process was going on, the preparing not only for the bond but for the building, there have been four different chiefs of police, so that is only at the top, let alone within the staff of the police department the analysts consultants, this is truly going to be a building that the police and the department will be proud of for many years to come. they have worked and are working extraordinarily hard to make sure it meets the needs. just to give you an example of some of the details they had gone too. not last week but the week before, i spent three hours in a meeting with a team of acoustical engineers. i know now about acoustical boats that go through air- conditioning systems to make sure the building meets the

progress. the offices and other places that will be confidential, there is no sound transfer. there will be acoustical dampening so that there is appropriate noise levels. the team from dpw and the architects, there will see how those are designed and what can be improved upon. the teams have been making their way to los angeles next week. they want to see what lessons can be learned from doing that. their dedication in the year i have been involved is impressive. i think the building will be something that the department will be proud of. >> thank you. good afternoon.

and other guests here present today. we will be talking about this and i hope to go through fairly quickly. you can stop me at any way -- any place if you want amplification on a particular point. this project has been under development. it has sprung from a city-wide established or define priority to replace the hall of justice. in so doing, our strategy is to find new venues for the occupants of the hall over the next several years. among the first projects we have identified to remove or leave the hall is police headquarters. as well, within the rubric of replacing the hall of justice, we are relocating southern district stations to this new public safety building. there is also the obligation to provide a new fire station in mission bay. that is another major component of this building. the public safety building was made possible through the

passage of the earthquake safety and emergency response bond of june 2010. it was passed rather handily by the residents and voters of this city. upwards of 75% of the voting public. what i would like to do is take you through some slides of the project. in a high level we had a project of approximately 300,000 square feet. of which the lion's share or the larger share of that is for police headquarters. by police headquarters, we mean the fifth floor. at the hall of justice. other aspects of police at the hall will remain there until we define another project for them to move out of the hall. this is the police and fire stations, there is shared area. there is parking structures for official city authorized

vehicles. the total is 300,000 square feet. we are repurchasing old fire station no. 30 is the toys for tots station. for a new life, hopefully for another hundred years or so. it will become the home of the arson task force. mrs. as you might imagine in this post-9/11 world -- this is and yoas you might imagine in ts post-9/11 world -- we have imparted a rather unique and comprehensive matrix of security protections for this building. we can elaborate on that. that is at your request. sustainability, this will be among the first legal certified

buildings in the city. lead silver was the project standard. we will be among the first lead gold. higher than silver. >> can you explain what is lead gold? >> over the last dozen years, what has happened is there has been more sensibility or awareness. the u.s. grain building council developed the system called lead which allows you to calibrate just how well your conforming to sustainable building standards. and so you submit your project to the grain building council and they have certain calibrations for various -- green building council and have certain calibrations for various levels. there are some platinums in the

city. the puc headquarters is expected to be one. just below platinum and gold. >> if we could return to the slide show. >> this project as you might imagine a especially in regard to fire station 30 will conform to certain standards suggests historic rehabilitation. we do not want to monkey with that building. make it something other than what it was started out to be. for appearance say, we will read purpose it -- appearance's sake, we will re-purposes. we have three projects to identify, we have been working with police and fire staff principally as well as with the mission bay community to define projects for the police, fire, and for the community. i will elaborate upon that in a

slide show here. you will see the location with the fire station 30. at the corner of third street and china basin. we will wraparound the project. it is a little dated. you probably know the development across the street is underway and constructed. we will have neighbors as time passes. we did provide do and hopefully you have a copy of the powerpoint so you might be able to read the detailed better. mission bay is still evolving. over time, it will become a fully developed neighborhood. you will have plenty of activity in the area. in terms of how we organize the project, there is a lot going on at the ground level as you might imagine with police and

fire both having considerable need for entry and egress into the facility. as you can see here, we have police headquarters, the fire station and parking having presence at the ground plane. from a stacking point of view, the red signifies fire and the blue police, the dark blue pertains to police station, the lighter blue pertains to headquarters. there are some functions at the first and second floor for police headquarters and similarly for fire and police. as you move up into the building, the light blue that you show here is police headquarters functions. all told, it is a six- 27-story building. the orange building is fire station 30. what distinguishes this building apart from other buildings is

that it will be conforming to a seismic safety standard. it will be designed at one and a half times what is required for a standard institutional building. the reason for that is to be better able to resist seismic forces that are produced by an earthquake. in that regard, we hope to and expect to continue to maintain operations for police and fire at this location. we have as part of that strategy of being uninterrupted in our ability to deploy police and fire services. a variety of attributes not the least of which is a generator that can power the facility up to 96 hours off the grid. we will have other attributes that will allow the police and fire to continue to function in the building and continue to provide command-and-control of services. we will have portable or drinking water available.

we will have storage for affluent or sewage produced by the building during those 96 hours as well as the surface discharge or taking into the surface since we will not be able to enter into the system below grade. i apologize for the washout i in this image. police station and the fire station in pink on the slide. police headquarters, forward along third street and complete parking at their rear of the facility. this is a highly secure facility. there will be no public parking as such. access to the site from the third straight real and additional parking expected to be built across the street. this will provide the future venue for visitors coming to this site via car or otherwise.

