congratulations, it is a wonderful report. i want to focus on the issues of the metro service. i was on several of those delayed trains s somehow had e- mail service and had a full report explaining it. it was quite nice. after my fellow passengers stopped yelling at me, they were appreciative. that is what prompted the call for this. these things happen, but it is not business as usual. right there on that day, he had figured it out and outlined how he was going to fix it. it was the same problem he has november. he needed to extend it to the whole fleet. i am not going to confess that i

in either instance, again, i think it is important that we communicate to the operators what is going on so that they can do them quickly. even if we are operating in manual, let's have the start sooner. and i will reiterate, when you experience something or you learned of something that is a significant problem, it is a good procedural vehicle for us to explain to the public. we have asked about it and we have tried to make a plan going forward. hopefully we won't have any more of those issues. >> i would like to bring up not these outages, but i think it was a power outage. they put a dollar up very quickly, and i had a couple people mention how helpful that was. sometimes these are avoidable

cab driver ims. they are simply picking up customers in a safe manner. there is a code word he used because he knows it will make the ticket work. this isn't a matter of them going on strike, this is a matter of not wanting to pay $80. i would encourage the board will look into this. they're trying to figure out how the people and taxicabs. if you want to improve the service, i think you have to deal with these people. realize there is a problem. the river routes and bus fares and at the same time, he should do taxi fares. it is part of the same transportation picture. and this city is really getting into trouble because when you review of these fairs, you have to look at what you are imposing on the taxi industry. if you review how much of this city has increased the fees for taxis, and imposed all of these wonderful live calves that again, you should review, because quite frankly, you have a city and calves of suitable for your passengers.

we are a current medallion sales pilot program and have provided the financing for nearly $30 million in medallion sales. the men and women that seek a livelihood and to maintain the value, for those investing in their financial future by purchasing a medallion. regarding the issuance of new medallions raises significant concern. the particular concern is the creation of another medallion private home -- a pilot program released by drivers. he the proposal is concerning for several reasons. it seems inconsistent with the prior actions last year when it established a program to provide an exit from the industry and bring a new generation of medallion holders.

it has just completed its first year and it has been very successful in providing $20 million to older and disabled medallion holders. it still has no permanent long- term plan that direction from the board. the proposal seeks to add another type of medallion under another type of pilot program that struggles to maintain regulatory oversight and enforcement. if forgoes the public convenience and even though it will add taxes, it may have significant adverse effects on the value of the transferable medallion. i am out of time, but i ask that the board [chime] >> [reading names]

>> good afternoon, directors. i hope you understand that in due to lack of presence of the bands in item number 12 at the testimony you heard from bankers, if the of the cab companies and the bankers don't like this proposal, i would like to expand on that. medallions here, it is a first in your history and if that is going to lead to lawsuits, the cab drivers will be the whistle- blowers when that happens. don't approve anything on item number 12. they are not of interest to the cab company in were put there in this proposal to you through sheer politics. only the people that say it is a good idea are those responsible for the presence of those items.

it would only be the 35 regular routine medallions, but that is debatable. it is the only thing that makes any sense. the city of toronto has 1300 of those medallions and they are very unhappy with them. those drivers are unable to keep up on their payments. their vehicles are completely addressed at all times, and they feel like second-class citizens. if you bring a third class citizens into this scenario, you will really have a messy situation. i am against it, but everything else doesn't make any sense at all. with regard to the proposed flag drop that you have, the feeling that we have is a good thing.

secondly, i would like to urge you to go ahead with the issuance of the medallions some conditions of qualifications. it has come to my attention that they have is withdrawn from the calendar and that is wrong. this is a process that has gone on for months. medallions that are proposed, i believe 50 is too many. if it can work, i believe it deserves a second item. i want to oppose the issuance of

10 medallions to be sold directly by the agency that can afford a sale price, because this is tainted by the fact -- are you making this decision for the benefit of the public, the benefit of the industry, or your own pocketbooks? i urge you not to take that step. lastly, i want to say that whenever the question comes up, it is always in the context of more cabs. look at measures to improve taxi efficiency and open taxi access. and by all means, take some actions against a limousines. chairman nolan: next speaker please. >> [reading names]

>> my name is phillilp war -- phillip ward, i'm a lawyer for taxi companies. i objected to the item going forward because we did not have sufficient time to review of item number 12 and allow me to advise my clients and for a general public to consider item no. 12. we received a response from the city attorney acknowledging that the report was in error. the environmental analysis which was identical of item number 11 was wrong.

the environmental analysis to the e-mail response last evening, it was the first time we had a chance to see that there was a different environmental analysis. with respect to the issuance being categorically, we simply have not had enough time to consider the correct analysis. i objected to the matter going forward. for that reason, i believe it has to be announced to the public before this body can make an action.
