bar? we are short of dives in the marina. >> i would like to vote for the bowling alley. i am paul owens and i'm the managing member wishes operating
7:44 am
a high end of scale lounge in the marina. essentially a couple months back there was a tragedy in this bar. it was called gravity. i am sure you have seen this over and over. i can assure you that we plan on making every precaution. i am not confusing effort with results. i do not want to land back up in front of this commission. all i can tell you is we plan on being on top of everything. we're going with jazz and piano, we are not going to be overly loud. the community means a lot to me. i have 23 investors that have a bigger raft, they would not let
7:45 am
this thing get carried away. i would appreciate the full support of this commission. >> thank you. >> president newlin: any questions for the applicant? commissioner joseph? >> commisioner joseph: the format that you are going to run this place in is what? >> the format is a high and cocktail lounge. that is -- no dancing. we are not going to have a dance floor. it is an entertainment. >> commisioner joseph: ok, no dance floor. >> that is correct. >> commisioner joseph: you can have three accidents and three security persons and one person will be on the sidewalk. and one person to check id's. how are you going to secure your
7:46 am
doors? the other doors that are not covered? >> correct. shaw security, he really did an evaluation. he is my next-door neighbor and he has assured me that there will not be any issues. >> >> commisioner joseph: we have panic hardware so they can open from the inside? is that how you are going to secure them? >> i will look into that. i am really -- i believe what we're going after and what we are going to essentially, this is not what gravity is going after. we will make the changes any way shaw security wants is to.
7:47 am
>> commisioner joseph: when do you think you'll open? >> the sound test, we're not wearing this place with -- wiring this place with amps, this is acoustic. we're not having an in-house amplifier, like somebody wants to come in with an amplifier, there will do a sound check. we're not going out the neighborhood. >> commisioner joseph: say you have no performer. for tuesday night, you're having a cocktail hour, are you having used -- music? >> yes. off recorded music. >> commisioner joseph: a cd. is it going to come through speakers? >> that is correct. >> commisioner joseph: is it going to an amplifier so will go through the speakers? >> it will go through that amplifier. >> commisioner joseph: you're going to do with sound test.
7:48 am
-- do a sound test. your sound will be set in a certain range and even if you change that, what you are doing, it has to remain within the parameters of how our sound off has to sound. if you're going to tell him you have soft lounge music and you bring in a band, and they want to rocket out -- rock it out, that will not be within the sound parameters. i am not clear on what you are doing, that is all. >> it is a talent -- high end cocktail lounge. the entertainment would not be the predominant thing. of the business. i will give you an example. the fillmore is based as a
7:49 am
standard place of entertainment that draws people in. that is not going to be the focus of this thing. >> commisioner joseph: thank you. >> president newlin: any other questions? >> commissioner roja: i was wondering what i reach you had done with the neighbors. >> the tragedy that happened there before stirred things up. i have got to talk to the neighbors. i am coming from trying to do the right thing. i have been in business -- >> did you do this verbally or did you send out mailers? >> i talked to the shop owners and i am their all-time. i know a lot of the neighbors and they have been, they are
7:50 am
excited. >> ok. >> it would be nice if we had letters from neighbors or someone were here to speak on your behalf. that is always really a plus. kasay there is not going to be a dance floor. previously there was. there is no dance floor. >> the dance floor has been removed. >> what is in its place now? >> pool tables i have put in in that place. i am having a pool table permit also. you walk in, and high and cocktail lounge, two pool tables, a shuffleboard table. you cannot move the pool tables
7:51 am
out. you cannot move the 900 pound shuffle puck out. we are going with a high and bar with entertainment. -- end bar with entertainment. commissioner meko: good luck. >> i hope you come by. >> can you walk me through the four plan -- for plan? if you bring in a band, i am trying to figure this out. >> we have elevated -- a broad iron fence which is open in three locations with couches and tables up there. you go up 20 feet from there and there is a communal table which
7:52 am
is about 9 feet -- 8 feet wide and 4 feet. it will work well for a trio or something like that. on the other side, on the left side, there is going to be a couch. >> is this around here, where you are -- you can put it on the microphone -- microfilm. it should pull in a second. -- up in a second. there you go.
7:53 am
>> there you go. over a little more. >> perfect. >> essentially, this is the entrance and the band or the dj set up would be here. we would take the communal table and break it down. on this side of the year, there is going to be a couch. there is not much space. we're not going after -- i understand you are concerned,
7:54 am
youi do not want to have those problems. >> the only reason why i'm asking is because we have to treat you, if you are going to apply for permits, we have to ask you were these areas are going to become aware the sound is bouncing off of the walls. the inspection will know where it is. it cannot tell where you are supposed to be putting the band -- you cannot tell where you are supposed to be putting the ban. there it is. >> it does not fit anywhere else in the location. >> thank you. >> all these issues about sound and stuff are important. the application is for two pool tables.
7:55 am
>> i want to see a couple things here. first of all, you say the chestnut street neighbors and district police. you spoke to some neighbors and put your name in the window, somebody walked by, they can see. that is your neighborhood outreach? >> i talked to local merchants. >> what about the residence? >> i spoke to the residents. >> i mean, you have got no push back. considering what gravity was in the neighborhood, i find it hard to believe he did not get pushed back from anybody. >> i have really, having that said, you are 100% right.
7:56 am
having all those problems to really see how many people showed up tonight, that is how hard i've worked to make sure that people believe i am going to do the right thing. i am sure that if people took -- if there was no communication which i have heard communication is the important thing around here, and i did not communicate, i would bet you would have 100 people here in a lynch mob. i have gone out and worked for this. commisioner joseph: every other application that comes before us is a high and bar. every believes they are a high and bar. i do not know how many high end bars [inaudible] i want to say that it may be your intention to do that, and you may have the greatest intentions in the world.
7:57 am
i feel like the application was filled out in a way that, for instance, 50% of our patrons will probably arrive by car. will your patrons -- your parking, you will contact a cab company to disperse her patrons afterwards? >> i have talked to a few people. there is a new company called scooter boys. they show up on scooters and that is the latest transportation around. >> commisioner joseph: they carry one person? >> they can drive them home. it is a class act. i have been in contact with them.
7:58 am
just constantly trying to appease the neighbors. back to the high end market concept. everyone says i am a high end bar. most of you guys are in -- san francisco residents. this will be a cross between the big four restaurant and the hotel. and i really nice place. nobody in this room could potentially call it anything but a high end cocteau. if you do, i will surrender my license tomorrow. that is how positive i am. >> commisioner joseph: i wish you the best. >> i have investors who want to see a high end.
7:59 am
>> commisioner joseph: i want you to know where i am coming from. just so that you stick to what you say. >> i can assure you when you walk through the door, you will see where i'm going with this. you'll be let in, i promise. >> did you already hire shaw security? >> we walked through it. the security, this is not going to be the focus of this place. we aren o not planning on seven nights a week having a different bj or banned. on thursday, do this or saturday, do that. we are not a band or dj peña.