>can i have that slide back? this became corrupted. this is an aerial view of the building. the building is two wings. the top here and they run north and south. here with the central core area. this organizes the space. this is by virtue of being a gold building requiring green roof so there will be green roof where we can install it. there will be greening around the building. it will be a very pleasant environment for the community and users of the building, higher-ups' into the building. some building the use here. -- views here.

this is parking lot a south. you will notice the apparatus space for the firehouse. this is a design that has gone through the riding of the redevelopment agency which is the jurisdiction responsible for this project. this is a redevelopment area. we have gone through the arts commission design review twice. we are collecting the endorsement of the approval of the appropriate parties. this is a few of the building from china basin street. effectively, we're trying to produce an architecture with our consultants obviously that distinguishes itself from all other expected construction or design construction in the mission bay area. we want to be differentiated as a civic place. we want to have -- we think this

differentiated architecture which is unlike anything else you will see in mission bay sets us apart and gives us a presence to the larger community. this is a deal looking north -- view looking north to the old firehouse. this is the mid-block entry from third street. we have to demolish the point, it is the working title for this whole project is the public safety building. each components will have their own signature. there needs to be at this location an indication of police headquarters. we have not yet decided on the precise meaning of it. i understand the well is that there be a specific identity for the police as headquarters for similar. there will be signage to direct folks to the southern station which is also principally

accessed leading up through the central portal. this is a view -- there will be a plaza on the south edge of the old fire station. in this location, there will be a work of art from that are to enrichment program that we are developing with the folks i have mentioned earlier. the police are will be in the lobby -- art will be in the lobby proper. the location is still being discussed. it will be somewhere on the face of that building. that is yet to be established or determined. i wanted to give back some of the love that john offered. as you might expect we have done great cooperation from the police department and command and staff. and has been above and beyond. we are developing this on a fast

track. we started a while ago, construction will start this fall and will continue through the spring of 2013. the building will be ready for occupancy around that time, or summer at the latest. we never know quite what will manifest when we are getting out of the ground. there is a ground-breaking, we hope you can attend tomorrow at 11:30 a.m. and there is reporting across the street at the giants' parking lot a. if you have any questions, i will be happy to respond. >> we had an earlier presentation when this was in the early stages, is that correct, dr. marshall? we did not have quite the visuals we have now. there was some discussion about the medical examiner's office, is that also moving? >> thank you for asking that

question. part of the strategy as i mentioned of replacing the hall is to do it in phases. we are hoping to pursue a bond measure which calleis called es. on that bond measure, on the scope of work, our new medical examiner facility, and new forensic sciences division which would include the crime lab, csi, and identification. a police traffic division facility, additional fire related projects, additional water supply system projects. we're beginning to assemble a scope of work for the bond measure. i think given the great need we have to address public safety needs, we need to keep going

back to the voters periodically to work down the backlog of a project -- the projects that need to get done. among those when it pertains to police is getting out of the hall of justice. the jail is another project. we're working on -- we have gone some planning money through the board of supervisors to look at a replacement facility which would, we are identifying the block bounded by ahern, sixth, and bryant. that is slated for commencement in a couple of years. a lot of this movement is to replace the hall of justice. it will take some time. there are other functional users such as investigations, district attorney, adult probation that are out there further in terms of realizing alternative homes for them.

337 is being considered for mixed use development. the exact timing is not entirely certain. it is a function of what was happening in the world economically. one of the first projects will be a new parking structure that will run along the edge of mission street. that will be the nearest neighbor to the north. there will be available parking for the folks who might need it. east, west, and south are other mixed use developments come out primarily residential housing. to the east is a set of parcels controlled by redevelopment exclusively for affordable housing.

resolution. i have it in my hand. it was endorsed by the u.s. attorney for the district of oregon. i learned -- i had the opportunity to speak with an assistant portland city attorney. she has been with this project since its inception. what she explained was early on this year, the fbi and also the depression of justice and the chief counsel to the fbi were in meetings and in negotiations with the city council for portland and also along with the portland city mayor. these negotiations were long and drawn-out. mr. holten was that -- a mediator. when the final document was drawn out, the 11th hour -- at the 11th hour, the fbi decided

to not partake in this resolution, they did not sign off on it. the only one who signed was the mayor of portland, sam adams. she explained to me in doing so that this resolution is not a binding contract or an mou. what it does is it stipulates how employees of the city of portland, the police department and their officers are to interact with the fbi when working in a joint terrorism task force. i would like to give you an overview of the timeline of these events. this resolution was signed and adopted april 27 of this year. the very next day, on april 28 of this year, the united states attorney for the district of oregon issued this press release. this was the same that was mentioned by mr. crew. it is entitled -- he goes on

to say, "i want to commend the members of the portland city council and the mayor for their decision today to bring portland police officers back into the daily fabric of the joint terrorism task force. several months later, on july 22, the portland police bureau issued the standard operating procedure. this is akin to our department general orders. it is thereir sop. it takes from their resolution and in titles -- and puts it into their sop. i have the opportunity to speak to mr. gregg faller -- folwer,

owler, the sac. the police department has not participated in the jtf. tghhe fbi are not in the fabric of the jtpf. they work with the fbi on issues that are monday to the city of portland. they are not granted secret or top-secret clearance, they're not allowed into daily or monthly briefings, they do not share in regional, national, where international information that has implications throughout this country in the world. having said that, we in san francisco do have an mou with the fbi and we do participate in the jtpf. we here are the hub of the

bay area. we are where millions of people come every day to visit, to vacation, to enjoy the city. we're an iconic city for this country. we host international events such as the upcoming america's cup. we had the world series most recently. the all-star game. we had dignitaries and world leaders that come to our city almost on a weekly basis. it is imperative that we are members of the jtpf so we can partake in the exchange and know what is going on in the region around us. at the international airport which is outside the county lines. it is important we are part of it. we continue to monitor our officers and follow dgoa 10.

and has been very successful. i would like to mention it was also mentioned a few weeks ago, there was concern the fbi had intended to fully block a portion of our general order 810. i contacted stephanie douglas. she assured me she intends to fully comply with general order 8.10. she said she would never put our officers or signed -- assign cases that would put them into violation of that order. having said that, i hope you have a better understanding as i have learned more about the portland resolution. and how we work with the terrorism task force. president mazzucco: with reference to that, we feel we
