detroit. kevin harding is a youth, 19-year-old youth. especially taking people of color. if people can say they banned slavery, this is a new form of slavery and we're saying that's one strike slavery, two strike the new jim crow and three strikes massive incarceration, time's up. and we are determined to fight to end this. president >> thank you for my time. i went to law school year, and i want to make a short speech to the mayor of san francisco. to the mayor of san francisco, room 352, san francisco.
5:23 am
i am writing this letter. an ambassador to the united nations. further studies abroad. the primary idea of an ambassador is to be a shield for the tribes and nations, to fend off evil, assure safety and return passage of citizens, restore industry and animal husbandry for future generations. the secondary mission of the ambassador is very important. to ensure that a host and visitor can come and enjoy the history, language, and culture of the country. the ambassador provides guidance, the rights of initiation and covenants.
5:24 am
the economy and counter- terrorism. this is to assure the context from the nuclear family to the world health organization that he or she continues to uphold the charter of the united nations. no need to go over where that was written. thank you for your time. president chiu: thank you. next speaker. >> the low, board of supervisors. my name is jay kerins. i am a dog training students, -- my name is jake harris. i am a dog trading student -- training student. sorry. i am really -- this have got me
5:25 am
all excited. all right, so there is a protest. people are going to protest, and they are outraged by the killings, and the cellular service shutdown around the bar area, the whole downtown center, that is what we were reading about in egypt recently, having the power to shut down -- we were talking about transparency of the government as an important factor earlier. you guys were talking about at&t. as an american, i am scared of these corporations. i want to have faith. i just do not. i do not understand. i am a kid. i am a student. i am a dog trainer. i do not know how they can shut down the cellular service of the downtown area for a protest of cop killing. i do not get it. it is not even our cop.
5:26 am
it is even sillier, so peace, love, and freedom. president chiu: thank you. next speaker. >> mr. president, board members, and staff. the criminalization of poverty is a stain upon our natural and -- national and state life. this recent trend is unfolding. this is during and historic economic session. equal rights and justice for all, guaranteed by our constitution. the regrettable reality is that our society actively discriminates against them as a vulnerable -- against the most vulnerable class.
5:27 am
this is compared to one-tenth of 1% of all federally and state recognized protected classes. clearly, affirmative action is necessary. the general public is complaisance and participatory in the discrimination, and this is the most expedient remedy. i hereby urge this board to consider drafting and enacting this to protect the civil rights core of the city. thank you for your time. president chiu: next speaker. my name is john. cease-fire for the mass murder
5:28 am
and global terrorism. no current member of congress supports the constitution. purpose of evasion. they only play lips service to the constitution october 16, 2002, i have a copy of it here. i gave it to you before. i will give it to you again. this includes john boehner, dianne feinstein, john kerry, john mccain, and harry reid. they deserved death sentences for authorizing the president of the united states to use armed forces the way he finds it necessary, he alone, for whatever, against any people, any reason, including the constituents in san francisco.
5:29 am
not one of the 3999 members will rise against them for fear of reprisal. i am the world expert on the subject of reprisal. 17 times, one time by the city, for doing what i am doing right now. things have been confiscated. it all starts with this law, and it can and with this law, and each of you have a duty. it is interesting that i cannot get this board of supervisors on the email. thank you. president chiu: thank you. next speaker. >> good evening. my name is bruce neuberger. i am a longtime resident of san francisco, a teacher. and i was one of many people who watched a video of kenneth
5:30 am
harding when he was on the ground in the bayview, and the police with their guns drawn stood there and watched him die. further, preventing people from coming to his aid. regardless of all of the other circumstances that may have been involved in this case, we have a moral responsibility to stand up and oppose that kind of action. you are all very aware of the people in the society that understand what is going on -- in the country. anytime anyone a shot down by the police, they are always demonized in the press. they are always demonized by the police themselves, and the
5:31 am
circumstances involved in the killing are always distorted. the public has a very distorted view of what is going on. they do not understand when they hear that a young man, kenneth harding, is gunned down by the police. all of a sudden, they are demonized. this is so you can really evaluate. i'd like to distribute these to you. about the killing. president chiu: thank you very much.
