>> next item. >> presentation on the host city planning and preparation for the america's cup event. members, we will have a special presentation followed by our meeting at 5:30 p.m. in line >> before you start i want to thank the commissioners for scheduling or sells an hour early to receive the presentation. this is information, it is good we are having a dedicated time to see the presentation, have a discussion, and today we are receiving a presentation on the logistics of the plan, the people's plan which is around transportation. next month will have a presentation with the event authority on the business to business engagement.

>> bid afternoon. -- good afternoon. i am happy to give you an update on the events and planning for them coming forward. the way we structured our presentation, i will walk through what the parties of the agreement are, what the venues are and i will turn over to peter albert to walk through the transportation planning and how we expect the numbers of spectators for expecting to get to and from these events. i am happy to take any questions. i mentioned some of this we want to give you an overview of where we are with their planning milestones and implementation. we have a number of plans i will discuss. some of the opportunities we see

as a result. in order for the city to become the host city we signed a host and then you agreement. there were three signatories to the party. the event authority and their sister agency, the event authority manages the land side. operations, they are the equivalent of the olympic committee. there is the dealing with the boats loading and unloading into the bay. this is a 5 a1c 3 -- 501c3. per that agreement, looking to raise up to $32 million to

degray thfray the costs of hostg this events. when we talk about the america's cup, we're talking about a couple of different events under one banner. the match finals are september 2013 from 7 september through september 22. this is welwhere they will contt the defender and the final challenger of record to see who is the next holder. there's a series called the levitan cup -- louis vuitton cup. that is a a series of match racing against the intended

challengers and who will be that final challenger. new this year and this is the 160th year is the world series. this is on a smaller boat. they are in the middle of the second event. they are in a couple of locations in san diego and then us and coming to you next summer. in the middle of september and august, there will be the world series racing events going on on the bay. this is a great opportunity to test our economic development, public safety, waste management, and transportation strategies before the real crowds come.

he may have seen a couple of these boats in june. there were two or cool boats testing the course configurations for the america's cup. one of which was skippered by the all-time winning skipper who has won four times. these are on fast, light, nimble catamarans. he capsized and went ahead first through the sale. that was an exciting event on the internet and help them determine the final course area for the event. the area we have proposed as part of the draft report was the majority of the central part of san francisco bay from the golden gate to angel island to treasure island to the northern part of san francisco. that is that dotted blue line showing the perimeter for the

area of study. that area has been more finalized. we're working with the coast guard to finalize the accord nats. it is looking to be that light blue shaded area. a sudden portion will be in 2012. the and hearty is expected for 2013. that makes this area here the primary viewing opportunities for the america's cup in 12 and 13. some of these opportunities are program sites for the event authority. areas where they will have food and beverage, merchandising, jumbotron showings, spectator stands, free access and vip corporate special showings. there will have events before and after the on water races. announcing the winner is

entertainment pack -- after the fact. the america's cup pavilion or headquarters will be there. while the eastern part is under construction. we will be moving at pavilion to pier 27 and 29. where going through the permitting process to get a seismic retrofit and completion. the other areas, there will be some program event in dealing. and some of the peers in between with the bases that appears 30 and 32 south of the bay bridge. some of the renderings that were released with the draft the are. here is green and green --

marina green. some seating, all public access with the exception of some special hospitality areas. in 2013 that moves to the east, pierce 27, 29. where this will be the location of our cruise ship terminal. the rectangular building to the right along pier 27. we will construct the core and show of that for the event authority during the events and after we will outfit it as the cruise ship terminal and work to complete the northeast plaza. some of the legacy benefits. pierce 30, 32 south of the bridge will be the team base operations where they catamarans will be offloaded and fixed and a rake and cleaned and everything needs to happen.

