of voting. so, what is ranked joyce voting? in march 2002 san francisco voters adopted a charter to implement ranked choice of voting, also known as instant runoff voting. san francisco voters will use it to elect most local officials by selecting a first choice candidate in the first column on the ballot and deborah second and third choice candidates in the second and third columns resect to do -- respectively. this makes it possible to elect local officials with the majority of votes. more than 50% without the need for a second runoff election. in san francisco, ranked choice of voting is for the election of members of the board of supervisors, the mayor, sharon, just -- district attorney, city attorney, treasurer, this is a recorder, and public defender.

ranked joyce voting does not apply to elections for local school and community college board members. number the election of state or federal officials. ranked choice of voting does not affect the adoption ballot measures. when voters received their ballot, either at a polling place or an absentee ballot in the mail, it will consist of multiple cards. voters will receive cards with contests for federal and state offices, as well as for state propositions and local ballot measures. for ranked choice voting contest, voters will receive a separate ranked choice ballot card. it will have instructions to rank three choices, which is new. the ranked choice ballot is designed in the side by side column format that lists the names of all candidates in each of the three columns. when marking the ranked choice

ballot, voters elect their first choice in the first column by completing the aero pointing to their choice. for their second choice, voters selected different wind by completing the arab pointing to their choice in the second column. for their third choice, voters elect a different candidate by completing the arrow pointing to their choice. voters wishing to vote for qualified write-in candidate can write it in on the line provided. and they must complete the arrow pointing to their choice. keep in mind, it voters should select a different candidate for each of the three columns of the ranked choice ballot card. if the voters elect the same candidate in more than one column, his or her vote for that candidate will count only once. also, a voter's second choice will be counted only if his or her first choice candidate has been eliminated. and a voter's third choice will

be counted only if both his or her first and second choice candidates have been eliminated. we have talked about how to mark the ranked choice ballot. now let's look at how ranked choice of voting works. initially, every first choice vote is a candidate. any candidate that receives a majority, more than 50% of the first choice to vote, is determined to be the winner. if no candidate receives more than 50% of the first choice votes, a process of eliminating candidates and transferring votes begins. first, the candidate who received the fewest numbers of first choice votes is eliminated from the race. second, voters who selected the eliminated candidate as their first choice will have their vote to transfer to their second choice. there, all the votes are recounted. fourth, if any candidate receives more than 50% of the

votes, he/she is declared the winner. if no candidate receives more than 50% of the vote, the process of eliminating candidates and transferring votes is repeated until one candidate has a winning majority. now let's look at an example of an election using ranked choice of voting. in this example, we have three candidates. candidate a, b, and c. after all the first choice votes are counted, none of the three candidates has received more than 50%, or a majority of the first choice vote cast. candidate a g-205% ofb the votes% received 40%. and c received 35% of the boats. because no candidate received a majority, the candidate who received the fewest number of first choice votes, a candidate a, is eliminated from the race.

commissioner. i wanted to remind the commissioners that they are welcome every year at the police fire mass. they are -- we look upon the police commission when there are appointed as members of the police family. you are welcome to join us. we would be honored to have you there every year. it means a lot to our members. it is the only time once a year that the police and fire are able to get together and honor our dead, retired and active. and we would encourage you to show up. it does not really matter. or what religious affiliation you have. we see it as nondenominational. i should have called you personally to invite you and i will do that next year. i wanted to say we're pleased with the relationship we could not be happy about -- happier.

>> good evening. khyam larry miller and i am the recently self-appointed president of motorists and pedestrians against liberal fascist bicycle riders. i want to state of bicycle riders are not liberal fascists. most are. his immature, irresponsible, and inconsiderate who feels the rules of the road are made for a motorized vehicles, not bicycles. the what the privileges and rights of being able to ride their bicycles on the road which i believe in. i do not even own a car. i take public transportation. i believe in fewer cars. i believe in less pollution.

bicycle riders have no accountability or responsibility. in the next few years, from what i read, 23 miles of bicycle lanes will be added to this city for cost of $12 million. who will pay for that? bicycle riders as it is now have no -- they have no accountability. they have no input, financial input. my proposal is, all bicycle riders in san francisco have operators permits and the have license plates. they should also have seethed equipment and they should have liability insurance. those are my main proposals if the traffic laws were applied to

bicycles as, real's, there would be no shortage of cash. there is a blatant double standard. i have talked to cops and they almost admit this. have you ever been on market street between -- in the morning rush-hour between van ness and the embarcadero? you do not see one or two bicycle riders go through the like, you see them go through the right -- ally in swarms. that is a $350 ticket that is being ignored. plus the points on the license. does that mean i am through? >> you have 30 seconds. >> i would like to see some attention paid to this. it is a critical mass out there. i wanted to end with a short prayer of thanks to whoever your deity it is.

without them this city would be gridlocked with bicycles. thank you. i have some fires that are on the table. -- i have some flyers that are on the table. >> i agree with the fellow before me. there needs to be accountability and a focus on safety. i have a traffic and road safety issue and i am interested in learning how to address it. i have lived in san francisco for four years. i ride a bicycle and take the bus and drive a car. there is in us versus them mentality as has been demonstrated between pedestrians, cyclists, and drivers and it can get ugly. pointing fingers at the wrongdoings of one group is not helpful. we all need to share the road.

what we should be doing is targeting thoughtless and reckless behavior that disrupts the flow and puts people at risk. i put thought into insuring safety -- ensuring the safety of myself and others. i am concerned about how police are attracted -- directed and trained. this is the flattest way to get across our hilly town. there could be things to increase the safety. i was riding there in this would happen. i hope i can assure you this. -- show you this. here is the cop hanging out on pierce. i was riding with my bicycle and

the cop was that the stop sign. he did not have as blinker on to turn right. i was coming around the corner, i do what i always do. i assess the situation, not pedestrians, no other cars. instead of making a full and complete stop, it is rather tricky if you are on a bicycle. it is a momentum issue. you want to slow down. making a full and complete stop at every stop sign, it is not what people do when they ride bikes. it is an issue we need to look at. i slowed down to near stop and turn right. the cop came around and parked himself over here, he did not use his blinker but i am not going to fault him for that. the situation -- i was coming up here and i knew he wanted me to make a full and complete stop. he was parked there to see if i would. i got to the intersection, not pedestrians, no cars.

i slowed down to almost a complete stop. there is an incline and and and climb here. it was safe to go and i turned. without police stopping and he gave me a ticket for that. i want to figure out how to move forward, who i can talk to about addressing this aspect of the difference between cars and bikes. >> ordinarily we did not answer questions but i think we did -- you admitted to a moving violation. cars and bikes are held to the same standard. i think you have heard from one segment of the community saying there is issues with bikes. i appreciate your honest and candid dissertation. what is the answer? >> the commissioner is correct. the same standard but you can go to traffic court. >> the state legislation issue that you have to change to have a yield for bikes at stop signs? other states have that.
