products, you should do that i and -- if you want to make vibrant products, you should do that in a vibrant place. >> looking at the product here, imagine what we're arguing with a company like twitter, for example. in the benefit, they will want beautiful spaces. they will want in a beta ibm -- innovative ideas. this ain't castigation. every renovation that goes on in midmarket -- they will all of the most beautiful things to show, and i think they will be making a call to you.
1:53 pm
they can add value to these wonderful artists and -- artisan-designed ceramics. >> he is already selling for us. " those orders come through. >> one of the other attractiveness is that we are here not hiding place where there is a work force, and we want to be able to hire people from the neighborhood and we want people how of living and working in that same neighborhood, to be able to not get stuck in golden gate bridge traffic. have the option to ride their bicycles, walk to work, all the bbc is working to make that an offer its citizens -- of the peace the city is working to
1:54 pm
offer its citizens. >> [inaudible] >> it is going to be a mix. the plan still in the works. we will need more people with everything we're doing here. there will be a mix of people who will want to stay there, and there will be new jobs opening as we expand other operations in sausalito and here at the same time. it will be a mix of people. we do not be exact number right now. we will see how we view after one year or kabila -- or two or five ro ten years. >> we are linked with the city. we have a program we have launched an partnership with the city that allows us to work collaboratively with the city's workforce development network of organizations to help local manufacturers higher, so will be
1:55 pm
able to work with that program to access workers through good will and trees and are highly qualified people out in place that people and also help exorcise the city's enterprise zone tax incentive program which will still have available that is an act for this neighborhood. as are some examples of how this very collaborative environments we have set out in partnership with the city is really going to benefit an organization. >> there are a lot of incentives because there's a lot of access to these kinds of programs that are not always found in urban areas that are not san francisco. we're very excited about that opportunity. a lot of the questions i have been asked when i imagine we are opening another facility is why
1:56 pm
we're doing that because it is so expensive. when we run the numbers, it is actually cheaper to give incentives the because we have all these incentives. the hiring programs, the resources for the employees that we will be able to hire, and there will be good quality employees that will stick with us year after year after year. webinar distinctive for any business that leads into success is hiring the right people -- one of the or any business that leads into success is hiring the right people write off the bat. there's a lot of it manages to it. >> can you tell us what kind of incentives you have got >> >> we have not gotten any actual incidents, but the opportunities are there.
1:57 pm
were company like ours that believes in paying a fair wage, paying health benefits and retirement benefits, we start with that. the city does have certain requirements for employees and the way they provide for employees. we already do that. we already did that because it is the right thing to do anyway, so it is not really a difference for us to move to san francisco. we are ready to go above and beyond what those levels are. >> as we have discovered in working with manufacturers over the last couple of years, one of the bandages we have because we have this partnership focused on manufacturing -- one of the advantages we have, a city would try to reclaim its own manufacturing sector, and it seems almost frivolous to some people when we started.
1:58 pm
i do not think that is the perception any more. part of what we are able to be a as an organization is really act as a guide to any of our manufacturers existing or companies that might be thinking of coming into the city to help them navigate and best it ended of the existing incentive programs. phyllis oakley, the city is trying to do a better job of taking advantage out of the things we already have deployed into of companies. if you use the example of the enterprise zone, on average, i would say 70% of our manufacturers when we first meet them who are already here do not realize they are in the enterprise out or have not figured out how to file for their own tax credits. this is a perfect example where what we do is be very proactively make it very clear not only what these opportunities our -- are.
1:59 pm
we have an egyptian deprograms in place that many of these companies can take it canada but it might not have occurred to him to do that. we have programs at the state and federal level are out on the job training credits for particular employees. we have equipment depreciation programs. as i talk, your head starts to spin. my best you. part of what tried to do is make it much more straightforward to help companies navigate. sfmade now has a house capacity to help companies piled their enterprise tax credit. we now are as a city are trying to see it as a bill it banished to having this concerted public private initiative focused on
2:00 pm
the sector because it allows us to abrogate our resources -- aggregate our resources and a much more collaborative way. >> thank you, everybody, for being here.