5:32 am
for the clerk. >> supervisors, tom. south beach. the overhead, police. i am going to switch subjects of a quite a bit. let me see if i can help this work. ok, where i live in the south beach community, and what we have here, one block away from the baseball stadium, and i am
5:33 am
going to be talking about my tale of the city. the tale of garages. you can see that. that is going in. that is a garage three stories underground. the south beach marina apartment. they have got lights. the other has an elevator in light -- an alliance. these create norway's.
5:34 am
it hits the other building across the street. a refrigerator that never went quiet. that is about the sound of what would be happening in your apartment across the street. what creates the noise is a fan and a motor. the motor is tied to the electric grid. the electric grid is tied to something that looks like that. in the bayview. some of this is happening. president chiu: thank you very much. >> thank you for my time.
5:35 am
two minutes goes fast. >> good afternoon, supervisors. stop the rape of the public library. do not support the friends of the public library. it should be obvious by various public comments today on various aspects of the same problem, which is the destruction of the democracy and destruction of our public assets, which are independent. influence peddling -- peddling, and it has been said that sunshine is the best of disinfectants. how was it possible to protect democracy where money can provide influence? the willful violation of the
5:36 am
sunshine ordinance. this is below the standard of decency, good faith, and right action. we have recommended to the mayor that the president of the library commission be removed from office. in fact, ethics violations, the diversion of private money, influence peddling, and the destruction of the principles that allow accountability and allow the government to exist is what the privatizes get. the private partnership is responsible for so many disasters in our public library. they are allowed to sell naming opportunities with no accountability. there used to be a time when public officials at least had to pretend there was accountability, and if he made a public commitment, you had to think of an excuse for not
5:37 am
keeping it. apparently, those days are over. they buy their influence with pennies and lies. thank you. president chiu: next speaker. if we can get the overhead, sf gov tv? you can start speaking, and it will appear. thanks. >> i have been a builder. president chiu: excuse me, sir. is this about the 70 gold mine? unfortunately, we have already had that item. you can speak but not specifically on that item.
5:38 am
>> i will speak more broadly about this. they're required to maintain an exterior for the vacant house. its current dilapidated state was used to justify it. it was removed illegally around 2008. in 2006, there was a leaking roof. january 5, 2010. they should not be allowed to tear down this affordable house and build monster condominiums, each selling for over $1 million. block out my son might.
5:39 am
looking into my kitchen and bath. instead of one nearby, three. three houses, two new ones. please do not let them to store this historic house. and fraudulent alteration. in the meantime, they should comply with the ordinance. president chiu: thank you. i wish i could have 25 extra seconds. president chiu: sir, i think you already spoke? the gotcha. not in public comment. he spoke in the at&t. go ahead. >> sunday is going to be 911, and we all know was an inside job. this is why the cops and first responders are not allowed at ground zero, because there are going to rebuke former president
5:40 am
bush for his prior knowledge. i have mentioned this many times before. i told people one month before it happened that it would happen. it is actually in the bible. the bible talks about this guy named elijah. have you ever heard of him? he never died. now, the thing about elijah is that there was this 3.5 years that he sealed the the heavens. it did not rain. after this 3.5 years of rain in the old testament, 7000 mentions. there is some sort of parallelism of 3.5 years of no rain and 7000 mentioned, and in the new testament, revelation 11, 3.5 years of no rain. i only eight -- only have 47
5:41 am
seconds left. i cannot get into it, but for a lot to to understand these prophecies, this is a reason why i was able 30 days before 9/11 that the trumpet was going to sound on 9/11. jesus is coming back very, very soon. it is kind of liked in -- like in luke, where they told the disciples to shop -- stop shouting. he was obviously emphasizing. the verse in zechariah had to be fulfilled. when god commit himself to do something, he has got to do it. he has said in writing that some day, the lord jesus -- [bell] president chiu: thank you very much. the next speaker. >> bafta name.
