4:52 pm
how do we work with our department to do composting, recycling, waste diversion. we are busy on a number of fronts. a lot of these plans are in their draft form now. some of which have been posted to our website at oewd.org. others will be forthcoming in october. itis is a general overview. there is the people plan and our plan to get people to and from the event. >> good afternoon. i will continue drilling down on the people plan which is really the transportation plan. the five principles have been resource efficiency, making sure that if we are calling out parts
4:53 pm
of the infrastructure that are doing the heavy lifting, moving people around, we're picking them efficiently. we want this to help san franciscans and commuters get around. as you'll see, we are tmz out of the network pieces of transportation infrastructure that can help everyone moving around during this event. and our mental sustainability. in addition to the bicycle focus, we have to make sure we're managing where people go. there are sensitive areas that can be overwhelmed and other areas that can accommodate hundreds of thousands. we're working with the sustainability plan and the operations plan to move people where they would be well received and move people away from areas in the presidio and
4:54 pm
sensitive areas where there could be environmental damage. there is a lot of talk about hundreds of thousands of people coming to watch the america's cup. that could be a possibility but during 2012 there will probably be less. we need a plan that is strategic and agile. making the size its response to the best numbers we can predict for who was coming. one of the ideas with not just mta but caltrans, golden gate transit, and barred, is to come up with a range of plants -- plans. we're working with hotels and the information. maybe another day would be a sea day. a more skilled response might be appropriate.
4:55 pm
we think that is helping everybody be ready. the looks like tomorrow will be a d day. public safety, i do not think i need to elaborate much more. that will be the final and overriding concern. the goal is by hosting, san francisco is in better shape. the program and investments that make this system work better because we hosted the america's cup. the timeline of the plan. we kicked off the draft. that was part of an agreement with the america's cup event authority. that has been public since then. we have had a lot of meetings. not just with the public and the neighborhood.
4:56 pm
with anyone related to transportation. we wanted to be transparent so people could see were the plan was going. on may 18, which posted the first progress report. an inventory of comments which helped the regional partners figure, we hear that neighborhood is worried about this kind of service. they could kick in a plan that addresses the concerns and in july, we got the proposals from the providers themselves and that helped inform the document. these steps are also helping shape the environmental review. the third and final progress report was uploaded last week. that is including a lot more information.
4:57 pm
we started to work with the school districts so they can be aware of these events. the final plan is due on september 30. i do want to say there are needed changes. the document would be certified in november. that is an opportunity to make sure the plan we predicted has a good response and where we are after the review and discussion. we can refine the plan to make sure it is more informed. as 2012 becomes a good experimental year to try out things, we could go back to the plan after the 2012 world series events and make sure the bus lines we thought were valuable were the ones that ended up doing the work. if there was a demand on the fillmore and not so much on the
4:58 pm
43, we will make that adjustment and that dry run helps prepare better for 2013. here is the graphic that has been published in the document. it will be revised. the show some of the key lines we know will be doing heavy lifting. in addition to the lines that are running now, this is muni only. a few lines will be called for extra duty. that line is a good connection between civic center bart and fort mason. in addition we will introduce a line on van ness helping commuters. if this as a pilot is positive, it could be one of the legacies.
4:59 pm
if you think about where that line goes, it connects major tourist destinations and goes along the waterfront. actually within walking distance. it is a slow ride. this would be another limited opportunity. a limited bus that goes to the corridors quickly and bixby by going on kerry and broadway -- kierney and broadway. if that line does well, we could consider this for the future. we would like to see the e line for 2012 and 2013. we have light rail and a street car that goes out to the wharf. this is the one that goes from
5:00 pm
caltrain to the wharf. if it does real well, we proposed a shuttle between the ferry building and the war. if you know the situation is full by the time gets to the building. this would-be to augment those tourists and give them the car to complete the trip. a couple more lines will show up. the 22 fillmore will be a popular line for the america's cup. similarly to the masonic, connecting the metro and getting it out to the city center. in addition are the -- we need
5:01 pm
extra service on the weekend. especially the peak weekends. they are proposing to run extra long trains. where we start to need help is in the marina through downtown san francisco corridor. golden gate transit is doing something new. the bus would pick out the -- and drop-off in san francisco. it is not supposed to -- the reverse trip is pick up in san francisco and drop off land iran. it does not serve local trips. we will ask them and they are willing to do this. augmenting and giving an additional service to two corridors. the van ness corridor and along the waterfront in the east side of telegraph hill. if these work well, these could
5:02 pm
be something we could do in per for charity. transit will propose a line that runs to oakland but also with a stop. treasure island. it becomes a regional access point. caltrain will augment the service and they do this already. we will ask them to roll out that extra trains. the services are shown, the " braun an extra ferry. two interesting ideas. the south san francisco terminal, that could be helpful in getting people to and from the peninsula. we're looking at that. finally, testing our hand. there is an existing pier in the oaklyn side.