2:01 pm
>> would you please stand for the alleged of allegiance? >> i pledge allegiance to the flag of the united states of america, and to the republic for which it stands, one nation under god, indivisible, with liberty and justice for all. >> we will now be taking the roll-call of commissioners. [roll-call]
2:02 pm
you have a quorum. we have the director at the office of citizen complaints and the chief of the san francisco police department. >> welcome to the wednesday, september 7, 2011 police commission meeting. we have two commissioners and routes. we have a lot of traffic this evening. we have a large crowd, so we can head into some matters. we can start with item number one. can we start with those items? >> the first item is the request by the chief of police to accept
2:03 pm
members -- tickets to the san francisco giants for those participating in the september 11 event attribute on september 11, approximately 80 to 90 tickets. >> there is going to be at a ceremony in honor of those police officers and firefighters lost in new york. it appears there have been tickets. there has to be approval by the commission, so if there is no objection, i would ask deaths proceeds go to this -- out of the proceeds go to this. >> it is not only to attend the game, there will be a pre-game ceremony, and there is an equal number of firefighters but will
2:04 pm
also attend, and the officers the volunteer off-duty will stay for the game. it has been the tradition whenever we have done this of the officers and firefighters retreat to the bleachers for the remainder of the game. >> is there any public comments regarding this? hearing none, we will take a vote on both items, and we will move to the second item because we have special guests. >> the second item is a request by the chief of police to accept a donation of vehicle heat sensor and air-conditioning systems for the canine units. ghraib >> as you see in your packet -- why don't you come forward and give us a little background about what we are going to approve this evening?
2:05 pm
>> i am louise kellie, and i am vice-president of the canine foundation. we are a relatively young nonprofit, about a year old, and last year we are all volunteers, and we seek to divide equipment for police and working dogs. one thing in an addition to his bulletproof vest and canine trauma units is heat alarms for vehicles, and it is quite haphazard for police dogs, since their office is basically their parole or transfer vehicle. they are in there. the officer may leave the car. these heat alarms have a remote set is on the officer that displays the temperature in the car. it allows the air-conditioning to be in the car and for the car
2:06 pm
to be secure and a lot well they are away from it. should anything over sheet, a pager alerts the officer that they need to get back to their dog. it is pretty much standard issue at a lot of departments, but with the budget challenges, it is something we have decided to add. we are all volunteers. our president is active duty sheriff's deputy. he used to be a canine handler. my inspiration for being involved is i have raised a couple of dogs as a volunteer, but i want to do what i can to keep them safe. >> the total value of the gift is $9,600. do we have any comment from our
2:07 pm
friends? they are laying on the ground. >> i appreciate the description. it helps highlight an issue a lot of us have not thought about. thank you for volunteering for something that is very important. >> you have a canine unit with a very good reputation in the states. >> i want to thank you very much. we really appreciate that, so we will ask for public comment. any public comment on his gifts from my hearing nine -- on this gift? hearing none bowma. it has been accepted. >> line item 2. >> general public comment.
2:08 pm
the public is now welcome to address the condition regarding items that do not appear on the agenda. speaker shall address remarks to the commission at all whole and not to individuals. under police commission rules of order, during a public comment, neither police or commissioners are required to respond to questions asked by the public and but may provide a brief response. individuals should refrain from entering into any debates. public comment is limited to 3 minutes per speaker. >> good evening, commissioners. in front of you once again on behalf of my brother, who you know was murdered at the beginning of this year, we are getting close to a new year and are still in the same position. a person who devastated my
2:09 pm
family is still free, and we want some resolution to this situation. anything that can be done, we appreciate it. we basically what some resolution to this. thank you. >> feel free to comment. i know the police department is doing the best they can on this matter, and you have our support. next speaker. >> good evening, everyone. i am here first of all to do another commendation for a job well done by one of the officers. his name is oryall.
