3wil8dout. i'm sure you'll have these conversations with your local vendor. other than having these conversations with barbara heal, well, the first one he blessed them with his hand. that's how this scope is formed. it's feedback. it's exciting. so we've got to have a plan for local buildout. it will's move forward to do that. and i think that's the decision for you. supervisor campos: thank you. is there any other member of the public? >> good afternoon, commissioners jeremiah dean, sierra club. i don't have much more to add to what my fellow advocates have said today. they pretty much laid out the plan why it's beneficial to the community, to california, to sacramento, to san francisco. everyone needs to know that clean power is the way to go. we need to get to renewables. i would love to see san

francisco get to 100% as soon as possible. and not 100% green to just 70,000 customers. i would like to see everybody in san francisco have the ability to have 100% clean renewable energy. and the way to get to that zpwole through this scope of work. we need that local buildout. it's going bring jobs. it's going to bring an amazing boom to green technology. we're going to see that if we get this scope to move forward. sierra club, san francisco would like to see the resolution today from ms. miller move forward. thank you. supervisor campos: thank you. is there any other member of the public that would like to speak? seeing nothing, public comment is closed? commissioner america rimmy? -- merkarimi. >> i'm supportive that we do

this on an increment staff recommendation. based on the conversations that took place before public comment, you know, i think it's important as what we're buying here. i've become accustomed to how they write and what they propose and what the product is based on what's been contracted. and so i'm very clear that what i think we invest in, we should be able to insist with high expectation with -- what that work product should be. when i see that the eight key points in their treatise in their percent speckive to us, one involving wholesale procurement. number two, data collection and analysis. number three program financial analysis. number five risk review. number five, regulatory and

policy review. number six contract term sheets. number seven, development of proposals. and number eight developing r.f.p. really none of this speaks to green jobs. and in this development proposal right now if that is one of the primary goals then there needs to be, i think a more robust expectation that that's something that we need to see spoken to. because i don't think the city does a very good job with green jobs whatsoever. and the reliances on this program to deliver green jobs then i would hope that that component be well applied to this particular contract or with another contractor.

ms. miller? >> yeah, there is a co ponent of the development of green -- component of the development of green jobs that was submitted and is part of task seven and eight. so it's in the body of the -- of the document. it's not a separate line item. it wasn't separately numbered. >> but what i'm saying is it didn't wow me. it didn't wow me at all. we have gone through p.u.c. we've gone through recurrent energy. we've gone through the solar city contracts. we have gone through -- i cannot tell you how many dozens and dozens of hours of debate through the budget committee and board of supervisors and being with the understanding that this would yield green jobs. and i still don't think the city has come to scratching the surface of yielding jobs for disadvantaged communities. it's frankly underwhemming.

so in this case what i read beyond the eight key points of this percent speck us to, same thing. i don't see it, i don't feel it. so i want to make sure that if we invest in this, that we're getting something that we absolutely need and they absolutely can deliver on so that it is a quality prict. not just to satisfy but poll dicks or the advocacy because i feel the same need. and if it's local hiring, i mean, then, it's double, i think the standard since this is not a local company. it's not fran-based. so i would expect -- san francisco-based. so i would expect there would have to be double the expectations that gives us something that we hope that they deliver. since we're only talking to one company in this case, an a

company that we're familiar with. then we should see a brokering of what should come out in the final reporting. >> ok. we have a motion to continue. i don't know if it's been seconded. let me say that now that we have a full compliment of the commission. i was open to the idea of continuing but again i believe that it's important for us to move this forward. i appreciate the comments from the commissioner. i think it's important to be dealt with every penny that we spend and that we provide specificity in terms of the deliverables and that we don't spend anymore than we need to. to strike a balance in terms of

moving forward with the understanding that we will not spend more than what is needed. and with the understanding that it's been agreed that the p.u.c. will do this work. i would ask for a motion to accept staff's recommendation to aprove, give the executive officer approval or authority to enter into a contract up to an amount of 100,000 but that's not necessarily the amount that will be spent. so is there a motion? motion by commissioner avalos. is there a second. >> second by commissioner mikarimi. -- thank you very much for joining us. i have been very thrilled to be your mayor for the last eight months, and one of the things that i have delighted in in terms of meeting all the different -- come on up, john. supervisor avalos, good to see you. [applause] one of the things i have been delighted in in all the different town hall budget meetings and the community-based organization meetings we have had is to listen to what our views were saying about our city -- listen to what our youth were saying about our city. it either make me happy or sad. it is your opinions that measure the polls and the direction of what we're doing as a city. ultimately, and i know all the other departments will agree

with me -- you are going to take over this city. you are going to take it over. you are going to take my job. you are going to take their jobs. you are going to do better than we did. the reason is because we know that we can only do so much, and we have limited time in the offices that we have. but for right now, for you, where you are at, you can give us the best advice about where we should go as a city. you can give us the advice about better legislation, about better programs, about being more sensitive to families in this city, and to our youth, to the future leaders that this city will have pirie whether you are a police officer or police chief, firefighter, or you may become a doctor or nurse or a teacher or you may become a librarian for the batter for the

next giants team, or you may become a social service worker, or you may become a major -- mayor, in all of these efforts, we need your input. we need your advice. it is with great pleasure that we have this opportunity to point you to our youth commission. as a whole body, we need to listen to our youth, so we know which is the right and wrong directions for us to go to and what your needs are. whether it is education, whether it is in sports and social programs for socializing, whether it is ideas about how to make your life safer, whether your communities are safer, or whether it is just how to make the city a happier place, we need that input. so i want to thank all of your family and friends here today because they will need your support. every commissioner that served

