i don't know if they even exist. so i would like to ask for the superintendent, that staff really do an inventory and give us a report in a month's time or i think that would do it, in terms of where the questions were, do they have elacs? and do they turn over the responsibility to the school site council or not? and whether or not they feel that they're getting communication from delac or not. and the other thing i would like to recommend is that if we're sending information to the principals, are we sending it through email? >> yes. vice president yee: so, the other thing i would like to ask staff to do would be to get the email, if they have them, get

the email address of all the chairs of elacs so you can send it -- you can easily send the information to both of them, the chair and the principal, rather than it goes to the principal and then, you know, it's a little cumbersome to me. and once you get it in your computer, you know, it should be pretty easy to do. the other thing would be, you know, we are -- some of us will be pushing a little bit on trying to find a little more resources for the parent engagement department or office and i think one of the things that we should look at is, you know, in the section between parent liaison and the elacs because i walk into several schools, even today, and the parent liaison was saying, well, you know, and we will be discussing, how do you get the

english language or not english speakers to be engaged in coming to our meetings and so forth? and it seems like, you know, if one is going to be successful, the other is going to be successful. if there's not that true pashship that's happening between the -- partnership that's happening between the parent liaison and elac, it should be going on. and people -- and to the credit of the people i'm talking to at the school sites in terms of parent liaison, when they asked a question like, help me, please, you can make any discussions to help me reach out so -- discussions to help me reach out so the chinese speaking spanish or spanish speaking families participate more, they really truly want help. so i think we really need to give them that help. so that's what i want to say about the parent liaison. thank you for your report. are there any other comments?

deputy superintendent. >> thank you, vice president yee. just for the benefit of the board we've taken notes on the board suggestions but one of the solid things that we will do is work with each area team to have some training for principals and information disseminated to the team and monthly meetings as well. we'll schedule that very quickly and then we'll let the board know when that's happening for your information as well. and also associate superintendent will also be working about this idea of integration within the parent engagement, parent community resources department as well. vice president yee: i wanted to say something that's slipping my mind right now. the question that somebody sb brought up -- somebody brought

up about, once elac is up to the authority for the council to make decisions on the budget , what's the process to reverse that if the elac wanted to reverse it? is it like forever or is it once a year they vote on it or how does it really work? i'm just curious about that. >> well, the guidelines from the california department of education says that every year elac should be -- every two years the elac committee should be elected.if they have delegatd responsibility to the council, and a two-year term they get a elected again, about cycles again. i honestly feel in any school if you have a committee that wants to get engaged, most principles

are very open to that. it is a developmental cycle. >> can i challenge the motion? what you just said was that they elect members. then they could shoe's shoe -- they could choose to vote to give the authority to the council terminal but they still, don't they? >> the body always exists. >> they could always leave vote -- re-vote. what you said does not indicate they cannot reverse it. >> that is just rules, but i think anyone that wants to resurrect the authority and take on the advisory position they are entitled to, i do not see of

the series, so i was given their role of convening the committee last year, and we had our first meeting november of last year. before i introduce the cochairs, and you have the final report in front of you now. its analysis at the top of the members of the committee who -- it lists at the top the members of the committee. they sent their wishes for a successful report tonight, and i want to also acknowledge that we have planned on four meetings a year, and we got started a little late last year. we will have before meeting sequence this year. they are pretty intense.

i want to acknowledge staff members, most especially, and the budget department and are cfo and his team. they came to each of our meetings with no less than six and budget team members and provided the oversight committee with copious amounts of information, so over all the expenditures from the beginning, i want to be really appreciative and answer as many questions as they have, and they are pretty formidable, so they have many questions. i want to acknowledge other staff members, other department staff but whenever the committee had questions, i brought those questions to staff members, and they were answered, and i give those back to the committee, or the staff members came to that

meeting and also, and i want to especially a knowledge as a member of the public, our representatives, most especially lynn the plaque, who also served as a member of the public hearing all of our meetings, and i want to appreciate that. without further ado, i would like to acknowledge are very organized and impressive cochairs, and they will be facilitating tonight. >> good evening, commissioners. we are glad to be here to do our first report to the board. i just want to give you an idea of the purpose of this, and it is to give an introduction and