5:03 pm
we look at a ferry that would go to oakland. this gives us the chance to try at the mechanics. you could pick it up and write it around. but schering is another major element. there is a sharing program that mta will pilot. you'll see the light sharing program rollout. after that, when we are hosting the world series events, we will extend it. you can get off caltrain and pick up a bike. there will be sharing stations. it is the idea behind that. i want to add car sharing is
5:04 pm
willing to work with us and augment their supply and help expose the resources to visitors and hopefully entice them into the model. they're hoping to do this as an event to make sure people can come to san francisco and feel comfortable without a car. there is talking about parking. the shows the satellite parking idea. we want to give them intercept point so they can bring their car and take the transit or the bike sharing. these lots are some of the satellite lots that became obvious as useful right away. the mission bay lot which has good connections to caltrans and the streamlined. and to the by sharing. we're looking at points in western san francisco, will
5:05 pm
look at two sites already. roosevelt and washington. as a satellite parking intercepts that would be connected to the presidio. we end it up with a school district that will help us with that. because these are weekends and those sites and i used on the weekends. the business opportunities are best. that is why we are working to make this as successful as we can. we believe we can bring, when $4 billion to the bay area. imarketing and small business strategy. part of the small business opportunities. i think that is the conclusion of the presentation.
5:06 pm
>> i wanted to focus on economic development. this comes from a beacon economic report that was done in advance of the city signing. we're working with our office of economic analysis to make sure the planning has not change that number. it is one that impact how we plan. i wanted to focus on some of these small business opportunities. we not only have spectators to watch but the event authority who will have needs for hosting events. for stagecraft and all the rentals. we have the teens, this indicates that will be coming here and hosting their own events and having their own needs to host their teams -- form their teams. there are the corporate
5:07 pm
sponsors and in the types of events there will be having. there is the various induced spending. that is what accounting for the 8800. we're looking to capture as much of that as we can on the city side. we're going to great expenditure and length to get the authorizations and permits into place. this is a tell and benefit. the positive legacy peter alluded to, but also the economic impact of having such a global event here. we have been working with the director hand the organizing committee and develop a small
5:08 pm
business jersey. how do we make a connection? how do we get direct information in terms of their contracting opportunities. i the going to do single source? trying to make that handshake as strong as we can. i want to leave some time for general questions and see is their anything we can address. i wanted to give you a general overview. >> thank you. >> i like this presentation. i had a lot of questions and you pretty much answer them all which is great. i like the fact the said order talk about next month. connecting small businesses in san francisco with the teams that are coming in and everything. that will be a big part of it.
5:09 pm
i am excited. it is great. >> thank you. >> a wanted to thank you for this preparation. i wanted to address my comments to one area, where all the material will be. i'm not quite sure what our region have done but i had done a bit myself. they'd are very worried about the fact that on a normal business day parking is incredibly difficult for their clients coming in. i would like to see that area included. there are thousands of workers in that area.
5:10 pm
they're not going to have -- they do not relate. we need to think about access to those businesses. as someone who owns a business down there and lives down there, i am aware of the fact that on a good day aid could take 45 minutes to find parking. i would like to hear you are spending more time on that particular area. there is a lot of people located there. >> i will turn over to peter. we were down there on a fourth of july and sell the mobilization -- saw the mobilization going through that area, taking over the streets.