in public capacity always sacrifices personal time, and your sacrifice will be well worth it, i assure you. because i will listen and supervisors will listen as you go through your deliberations. all we ask is that you create an opportunity for us to listen to you carefully and make sure we consider your ideas to help make the city better. so before we do the official swearing in, i know that board president chiu would like to share a few words and also supervisor avalos as well. [applause] supervisor chiu: thank you. i want to add my congratulations to the folks that he has that. there are a couple of folks i would also like to of knowledge. first of all, mario from the youth commission. [applause] who has done an incredible job in helping to mentor our future

leaders. i also want to recognize someone who recently joined the staff. [applause] thank you for the work you are doing. and there is one other group of folks that we have to take a moment to acknowledge, and that is your mothers and fathers. can we give it to the parents in the house? [applause] and, of course, all the other surrogate parents that i know are here along with your biological parents. as many of you know, the commission was born 15 years ago. that means it is a 15-year-old teenager. i have to tell you, when i was 15 years old, i could not find city hall on a map. congratulations for being, as mayor lee said, our next generation of leaders. [applause] without the work that you do,

mayor lee, john avalos, hydra mendoza -- we would not have ideas about how to improve public safety, how to improve our schools, or i do not think any of us would have thought about the importance of providing free muni you have shown tremendous leadership. you represent the diversity of san francisco. you represent our neighborhoods and every corner of our city. you inspire us. when you are able to come together, it signals to us, the adults of city hall, that we also have to come together. we have to work together. she is excited as well. [laughter] i want to tell you to keep on fighting and in part in the wisdom -- imparting wisdom you

can see through your eyes as we're deliberating here. i look forward sunday to working on the campaigns of some of you here -- someday to working on the campaigns of some of you here. i look forward to working with you as you head up our city departments, non-profits, companies, and this great city of san francisco. thank you and congratulations. [applause] >> you have touched on many aspects of your work as commissioners. you have acknowledged your family's supporting you as well. i want to say thank you for your service. thank you for taking on this leadership role. it is not just looking at your future. it is about looking at what your present is like. that is a huge commitment you are making to your peers and

generation. that is knowledge can bring to us to help us make decisions at city hall. i think it is a great idea whose time has come. the work the youth commission did last year working with community organizations and youth from around the city was exceptional and worthy of action on our part to make sure it gets done. i wanted to say thank you for that. i want to acknowledge other folks who have gone on to public office from the recent youth commission. jesse is on the city council berkeley. exceptional things are going on that you will have access to in terms of government service. it is not just working as elected officials. nonprofit workers, julie has had

an exceptional career serving in people. we have nicole in the back to used to be a staffer at the youth commission who is now doing a lot of great political work. you may know her. i want to say thank you for taking on this leadership role. i look forward to working with you over the next year. i work very closely with the youth commission. i am very excited about the things we can do together, crafting legislation, approving budgets, insuring the young people continue to have a voice that will be acted upon by government. thank you so much. [applause] >> are you ready? if i may say this, first of all when they say free muni, let's make sure we know where the money is coming from. we have to be responsible. i want to say congratulations.

now you are going to take up the responsibility you have not taken up before. it is no longer about you. it is about us and our city. i want to make sure that you know that as you deliberate and recommend to me and the board of supervisors, the police chief, hydra, know that it is no longer a recommendation for the city. we are in international city. your recommendations will be viewed around the world, not just in san francisco. it will be around the world in hundreds of difference of languages -- in hundreds of different languages. we realize we're not just a city of san francisco in the state of california. we are san francisco, known throughout the world to provide leadership and hope to provide many other countries in the world. what you say will be heard around the world.

>> welcome to culture wire. we're going to take a look at one of the biggest and most significant public art projects today. ♪ on june 26, mayor newsom and other officials gathered at the hospital to cut the ribbon and welcome the public into a beautiful new state-of-the-art facility. >> 3, 2, 1. [applause] >> in has been 10 years since voters approved the measure for

the new building. >> when they cast the vote, we have an exciting opportunities to rethink how art is done in a hospital setting. >> replacement program generated approximately $3.9 million in art enrichment funds for a comprehensive art program that contributes to the quality of life at the hospital by enhancing the environment and supporting the hospital's needs and therapeutic goals. artists were commissioned to create 100 original works of art. as was for the gardens and courtyard areas. >> be artwork does more than just hang on the wall. it will enhance the therapeutics of the hospital and will include sensory stimulation,

orientation, social interaction. >> it was set into like boxes to create color filled areas in the hospital. inspired by nature, the signature painting of native san francisco birds, clouds, and the surface of the ocean waves were translated into a variety of media including glass mosaic and tapestry. the playful clock encourages memory stimulation among the patients. they used the theme of the four elements as they relate to vocation. it is a direct homage to the historical murals in the

original laguna honda building. it features to large tile walls. by observing residents, the gardens created a public artwork in the form of the handrail. in one of the outdoor courtyards, the circular grouping of -- with a smooth finish. this features ten unique button sculptures with different pastel colors that function not only as a place to sit, but also as a touchstone to something recognizable, familiar, and comforting. another key component included an art project that responded

directly to the hospital's rich history. using archival images and artifacts, had designed 16 intricately woven tapestries that are inviting of significant events that shaped the hospital and the community over time. a >> it attracts a lot of visitors, and they are all and all - -in aw -- in awe over the variety of mediums used. >> i think we have given the city of san francisco and the residents an incredible art collection. it really encourage people to come and visit the new facility, also to see the arts.