to communicate our role to the public who is listening and watching. we will have further reports at a later time. >> good evening, commissioners. is great to be here tonight. i am going to give of a brief overview of the oversight committee. the voters approved proposition k in june of 2008, which sought to establish and maintain a quality education for all district students, and as stated in the board policy, the board of education of established and appointed proposition a oversight committee, and this would be charged to actively review and report on proper expenditures generated by the

parcel tax. in december of 2008, as adopted by the board of education and resolution 811-12, the oversight committee was going to consist of a police said seven members and no more than a 11, and that they would serve for two years and no more than two terms, and that policy that all meetings are open to the public. we are really offering transparency as to how tax dollars are spent. lastly, the first six members were appointed to the oversight committee by the board of education, and now we have eight members, and they are listed in your report. >> i wanted to give a little bit

of historical context for what has been going on with the committee. when the board put this hour on the ballot, you work on a lengthy negotiations and received significant public input common and and the result is a spending plan based on projected revenues beginning in spring of the 2008-2009 school year. after the initiative passed. as the receipts are received, spending is adjusted. the spending plan has been updated three times since then you worry of 2009, june, may, as part of the overall negotiations. in may of 2010, there were substantial changes to devote more resources.

several items were substantially reduced or suspended for the 2011-2012 school years. there are a few papers that have been written on the development of the tax, and those links are on the document, and we will make sure they are accessible to the public so anyone can read those. >> the review of the first year of the oversight committee, the committee met three years, once in november followed by february and lastly in may. at each of our meetings, we were honing in on the discussion of our role and the scope of the committee. we received extensive

presentations by district finance staff on the budget and expenditures, and that will also be presented when the reports are final. we also had a presentation followed by approval of the report for fiscal year 2008-2009 and 2009 until 2010. the impact report was also provided. the committee had additional questions and clarifications in response to committee members around expenditures and in low use for staff retention. that occurred in spring of 2010. i want to refer back to those questions and clarifications by the oversight committee.

this happened in may of 2010. >> the purpose of this committee is to ensure the proceeds from proposition k are extended for the purpose described and to inform the public concerning the tax revenues. we wanted to remind the public what the intentions of this measure our, to actually go through the list that was given in the ballot when this measure was passed, so i will quickly go over those for the record for the public. the proceeds of this show be authorized to be used to strategically raise the salaries of teachers so the district can compete with other districts, to provide additional compensation to teachers who work out schools with high

teacher turnover, provide additional training for staff, including a child development, who provide benefits to other person now, and develop a master teacher program and provide incentives for exceptional teachers to stay in the classroom, expand and improve the peer review program, support the best practices by providing additional resources to schools who show the most growth in student achievement, improve academic resources to assure growth and learning opportunities and to provide students, parents, and teachers access to resources to promote student achievement, to allocate a portion of funds to charter schools and conduct the election and make sure the proceeds are only spent in a way

approved by voters. >> the committee was not formed during the first year and at half of passage of the measure, and the committee did not give input to the process, and we want to recognize thad, and moving forward, we want to fulfill our responsibilities of reporting expenditures to the public and to take an active role in reviewing those expenditures going forward. clthe committee seeks to make reports available to the public. we will make meeting dates and times well known. guerdowe will maintain the webse with all information provided to the public, and we would like to

formed? are you asking if the committee members of the expenditures before the committee was formed to? >> we had been getting revenues before, and you refer to the agreement as part of the budget deficit, the budget shortfall we had in 2009-2010, but i also think it is important for the committee to review the way the district spend those funds and the time the committee was not actually formed, so i am curious. will we be getting our report on that? >> there was a lot of discussion on that. there were some concerns brought up about how funds were to be senpent, and that is when we brought in the staff.

we have had the staff to come to ask questions. what we agreed upon a search committee was to acknowledge those concerns. we do feel it is really important that the district maintains trust with our voters. we have a number of things coming up, so we want to be transparent, but we also realize we were not around when those decisions were made. we do want to acknowledge that, but it was very helpful when we have staff answer some of those questions about the district. >> my other question was there was a reference to the impact of support, and i have heard reference -- i think when commissioner referred to this. i wanted to ask the staff if the