in terms of public engagement and outrage. we have posted a series of meetings in the community with neighborhood groups, community benefit district, anybody who will have less. we have had over 70 meetings over the last couple of months on the impacts to neighborhoods and opportunities for business and try to be out there and as transparent as possible. the draft eir was published on july 11. as 1600 page document and dependencies -- appendices looking at the environmental impacts of hosting these areas. the public comment closed august

25. we received 2000 pages of comments. our collective city staff is working to get through those comments. that process will take us until november. we will look to go to the planning commission for certification of our eir. the nepa process is following our state environmental quality act and they are in the scoping. now -- scoping period now. we can start the construction i referenced on the side -- east side. the host city agreement and the draft the our reference the creation of a 11 implementation

plans. and those plans range from advertising and ambush marketing to prevent operations, how are we going to protect sensitive habitat? the people plan which peter is here to talk about, our public safety plan led by the police department and highway patrol, birthplace, cigarettes service, our regional sheriff's offices on how to conduct public safety during the events. a sustainability plan, how are we going to manage to achieve our goal of zero waste and carbon neutral event and making this the greatest -- greenest eenevent in the world. in terms of working with waste

and disposal. working on securing the race course area. the workforce development plan where we're looking at connections to city -- local hiring and how to connect san francisco businesses to the event. the u.s. involvement plan, how are we going to provide internships for then remembers of san francisco, how are we going to provide access and curricula and opportunities to engage our use. finally as your waste plant. how do we work with our department to do composting, recycling, waste diversion. we are busy on a number of fronts. a lot of these plans are in their draft form now. some of which have been posted to our website at oewd.org.

others will be forthcoming in october. itis is a general overview. there is the people plan and our plan to get people to and from the event. >> good afternoon. i will continue drilling down on the people plan which is really the transportation plan. the five principles have been resource efficiency, making sure that if we are calling out parts of the infrastructure that are doing the heavy lifting, moving people around, we're picking them efficiently. we want this to help san franciscans and commuters get around. as you'll see, we are tmz out of

the network pieces of transportation infrastructure that can help everyone moving around during this event. and our mental sustainability. in addition to the bicycle focus, we have to make sure we're managing where people go. there are sensitive areas that can be overwhelmed and other areas that can accommodate hundreds of thousands. we're working with the sustainability plan and the operations plan to move people where they would be well received and move people away from areas in the presidio and sensitive areas where there could be environmental damage. there is a lot of talk about hundreds of thousands of people coming to watch the america's cup. that could be a possibility but during 2012 there will probably be less. we need a plan that is strategic and agile.

making the size its response to the best numbers we can predict for who was coming. one of the ideas with not just mta but caltrans, golden gate transit, and barred, is to come up with a range of plants -- plans. we're working with hotels and the information. maybe another day would be a sea day. a more skilled response might be appropriate. we think that is helping everybody be ready. the looks like tomorrow will be a d day. public safety, i do not think i need to elaborate much more. that will be the final and

overriding concern. the goal is by hosting, san francisco is in better shape. the program and investments that make this system work better because we hosted the america's cup. the timeline of the plan. we kicked off the draft. that was part of an agreement with the america's cup event authority. that has been public since then. we have had a lot of meetings. not just with the public and the neighborhood. with anyone related to transportation. we wanted to be transparent so people could see were the plan was going. on may 18, which posted the first progress report. an inventory of comments which helped the regional partners

figure, we hear that neighborhood is worried about this kind of service. they could kick in a plan that addresses the concerns and in july, we got the proposals from the providers themselves and that helped inform the document. these steps are also helping shape the environmental review. the third and final progress report was uploaded last week. that is including a lot more information. we started to work with the school districts so they can be aware of these events. the final plan is due on september 30. i do want to say there are

needed changes. the document would be certified in november. that is an opportunity to make sure the plan we predicted has a good response and where we are after the review and discussion. we can refine the plan to make sure it is more informed. as 2012 becomes a good experimental year to try out things, we could go back to the plan after the 2012 world series events and make sure the bus lines we thought were valuable were the ones that ended up doing the work. if there was a demand on the fillmore and not so much on the 43, we will make that adjustment and that dry run helps prepare better for 2013. here is the graphic that has been published in the document. it will be revised. the show some of the key lines we know will be doing heavy