2:10 pm
i started calling at 8:20 in the morning because there was a fistfight with a problematic person and at least three other people. i could hear its. i could not see what happened. he was on his way to respond to another call. he got diverted. i called back because i had not heard anything. he gets diverted again because there was an of emergency. i called a third time. he did not respond on the third attempt, and i was on hold for five minutes. it was a busy day, and while i was on hold, an officer did respond to my call and ended up speaking with the management. i did not know that. this afternoon i called, and the officer finally it sounds to me. he was very warm and receptive
2:11 pm
and understood what my problem was. he gave me my slip, and he even went to look for the person who was remain an instigator -- who was the main instigator, and he had seen the guy on the street and knew who he was, so i wanted to thank them and give the information. the other recent is i wanted to give my support to the san francisco police department. as you saw, i have a walker. the only way i can use bart is if it is safe. i support our officers in doing whatever they can do to keep the public save and officers saves, and there are a lot of us who
2:12 pm
feel that way. thirdly, i wanted to commend the department. it is happening on a regular basis. it is helping with cutting down on the kinds of proposed criminal activity, because police cars are in deterrent. i was hoping to be able to work with the commission to set up some kind of protocol for subsidized housing, and those of us trapped with landlords who want to be able to keep the officers saves. >> you are on the air. grosvenor -- keeps the officers safe. >> you are on the air. >> to open the department for
2:13 pm
any review, i think that is a smart thing to do. i would also like to commend to charlie, the captain, who was not my building today. we had a great talk about issues. all the candidates have said you are here. with all that being said, why would like to bring up an issue that is near and dear to my heart. we talked about it before, but it has been swept under the road again. i know it is not number one on his priority. it is not number one on your three arete -- on your priority. we need to look at this taser issue. our officers need to have tasers.
2:14 pm
as it was seen when one officer did not have a taser. the other officer had a gun. i think we are a little bit smaller -- a little bit smarter than barked. we know how to use appropriate force, but i wish it would become the for the agenda over the next several months. that is my personal opinion. >> next speaker, any further public comments from public comments are now closed. >> item #3, reports and announcement. item three is the police report regarding the task force resolution. >> it has been awhile since we have been together in this building, so i thought i would go back, because there have been some things in the news. as far as the crime of days, we
2:15 pm
are still relatively flat. if we had a great last 28 days with a crime being down. we are still down about 5% in violent crime and flat with regards to property crime. homicides are even with last year, which is one of the years we are trending lower. three homicides happened this past week, and i will speak to that later in my report. three weeks ago and we played the raiders in a preseason game, and it was as ugly a game i can remember, at the end of which, two people were shot in a dispute. but is still under investigation. both of them are recovering from injuries, and the gentleman who was assaulted is also recovering from his injuries.
2:16 pm
there was a lot of threats that perhaps things in candlestick park were not under control. assurances were made of this game was an aberration, and the last two weekends seem to indicate we were correct. we had a very quiet texas game in which activity was consistent with all other 49er games, whereas the week before it was 10 times that with our breaths and injuries and ambulance runs -- with address -- arrests and injuries and ambulance runs. as far as the activities go out hard, a few weeks ago we had a particularly long monday night. i see you are also smiling and and not the results of that game. that sparked the amount was
2:17 pm
reported to -- bart amendment was reported to take place. the commute was delayed some hours. we have met again and retool the plant the following monday. there was still an expression of first amendment rights. those were facilitated, and the ground rules were helped along with the organizers, where they asked that rights were respected and the works of the officers in gauging the group's early -- engaging the group early. i spoke to the district. last week we had two homicides we believe were game-related.
2:18 pm
although the victim we do not believe is associated with the game, we believe that was a case of mistaken identity. a tremendous amount of resources has been poured into the mission district. we had a relatively quiet weekend whistleith gangs, but ts appears to be narcotics-related where it ended in a deskeath, so the resources are out there. with a little luck in combination with what we are doing with various task force officers, we will get a hold of it while making sure things do not pop up in the bayview or
2:19 pm
other areas of the city. they appear to be fine with the order was proposed. i have a meeting set with supervisor campos's office. his office has been in the process to make sure. hopefully i will have that next week, and we got about a third of the way through the career development general order, and we hope to have that finished to present to you for your review, and tomorrow morning will be the groundbreaking and none of the new public safety building, and i invited the captain of here, because we have not presented its to this body before, so i thought i would
2:20 pm
like you see the present one night earlier. >> i want to briefly in given overview, and he will make a presentation and answer any questions you have about the building or the process, but just to give kudos to the entire design team. this has gone on for many years. the bond issue was passed in june of 2010, and while this process was going on, the preparing not only for the bond but for the building, there have been four different chiefs of police, so that is only at the top, let alone within the staff of the police department
2:21 pm
the analysts consultants, this is truly going to be a building that the police and the department will be proud of for many years to come. they have worked and are working extraordinarily hard to make sure it meets the needs. just to give you an example of some of the details they had gone too. not last week but the week before, i spent three hours in a meeting with a team of acoustical engineers. i know now about acoustical boats that go through air- conditioning systems to make sure the building meets the progress. the offices and other places that will be confidential, there is no sound transfer. there will be acoustical dampening so that there is appropriate noise levels. the team from dpw and the architects, er
