something that the department will be proud of. >> thank you. good afternoon. and other guests here present today. we will be talking about this and i hope to go through fairly quickly. you can stop me at any way -- any place if you want amplification on a particular point. this project has been under development. it has sprung from a city-wide established or define priority to replace the hall of justice. in so doing, our strategy is to find new venues for the occupants of the hall over the next several years. among the first projects we have identified to remove or leave the hall is police headquarters. as well, within the rubric of replacing the hall of justice, we are relocating southern district stations to this new

public safety building. there is also the obligation to provide a new fire station in mission bay. that is another major component of this building. the public safety building was made possible through the passage of the earthquake safety and emergency response bond of june 2010. it was passed rather handily by the residents and voters of this city. upwards of 75% of the voting public. what i would like to do is take you through some slides of the project. in a high level we had a project of approximately 300,000 square feet. of which the lion's share or the larger share of that is for police headquarters. by police headquarters, we mean the fifth floor. at the hall of justice. other aspects of police at the hall will remain there until we

define another project for them to move out of the hall. this is the police and fire stations, there is shared area. there is parking structures for official city authorized vehicles. the total is 300,000 square feet. we are repurchasing old fire station no. 30 is the toys for tots station. for a new life, hopefully for another hundred years or so. it will become the home of the arson task force. mrs. as you might imagine in this post-9/11 world -- this is and yoas you might imagine in ts post-9/11 world -- we have imparted a rather unique and comprehensive matrix of security

protections for this building. we can elaborate on that. that is at your request. sustainability, this will be among the first legal certified buildings in the city. lead silver was the project standard. we will be among the first lead gold. higher than silver. >> can you explain what is lead gold? >> over the last dozen years, what has happened is there has been more sensibility or awareness. the u.s. grain building council developed the system called lead which allows you to calibrate just how well your conforming to sustainable building standards. and so you submit your project to the grain building council and they have certain

calibrations for various -- green building council and have certain calibrations for various levels. there are some platinums in the city. the puc headquarters is expected to be one. just below platinum and gold. >> if we could return to the slide show. >> this project as you might imagine a especially in regard to fire station 30 will conform to certain standards suggests historic rehabilitation. we do not want to monkey with that building. make it something other than what it was started out to be. for appearance say, we will read purpose it -- appearance's sake, we will re-purposes. we have three projects to identify, we have been working

with police and fire staff principally as well as with the mission bay community to define projects for the police, fire, and for the community. i will elaborate upon that in a slide show here. you will see the location with the fire station 30. at the corner of third street and china basin. we will wraparound the project. it is a little dated. you probably know the development across the street is underway and constructed. we will have neighbors as time passes. we did provide do and hopefully you have a copy of the powerpoint so you might be able to read the detailed better. mission bay is still evolving. over time, it will become a fully developed neighborhood. you will have plenty of activity

in the area. in terms of how we organize the project, there is a lot going on at the ground level as you might imagine with police and fire both having considerable need for entry and egress into the facility. as you can see here, we have police headquarters, the fire station and parking having presence at the ground plane. from a stacking point of view, the red signifies fire and the blue police, the dark blue pertains to police station, the lighter blue pertains to headquarters. there are some functions at the first and second floor for police headquarters and similarly for fire and police. as you move up into the building, the light blue that you show here is police headquarters functions. all told, it is a six- 27-story

building. the orange building is fire station 30. what distinguishes this building apart from other buildings is that it will be conforming to a seismic safety standard. it will be designed at one and a half times what is required for a standard institutional building. the reason for that is to be better able to resist seismic forces that are produced by an earthquake. in that regard, we hope to and expect to continue to maintain operations for police and fire at this location. we have as part of that strategy of being uninterrupted in our ability to deploy police and fire services. a variety of attributes not the least of which is a generator that can power the facility up to 96 hours off the grid.

to see the presentation, have a discussion, and today we are receiving a presentation on the logistics of the plan, the people's plan which is around transportation. next month will have a presentation with the event authority on the business to business engagement. >> bid afternoon. -- good afternoon. i am happy to give you an update on the events and planning for them coming forward. the way we structured our presentation, i will walk through what the parties of the agreement are, what the venues are and i will turn over to peter albert to walk through the transportation planning and how we expect the numbers of spectators for expecting to get to and from these events. i am happy to take any questions.