lifting. in addition to the lines that are running now, this is muni only. a few lines will be called for extra duty. that line is a good connection between civic center bart and fort mason. in addition we will introduce a line on van ness helping commuters. if this as a pilot is positive, it could be one of the legacies. if you think about where that line goes, it connects major tourist destinations and goes along the waterfront. actually within walking distance. it is a slow ride. this would be another limited opportunity.

a limited bus that goes to the corridors quickly and bixby by going on kerry and broadway -- kierney and broadway. if that line does well, we could consider this for the future. we would like to see the e line for 2012 and 2013. we have light rail and a street car that goes out to the wharf. this is the one that goes from caltrain to the wharf. if it does real well, we proposed a shuttle between the ferry building and the war. if you know the situation is full by the time gets to the building.

this would-be to augment those tourists and give them the car to complete the trip. a couple more lines will show up. the 22 fillmore will be a popular line for the america's cup. similarly to the masonic, connecting the metro and getting it out to the city center. in addition are the -- we need extra service on the weekend. especially the peak weekends. they are proposing to run extra long trains. where we start to need help is in the marina through downtown san francisco corridor. golden gate transit is doing

something new. the bus would pick out the -- and drop-off in san francisco. it is not supposed to -- the reverse trip is pick up in san francisco and drop off land iran. it does not serve local trips. we will ask them and they are willing to do this. augmenting and giving an additional service to two corridors. the van ness corridor and along the waterfront in the east side of telegraph hill. if these work well, these could be something we could do in per for charity. transit will propose a line that runs to oakland but also with a stop. treasure island. it becomes a regional access point.

caltrain will augment the service and they do this already. we will ask them to roll out that extra trains. the services are shown, the " braun an extra ferry. two interesting ideas. the south san francisco terminal, that could be helpful in getting people to and from the peninsula. we're looking at that. finally, testing our hand. there is an existing pier in the oaklyn side. we look at a ferry that would go to oakland. this gives us the chance to try at the mechanics.

you could pick it up and write it around. but schering is another major element. there is a sharing program that mta will pilot. you'll see the light sharing program rollout. after that, when we are hosting the world series events, we will extend it. you can get off caltrain and pick up a bike. there will be sharing stations. it is the idea behind that. i want to add car sharing is willing to work with us and augment their supply and help expose the resources to visitors and hopefully entice them into the model. they're hoping to do this as an event to make sure people can come to san francisco and feel

comfortable without a car. there is talking about parking. the shows the satellite parking idea. we want to give them intercept point so they can bring their car and take the transit or the bike sharing. these lots are some of the satellite lots that became obvious as useful right away. the mission bay lot which has good connections to caltrans and the streamlined. and to the by sharing. we're looking at points in western san francisco, will look at two sites already. roosevelt and washington. as a satellite parking intercepts that would be connected to the presidio. we end it up with a school district that will help us with that. because these are weekends and

those sites and i used on the weekends. the business opportunities are best. that is why we are working to make this as successful as we can. we believe we can bring, when $4 billion to the bay area. imarketing and small business strategy. part of the small business opportunities. i think that is the conclusion of the presentation. >> i wanted to focus on economic development. this comes from a beacon economic report that was done in advance of the city signing. we're working with our office of

economic analysis to make sure the planning has not change that number. it is one that impact how we plan. i wanted to focus on some of these small business opportunities. we not only have spectators to watch but the event authority who will have needs for hosting events. for stagecraft and all the rentals. we have the teens, this indicates that will be coming here and hosting their own events and having their own needs to host their teams -- form their teams. there are the corporate sponsors and in the types of events there will be having. there is the various induced spending. that is what accounting for the 8800. we're looking to capture as
