continue that effort of forming through the leadership a 15- member advisory committee to keep improving market street and consider those ideas to making sure transportation is moving smoothly as well as all of the other things that make great streets. the central market district loan fund -- $11.5 million to dedicate a small but a -- to dedicate to small businesses. that is why you see pearl's deluxe burger is that will open very shortly. i am missing a great hamburger on mid-market. also attracting new small businesses. huckleberry bicycle will be relocating there, and they are a receiver on our loan packages already. then, continuing to work with our whole our arena of arts groups and recruiting arts. whether it is burning man, the great arts foundation, arts in the store fronts, our arts

commission -- everyone is working together to make sure that art is a great and producer of both businesses and foot traffic into that central market, and that is going very well. because already, as you may have heard when we unveiled the redoing of those old advertising prints on the brick buildings above the original joe's, we also announced that same day that while the original joe's as a restaurant will not come back there, new arts attendance will be in the very same site. piano fights these arts organizations are really helping us see us revitalize taylor street right intimate market. you also have a higher degree of safety. the substation will be completed by early winter and we will have

a substation that will have patrols of officers to make sure. we are going to work with the community and supervisor kim to recreate the ambassador program there and make sure we have additional eyes and ears holon market to fifth to 11th, to make sure that people feel safe, particularly during the hours in which people work. these days, when you have tech companies there, they are working at 10:00, 11:00 at night. they are not really paying attention to anyone else. the programming of the arts. we will continue working on the un plaza. off the grid, the arts festival coming up at the end of the month into early october, on u.n. plaza, that will reflect our commitment to working closely with our program to revitalize middle-market.

vice-president of the canine foundation. we are a relatively young nonprofit, about a year old, and last year we are all volunteers, and we seek to divide equipment for police and working dogs. one thing in an addition to his bulletproof vest and canine trauma units is heat alarms for vehicles, and it is quite haphazard for police dogs, since their office is basically their parole or transfer vehicle. they are in there. the officer may leave the car. these heat alarms have a remote set is on the officer that displays the temperature in the car. it allows the air-conditioning to be in the car and for the car to be secure and a lot well they are away from it.

should anything over sheet, a pager alerts the officer that they need to get back to their dog. it is pretty much standard issue at a lot of departments, but with the budget challenges, it is something we have decided to add. we are all volunteers. our president is active duty sheriff's deputy. he used to be a canine handler. my inspiration for being involved is i have raised a couple of dogs as a volunteer, but i want to do what i can to keep them safe. >> the total value of the gift is $9,600. do we have any comment from our friends? they are laying on the ground. >> i appreciate the description.

fistfight with a problematic person and at least three other people. i could hear its. i could not see what happened. he was on his way to respond to another call. he got diverted. i called back because i had not heard anything. he gets diverted again because there was an of emergency. i called a third time. he did not respond on the third attempt, and i was on hold for five minutes. it was a busy day, and while i was on hold, an officer did respond to my call and ended up speaking with the management. i did not know that. this afternoon i called, and the officer finally it sounds to me. he was very warm and receptive and understood what my problem was. he gave me my slip, and he even

went to look for the person who was remain an instigator -- who was the main instigator, and he had seen the guy on the street and knew who he was, so i wanted to thank them and give the information. the other recent is i wanted to give my support to the san francisco police department. as you saw, i have a walker. the only way i can use bart is if it is safe. i support our officers in doing whatever they can do to keep the public save and officers saves, and there are a lot of us who feel that way. thirdly, i wanted to commend the department.

it is happening on a regular basis. it is helping with cutting down on the kinds of proposed criminal activity, because police cars are in deterrent. i was hoping to be able to work with the commission to set up some kind of protocol for subsidized housing, and those of us trapped with landlords who want to be able to keep the officers saves. >> you are on the air. grosvenor -- keeps the officers safe. >> you are on the air. >> to open the department for any review, i think that is a smart thing to do.

i would also like to commend to charlie, the captain, who was not my building today. we had a great talk about issues. all the candidates have said you are here. with all that being said, why would like to bring up an issue that is near and dear to my heart. we talked about it before, but it has been swept under the road again. i know it is not number one on his priority. it is not number one on your three arete -- on your priority. we need to look at this taser issue. our officers need to have tasers. as it was seen when one officer did not have a taser.

the other officer had a gun. i think we are a little bit smaller -- a little bit smarter than barked. we know how to use appropriate force, but i wish it would become the for the agenda over the next several months. that is my personal opinion. >> next speaker, any further public comments from public comments are now closed. >> item #3, reports and announcement. item three is the police report regarding the task force resolution. >> it has been awhile since we have been together in this building, so i thought i would go back, because there have been some things in the news. as far as the crime of days, we are still relatively flat. if we had a great last 28 days

with a crime being down. we are still down about 5% in violent crime and flat with regards to property crime. homicides are even with last year, which is one of the years we are trending lower. three homicides happened this past week, and i will speak to that later in my report. three weeks ago and we played the raiders in a preseason game, and it was as ugly a game i can remember, at the end of which, two people were shot in a dispute. but is still under investigation. both of them are recovering from injuries, and the gentleman who was assaulted is also recovering from his injuries. there was a lot of threats that perhaps things in candlestick park were not under control.

assurances were made of this game was an aberration, and the last two weekends seem to indicate we were correct. we had a very quiet texas game in which activity was consistent with all other 49er games, whereas the week before it was 10 times that with our breaths and injuries and ambulance runs -- with address -- arrests and injuries and ambulance runs. as far as the activities go out hard, a few weeks ago we had a particularly long monday night. i see you are also smiling and and not the results of that game. that sparked the amount was reported to -- bart amendment

of mistaken identity. a tremendous amount of resources has been poured into the mission district. we had a relatively quiet weekend whistleith gangs, but ts appears to be narcotics-related where it ended in a deskeath, so the resources are out there. with a little luck in combination with what we are doing with various task force officers, we will get a hold of it while making sure things do not pop up in the bayview or other areas of the city.

they appear to be fine with the order was proposed. i have a meeting set with supervisor campos's office. his office has been in the process to make sure. hopefully i will have that next week, and we got about a third of the way through the career development general order, and we hope to have that finished to present to you for your review, and tomorrow morning will be the groundbreaking and none of the new public safety building, and i invited the captain of here, because we have not presented its to this body before, so i thought i would like you see the present one night earlier.

>> i want to briefly in given overview, and he will make a presentation and answer any questions you have about the building or the process, but just to give kudos to the entire design team. this has gone on for many years. the bond issue was passed in june of 2010, and while this process was going on, the preparing not only for the bond but for the building, there have been four different chiefs of police, so that is only at the top, let alone within the staff of the police department the analysts consultants, this is truly going to be a building that the police and the

department will be proud of for many years to come. they have worked and are working extraordinarily hard to make sure it meets the needs. just to give you an example of some of the details they had gone too. not last week but the week before, i spent three hours in a meeting with a team of acoustical engineers. i know now about acoustical boats that go through air- conditioning systems to make sure the building meets the progress. the offices and other places that will be confidential, there is no sound transfer. there will be acoustical dampening so that there is appropriate noise levels. the team from dpw and the architects, there will see how those are designed and what can be improved upon. the teams have been making their way to los angeles next week.