i mentioned some of this we want to give you an overview of where we are with their planning milestones and implementation. we have a number of plans i will discuss. some of the opportunities we see as a result. in order for the city to become the host city we signed a host and then you agreement. there were three signatories to the party. the event authority and their sister agency, the event authority manages the land side. operations, they are the equivalent of the olympic committee. there is the dealing with the boats loading and unloading into

the bay. this is a 5 a1c 3 -- 501c3. per that agreement, looking to raise up to $32 million to degray thfray the costs of hostg this events. when we talk about the america's cup, we're talking about a couple of different events under one banner. the match finals are september 2013 from 7 september through september 22. this is welwhere they will contt the defender and the final challenger of record to see who is the next holder.

there's a series called the levitan cup -- louis vuitton cup. that is a a series of match racing against the intended challengers and who will be that final challenger. new this year and this is the 160th year is the world series. this is on a smaller boat. they are in the middle of the second event. they are in a couple of locations in san diego and then us and coming to you next summer. in the middle of september and august, there will be the world

series racing events going on on the bay. this is a great opportunity to test our economic development, public safety, waste management, and transportation strategies before the real crowds come. he may have seen a couple of these boats in june. there were two or cool boats testing the course configurations for the america's cup. one of which was skippered by the all-time winning skipper who has won four times. these are on fast, light, nimble catamarans. he capsized and went ahead first through the sale. that was an exciting event on the internet and help them determine the final course area for the event. the area we have proposed as

part of the draft report was the majority of the central part of san francisco bay from the golden gate to angel island to treasure island to the northern part of san francisco. that is that dotted blue line showing the perimeter for the area of study. that area has been more finalized. we're working with the coast guard to finalize the accord nats. it is looking to be that light blue shaded area. a sudden portion will be in 2012. the and hearty is expected for 2013. that makes this area here the primary viewing opportunities for the america's cup in 12 and 13. some of these opportunities are program sites for the event authority. areas where they will have food and beverage, merchandising,

jumbotron showings, spectator stands, free access and vip corporate special showings. there will have events before and after the on water races. announcing the winner is entertainment pack -- after the fact. the america's cup pavilion or headquarters will be there. while the eastern part is under construction. we will be moving at pavilion to pier 27 and 29. where going through the permitting process to get a seismic retrofit and completion. the other areas, there will be some program event in dealing. and some of the peers in between

with the bases that appears 30 and 32 south of the bay bridge. some of the renderings that were released with the draft the are. here is green and green -- marina green. some seating, all public access with the exception of some special hospitality areas. in 2013 that moves to the east, pierce 27, 29. where this will be the location of our cruise ship terminal. the rectangular building to the right along pier 27. we will construct the core and show of that for the event authority during the events and after we will outfit it as the cruise ship terminal and work to complete the northeast plaza.

some of the legacy benefits. pierce 30, 32 south of the bridge will be the team base operations where they catamarans will be offloaded and fixed and a rake and cleaned and everything needs to happen. in terms of public engagement and outrage. we have posted a series of meetings in the community with neighborhood groups, community benefit district, anybody who will have less. we have had over 70 meetings over the last couple of months on the impacts to neighborhoods and opportunities for business and try to be out there and as transparent as possible.

the draft eir was published on july 11. as 1600 page document and dependencies -- appendices looking at the environmental impacts of hosting these areas. the public comment closed august 25. we received 2000 pages of comments. our collective city staff is working to get through those comments. that process will take us until november. we will look to go to the planning commission for certification of our eir. the nepa process is following our state environmental quality act and they are in the scoping. now -- scoping period now.

we can start the construction i referenced on the side -- east side. the host city agreement and the draft the our reference the creation of a 11 implementation plans. and those plans range from advertising and ambush marketing to prevent operations, how are we going to protect sensitive habitat? the people plan which peter is here to talk about, our public safety plan led by the police department and highway patrol, birthplace, cigarettes service, our regional sheriff's offices on how to conduct public safety during the events. a sustainability plan, how are we going to manage to achieve our goal of zero waste and

carbon neutral event and making this the greatest -- greenest eenevent in the world. in terms of working with waste and disposal. working on securing the race course area. the workforce development plan where we're looking at connections to city -- local hiring and how to connect san francisco businesses to the event. the u.s. involvement plan, how are we going to provide internships for then remembers of san francisco, how are we going to provide access and curricula and opportunities to engage our use.
