to the folks that he has that. there are a couple of folks i would also like to of knowledge. first of all, mario from the youth commission. [applause] who has done an incredible job in helping to mentor our future leaders. i also want to recognize someone who recently joined the staff. [applause] thank you for the work you are doing. and there is one other group of folks that we have to take a moment to acknowledge, and that is your mothers and fathers. can we give it to the parents in the house? [applause] and, of course, all the other surrogate parents that i know are here along with your biological parents. as many of you know, the commission was born 15 years ago. that means it is a 15-year-old teenager. i have to tell you, when i was

15 years old, i could not find city hall on a map. congratulations for being, as mayor lee said, our next generation of leaders. [applause] without the work that you do, mayor lee, john avalos, hydra mendoza -- we would not have ideas about how to improve public safety, how to improve our schools, or i do not think any of us would have thought about the importance of providing free muni you have shown tremendous leadership. you represent the diversity of san francisco. you represent our neighborhoods and every corner of our city. you inspire us. when you are able to come together, it signals to us, the

adults of city hall, that we also have to come together. we have to work together. she is excited as well. [laughter] i want to tell you to keep on fighting and in part in the wisdom -- imparting wisdom you can see through your eyes as we're deliberating here. i look forward sunday to working on the campaigns of some of you here -- someday to working on the campaigns of some of you here. i look forward to working with you as you head up our city departments, non-profits, companies, and this great city of san francisco. thank you and congratulations. i want to say thank you for your service. thank you for taking on this leadership role. it is not just looking at your future. it is about looking at what your present is like. that is a huge commitment you are making to your peers and generation. that is knowledge can bring to us to help us make decisions at city hall. i think it is a great idea whose time has come. the work the youth commission did last year working with community organizations and youth from around the city was exceptional and worthy of action on our part to make sure it gets done. i wanted to say thank you for that. i want to acknowledge other folks who have gone on to public office from the recent youth commission.

jesse is on the city council berkeley. exceptional things are going on that you will have access to in terms of government service. it is not just working as elected officials. nonprofit workers, julie has had an exceptional career serving in people. we have nicole in the back to used to be a staffer at the youth commission who is now doing a lot of great political work. you may know her. i want to say thank you for taking on this leadership role. i look forward to working with you over the next year. i work very closely with the youth commission. i am very excited about the things we can do together, crafting legislation, approving budgets, insuring the young people continue to have a voice that will be acted upon by government. thank you so much. when they say free muni, let's make sure we know where the money is coming from. we have to be responsible. i want to say congratulations. now you are going to take up the responsibility you have not taken up before. it is no longer about you. it is about us and our city. i want to make sure that you know that as you deliberate and recommend to me and the board of supervisors, the police chief, hydra, know that it is no longer a recommendation for the city. we are in international city. your recommendations will be viewed around the world, not just in san francisco. it will be around the world in hundreds of difference of languages -- in hundreds of different languages. we realize we're not just a

police and personnel should refrain from entering into any debates or discussion with speakers during public comment. public comment is permitted to each. president mazzucco: thank you. >> thank you. i would like to briefly [inaudible] this was a solemn occasion. we had 125 officers and 100 firefighters showed up. we had our yearly police mass and fire mass. i got a call from some members and we had this issue a few years ago. it is not nearly as fractioned as it was. we are happy with the relationship with the police commissioner. i wanted to remind the commissioners that they are

welcome every year at the police fire mass. they are -- we look upon the police commission when there are appointed as members of the police family. you are welcome to join us. we would be honored to have you there every year. it means a lot to our members. it is the only time once a year that the police and fire are able to get together and honor our dead, retired and active. and we would encourage you to show up. it does not really matter. or what religious affiliation you have. we see it as nondenominational. i should have called you personally to invite you and i will do that next year. i wanted to say we're pleased with the relationship we could not be happy about -- happier. we welcome you and we would love to have you. if you could find a way to make

it is the dad worked in the department the day that happened and that was in the command post. i would love to have gone. i did not know until i logged on. >> everybody had to grave in their own way. everyone had such a different feeling on that day. i was not going to criticize anyone because everyone had to do their own thing. i get that. it went well. we should have figured out a way to get the word out there or we advertise in the sunday paper but we could have done a better job. and want to let you know that we appreciate how things are going. we would love to see you. >> i thought the attendance was pretty low. this year was much different. >> 9/11 have a lot to do with that. if the ceiling does not fall down when i walked in, it will

>> good evening. khyam larry miller and i am the recently self-appointed president of motorists and pedestrians against liberal fascist bicycle riders. i want to state of bicycle riders are not liberal fascists. most are. his immature, irresponsible, and inconsiderate who feels the rules of the road are made for a motorized vehicles, not bicycles. the what the privileges and rights of being able to ride their bicycles on the road which i believe in. i do not even own a car. i take public transportation. i believe in fewer cars. i believe in less pollution. bicycle riders have no accountability or responsibility. in the next few years, from what

i read, 23 miles of bicycle lanes will be added to this city for cost of $12 million. who will pay for that? bicycle riders as it is now have no -- they have no accountability. they have no input, financial input. my proposal is, all bicycle riders in san francisco have operators permits and the have license plates. they should also have seethed equipment and they should have liability insurance. those are my main proposals if the traffic laws were applied to bicycles as, real's, there would be no shortage of cash.