5:42 am
my name is -- i am a retired teacher from san francisco unified after 32 years. i, too, am concerned about the killings, some of the killings of young people, and especially for canada harding and charles hill. -- kenneth harding. there was in the investigation of the killings. the suspension of civil liberties. number five, there retaliation against retelling. i would like to know how you get on the agenda for next week for the board meeting and how we can
5:43 am
address these issues. president chiu: ma'am, you can speak to any of us after the meeting. >> thank you. president chiu: any other speaker is? any other people who would like to speak in general public comment? seeing none, public comment is closed. madam clerk, could you please call the next items? clerk: these items will be acted upon by a single roll call vote. unless one needs a single vote, it will be acted on privately. president chiu: does anyone want to sever any of these? supervisor mirkarimi: yes. president chiu: a roll-call vote. clerk: supervisor mar,
5:44 am
supervisor campos, president chiu, supervisor chu, supervisor choen, supervisor mirkarimi, supervisor wiener, supervisor farrell. the item passes. president chiu: next item. clerk: -- president chiu: supervisor mirkarimi? supervisor mirkarimi: i would like to point out that the federal law -- because of changes by the obama administration, that has now prompted the state legislators in california to also make changes to the trust act.
5:45 am
since this resolution was in support of a trust act and the context has now changed, it makes sense that we send this resolution to committee and that we will potentially see changes to that. president chiu: supervisor mirkarimi has made a motion to send this to committee, seconded by supervisor kim. supervisor kim: i would like my name to be added as a co-author. president chiu: ok, supervisor kim has been added as a co- sponsor. we now go to our imperative the general -- imperative agenda. clerk: recognizing the opening of the ortego library.
5:46 am
president chiu: on the first mission, a supervisor -- on this first item, supervisor chu has made a motion. public comment is closed. noting that this resolution has met the findings with regards to the brown act, could i have a motion that we support that? a motion by supervisor carmen chu? did you want to speak to that? supervisor chu: we are undertaking this, an area surrounded by three different schools, and it has become a community gathering place, where in the morning, you see people doing tai chi, and then you see kids after school studying, so
5:47 am
through a lot of community meetings, a lot of fund-raisers, and a lot of work, we can finally celebrate the opening, but i do want to recognize and thank two people. friends of the sense that playground and recreation and public works and others for this project, in particular art and michelle and others, the friends of west sunset, and jonathan from dpw. they really work hard to see that we could have a playground. finally, to the friends of the public library, in particular, one person for being injured while to make sure that the ortego library is built into for being integral -- one person for being integral to make sure that
5:48 am
the ortego library is built. thanks. president chiu: supervisor chu has made a motion, seconded by supervisor elsbernd. without objection, this passes. the underlying item, if we can do this? and now, the second item, regarding -- these are the other libraries? clerk: there is a resolution from supervisor chu on the completion of the west sunset playground project. president chiu: supervisor chu? supervisor chu: i also want to thank supervisor mirkarimi for being a co-sponsor.
5:49 am
president chiu: supervisor chu. is there a second? seconded by supervisor elsbernd ? can we take this without objection? and the underlying item? madam clerk, is there any more business in front of this body? clerk: today's meeting will be adjourned on behalf of a person from supervisor chu, supervisor farrell, on behalf of supervisor mar, on behalf of supervisor eslberd -- elsbernd, the people they mentioned, and others. president chiu: madam clerk, is there any more business before
5:50 am
the board? clerk: that includes our business for the day. president chiu: we are adjourned. software version: 3.0c ++
5:51 am
>> thank you all for joining our wonderful san francisco symphony. and of course, what with the mayor do without issuing the official proclamation? on behalf of our great city, i would love to present in honor of not only the 100 years, but the grammys, oscars, the wonderful quality of work that the symphony has been involved in, to honor them on this day, to resign from our protocol officer the official proclamation presented to michael. declaring this to be san francisco symphony in day in san francisco.
