individual commissioners and police and personnel should refrain from entering into any debates or discussion with speakers during public comment. public comment is permitted to each. president mazzucco: thank you. >> thank you. i would like to briefly [inaudible] this was a solemn occasion. we had 125 officers and 100 firefighters showed up. we had our yearly police mass and fire mass. i got a call from some members and we had this issue a few years ago. it is not nearly as fractioned as it was. we are happy with the relationship with the police commissioner. i wanted to remind the commissioners that they are

welcome every year at the police fire mass. they are -- we look upon the police commission when there are appointed as members of the police family. you are welcome to join us. we would be honored to have you there every year. it means a lot to our members. it is the only time once a year that the police and fire are able to get together and honor our dead, retired and active. and we would encourage you to show up. it does not really matter. or what religious affiliation you have. we see it as nondenominational. i should have called you personally to invite you and i will do that next year. i wanted to say we're pleased with the relationship we could not be happy about -- happier. we welcome you and we would love to have you.

>> good evening. khyam larry miller and i am the recently self-appointed president of motorists and pedestrians against liberal fascist bicycle riders. i want to state of bicycle riders are not liberal fascists. most are. his immature, irresponsible, and inconsiderate who feels the rules of the road are made for a motorized vehicles, not bicycles. the what the privileges and rights of being able to ride their bicycles on the road which i believe in. i do not even own a car. i take public transportation. i believe in fewer cars. i believe in less pollution. bicycle riders have no accountability or responsibility. in the next few years, from what

i read, 23 miles of bicycle lanes will be added to this city for cost of $12 million. who will pay for that? bicycle riders as it is now have no -- they have no accountability. they have no input, financial input. my proposal is, all bicycle riders in san francisco have operators permits and the have license plates. they should also have seethed equipment and they should have liability insurance. those are my main proposals if the traffic laws were applied to bicycles as, real's, there would be no shortage of cash.

there is a blatant double standard. i have talked to cops and they almost admit this. have you ever been on market street between -- in the morning rush-hour between van ness and the embarcadero? you do not see one or two bicycle riders go through the like, you see them go through the right -- ally in swarms. that is a $350 ticket that is being ignored. plus the points on the license. does that mean i am through? >> you have 30 seconds. >> i would like to see some attention paid to this. it is a critical mass out there. i wanted to end with a short prayer of thanks to whoever your deity it is. without them this city would be gridlocked with bicycles.

thank you. i have some fires that are on the table. -- i have some flyers that are on the table. >> i agree with the fellow before me. there needs to be accountability and a focus on safety. i have a traffic and road safety issue and i am interested in learning how to address it. i have lived in san francisco for four years. i ride a bicycle and take the bus and drive a car. there is in us versus them mentality as has been demonstrated between pedestrians, cyclists, and drivers and it can get ugly. pointing fingers at the wrongdoings of one group is not helpful. we all need to share the road. what we should be doing is targeting thoughtless and reckless behavior that disrupts the flow and puts people at

risk. i put thought into insuring safety -- ensuring the safety of myself and others. i am concerned about how police are attracted -- directed and trained. this is the flattest way to get across our hilly town. there could be things to increase the safety. i was riding there in this would happen. i hope i can assure you this. -- show you this. here is the cop hanging out on pierce. i was riding with my bicycle and the cop was that the stop sign. he did not have as blinker on to turn right. i was coming around the corner,

i do what i always do. i assess the situation, not pedestrians, no other cars. instead of making a full and complete stop, it is rather tricky if you are on a bicycle. it is a momentum issue. you want to slow down. making a full and complete stop at every stop sign, it is not what people do when they ride bikes. it is an issue we need to look at. i slowed down to near stop and turn right. the cop came around and parked himself over here, he did not use his blinker but i am not going to fault him for that. the situation -- i was coming up here and i knew he wanted me to make a full and complete stop. he was parked there to see if i would. i got to the intersection, not pedestrians, no cars. i slowed down to almost a complete stop. there is an incline and and and

climb here. it was safe to go and i turned. without police stopping and he gave me a ticket for that. i want to figure out how to move forward, who i can talk to about addressing this aspect of the difference between cars and bikes. >> ordinarily we did not answer questions but i think we did -- you admitted to a moving violation. cars and bikes are held to the same standard. i think you have heard from one segment of the community saying there is issues with bikes. i appreciate your honest and candid dissertation. what is the answer? >> the commissioner is correct. the same standard but you can go to traffic court. >> the state legislation issue that you have to change to have a yield for bikes at stop signs? other states have that. i am interested in figuring out, is there discretion involved at