5:11 pm
we are paying attention to crowd control and traffic and how did that work? how did that not work? we will be out there doing the same thing in trying to take our cues from the bigger events and trip trying -- one thing that peter has been saying is that people plan is not designed solely for a tourist coming to san francisco. it is designed for people in a couple of different categories trade their rich business or resident who may or may not have in his it but still has to get to work. we want to be talking about augmenting service were the crowds will be going to see these events while not draining resources from the bus or some
5:12 pm
of the lines that peter has mentioned. they get people to and from the event but the increase the availability of someone coming from the marina into downtown on one of these augmented lines. i wanted -- our expert on the topic to really talk about this. >> we had meetings with -- this has stimulated a lot of conversation. here is some ideas. we would like to intercept visitors. they're adding to the aniston
5:13 pm
and parking problems. having two years head start, we met with them. what can you do to get word out to the visitors? one of the important things, another program is clipper. you can sit floods in ankara this buys to be used by a few adtran here is ho. when they make people make reservations, they can send the card while they are in great britain. the message is even before you get to san francisco, this card is more universal passport. the clipper will be used
5:14 pm
indiscriminately and it is something we're talking about with and not meant to give people an alternative to treasury station. they're offering to rule that out on the weekends and help us with these big we in days. the clipper card becomes your passport. for someone who is new, this card did everything i needed it to do. for those of us who have seen this and how it is taking shape, this is a huge breakthrough. i do not want to estimate the impact. if you are relying on the street car, it is already full. wherwe have this golden gate li.
5:15 pm
they get a line at the cost of the muni. a different expense. a line that is not in place now.i want to manage the parking issues.w le'ts evaluate and plan for 2013. quex would be the tricare -- trigger for more restricted access. just to make sure they do not
5:16 pm
become gridlocked. >> we would propose that the plan works really well. everyone has a tradition. we do not have to talk right closures. san francisco has the experience. you remember the central freeway experience. everybody got notice and caltrans was good in getting the word out. the have boxes of donuts. there was a 5% bomb. that was because we had advance marketing and we did a great job of people in the region. they 18 c process variants -- they mass market. working with tmasf will be --
5:17 pm
they are willing to fly the flag. the cbuilding -- they're working in advance. the clipper card can be a terrific tool. >> cannot not reach out to those folks. there is a lot of people down there. >> if i could, what i would like is to make sure i am working with the groups. i did work again with the friends of golden gate. >> the business community is unique. it is not set up like that. it makes it harder to outreach to them.
5:18 pm
i did my straw poll. they were very interested and would like to be included. and be noticed and discuss it. >> this would-be -- we hope we are testing things out. this is a great experience as well. >> just to as peter had mansion, the discussion he and i have had is for any group of businesses that need information and need our reach, we will work to connect them and said it up. we want to make sure we get the information out. businesses, residents, employees know what is happening so they can plan but also promote and has been suggested
5:19 pm
we use this as a tool to communicate with the businesses that are near the waterfront. in that area. to find a way to have some sort of immediate communication should something come up. >> i would be happy to help you. i work down there too. so i could give you resources. they are young and wired but not informed what is going on around them. that is what makes them harder to get to. they do not pay a lot of attention until they go, whoa, i don'tlike this. i would like to reach them in advance. >> i would propose we come back and present once more with
5:20 pm
updates and progress we have made. the advantage is until we have until summer 2012. the heavy work would be between 2012 and 2013. we're in a good position to get bored out now. one other thing. the races are for a short period. we will have a number of tourists. how can businesses work to bring the tourists and for visitors from the bay or throughout the state into this city to spend time doing business, eating, playing, that type of thing. the council of district
5:21 pm
merchants, it would be great if we could talk to them and have them work together to work with the city to create some promotional opportunities, to bring these folks. >> if i may, that is the plan. that is with me -- we met with several groups and what wer thee or interested in is how those people can come our way. we are close enough that people can spend some money and set up jumbotrons. that is a transportation plan. if we can enjoy staying after the races and go to restaurants and bars, we're not overwhelming bars and those transit systems a