there is a blatant double standard. i have talked to cops and they almost admit this. have you ever been on market street between -- in the morning rush-hour between van ness and the embarcadero? you do not see one or two bicycle riders go through the like, you see them go through the right -- ally in swarms. that is a $350 ticket that is being ignored. plus the points on the license. does that mean i am through? >> you have 30 seconds. >> i would like to see some attention paid to this. it is a critical mass out there. i wanted to end with a short prayer of thanks to whoever your deity it is. without them this city would be gridlocked with bicycles.

thank you. i have some fires that are on the table. -- i have some flyers that are on the table. >> i agree with the fellow before me. there needs to be accountability and a focus on safety. i have a traffic and road safety issue and i am interested in learning how to address it. i have lived in san francisco for four years. i ride a bicycle and take the bus and drive a car. there is in us versus them mentality as has been demonstrated between pedestrians, cyclists, and drivers and it can get ugly. pointing fingers at the wrongdoings of one group is not helpful. we all need to share the road. what we should be doing is targeting thoughtless and reckless behavior that disrupts the flow and puts people at

risk. i put thought into insuring safety -- ensuring the safety of myself and others. i am concerned about how police are attracted -- directed and trained. this is the flattest way to get across our hilly town. there could be things to increase the safety. i was riding there in this would happen. i hope i can assure you this. -- show you this. here is the cop hanging out on pierce. i was riding with my bicycle and the cop was that the stop sign. he did not have as blinker on to turn right. i was coming around the corner,

i do what i always do. i assess the situation, not pedestrians, no other cars. instead of making a full and complete stop, it is rather tricky if you are on a bicycle. it is a momentum issue. you want to slow down. making a full and complete stop at every stop sign, it is not what people do when they ride bikes. it is an issue we need to look at. i slowed down to near stop and turn right. the cop came around and parked himself over here, he did not use his blinker but i am not going to fault him for that. the situation -- i was coming up here and i knew he wanted me to make a full and complete stop. he was parked there to see if i would. i got to the intersection, not pedestrians, no cars. i slowed down to almost a complete stop. there is an incline and and and

climb here. it was safe to go and i turned. without police stopping and he gave me a ticket for that. i want to figure out how to move forward, who i can talk to about addressing this aspect of the difference between cars and bikes. >> ordinarily we did not answer questions but i think we did -- you admitted to a moving violation. cars and bikes are held to the same standard. i think you have heard from one segment of the community saying there is issues with bikes. i appreciate your honest and candid dissertation. what is the answer? >> the commissioner is correct. the same standard but you can go to traffic court. >> the state legislation issue that you have to change to have a yield for bikes at stop signs? other states have that. i am interested in figuring out, is there discretion involved at all?

if people did not give tickets to pedestrians for crossing in the middle of the street, do know what i mean? >> there are a lot of people who think bicyclist do not get tickets. stop means stop, not slow down. >> thank you. president mazzucco: next speaker. >> good evening. i appreciate the time allowing me to speak once again. very briefly, i want to reiterate i did bring up in a previous meeting the protocol of using a microphone. i hate to come back to the issue. for me, i am sitting in front row. for most of the time i can hear all of you. when you are discussing issues away from the microphone or you are not using the microphone, i

have no idea what you are talking about. i have no idea what the issue is. i feel if i have no idea, the thousands of others that are watching television have no idea, either. i think it is something that has to be worked on to have a full, transparent commission meeting. secondly, i would like to bring up the issue that, not related to this ceremony on 9/11, i think the cozy relationship with the police officers association and the city and county of san francisco with fellow policemen doing a great job already is part of the reason that this city is in a bind. in a bind financially. from the civil grand jury investigation in 2009, it is part of the reason why i am here today. they found out this -- the city attorney had not investigated up

to 150 cases of pension spiking. a high proportion related to the police department. pensions biking related to a police officer that retired in 2005, by 2010, he was making 144% of his pension. it was climbing as fast as his paycheck. it is the reason why the city has a pension and salary problem today. it is not just the police officers association but the president of the association, oppose the 600 -- owes the city and county 650,000. he worked as a poa for five years. we talk about it and 9/11, as it was a very solemn event. no doubt about it. to use it as a cozy speech to

bring it before this commission is uncalled for and unprecedented. he was allowed more time than he was allowed. i bring up these issues because the city has a lot of problems and they are related to finances. you are part of the police commission. you are part of an organization that has oversight over the poa and police department and the poa is considered the most powerful union in san francisco. president mazzucco: next speaker. >> good evening, commissioners. i am a business consultant. i would like to talk to about some research i have done and outrage on the broadway corridor regarding towing on friday and saturday nights. some of the research i have discovered is that diners who are being towed after 8:00 p.m., whether they arcturus or locals

alike, feel it is unfair practice. we have had good, healthy dialogue with the pe who have led their ears to us. we have a very healthy dialogue and hope that we can come up with some type of compromise, perhaps maybe 10:00 p.m. on the weekends. we wanted to get to a point where we do not compromise any safety. in the corridor. generally speaking, the corridor has had issues and sometimes we get an element that comes in after 11:00 p.m. or 12:00 p.m. the pd has their hands full. those are issues that go on beyond the bewitching hour, whereas diners and tourists alike, we want to send them home with a positive memory and a positive experience. when they come to a corridor,

they either do not look at the signs or they're not detention. they cost $500 to get their car back. i hope the discussions continue. we have great support from the san francisco chamber of commerce. we have great support from the north beach association which is a combination of the chamber and the north beach merchants association. we have great support from voice, 11 or 12 merchants along the corridor themselves. great support from beca, members from the adult entertainment industry. there is good support. i hope the conversations continue to -- continue and at some point we could make a compromise at 10:00 p.m. and put timetables on it to see if
