side. we're going to great expenditure and length to get the authorizations and permits into place. this is a tell and benefit. the positive legacy peter alluded to, but also the economic impact of having such a global event here. we have been working with the director hand the organizing committee and develop a small business jersey. how do we make a connection? how do we get direct information in terms of their contracting opportunities. i the going to do single source? trying to make that handshake as strong as we can.
12:31 am
i want to leave some time for general questions and see is their anything we can address. i wanted to give you a general overview. >> thank you. >> i like this presentation. i had a lot of questions and you pretty much answer them all which is great. i like the fact the said order talk about next month. connecting small businesses in san francisco with the teams that are coming in and everything. that will be a big part of it. i am excited. it is great. >> thank you. >> a wanted to thank you for this preparation. i wanted to address my comments to one area, where all the
12:32 am
material will be. i'm not quite sure what our region have done but i had done a bit myself. they'd are very worried about the fact that on a normal business day parking is incredibly difficult for their clients coming in. i would like to see that area included. there are thousands of workers in that area. they're not going to have -- they do not relate. we need to think about access to those businesses. as someone who owns a business down there and lives down there,
12:33 am
i am aware of the fact that on a good day aid could take 45 minutes to find parking. i would like to hear you are spending more time on that particular area. there is a lot of people located there. >> i will turn over to peter. we were down there on a fourth of july and sell the mobilization -- saw the mobilization going through that area, taking over the streets. we are paying attention to crowd control and traffic and how did that work? how did that not work? we will be out there doing the same thing in trying to take our cues from the bigger events and trip trying -- one thing that
12:34 am
peter has been saying is that people plan is not designed solely for a tourist coming to san francisco. it is designed for people in a couple of different categories trade their rich business or resident who may or may not have in his it but still has to get to work. we want to be talking about augmenting service were the crowds will be going to see these events while not draining resources from the bus or some of the lines that peter has mentioned. they get people to and from the event but the increase the availability of someone coming from the marina into downtown on one of these augmented lines.
12:35 am
i wanted -- our expert on the topic to really talk about this. >> we had meetings with -- this has stimulated a lot of conversation. here is some ideas. we would like to intercept visitors. they're adding to the aniston and parking problems. having two years head start, we met with them. what can you do to get word out to the visitors? one of the important things, another program is clipper.
12:36 am
you can sit floods in ankara this buys to be used by a few adtran here is ho. when they make people make reservations, they can send the card while they are in great britain. the message is even before you get to san francisco, this card is more universal passport. the clipper will be used indiscriminately and it is something we're talking about with and not meant to give people an alternative to treasury station. they're offering to rule that out on the weekends and help us with these big we in days.
12:37 am
the clipper card becomes your passport. for someone who is new, this card did everything i needed it to do. for those of us who have seen this and how it is taking shape, this is a huge breakthrough. i do not want to estimate the impact. if you are relying on the street car, it is already full. wherwe have this golden gate li. they get a line at the cost of the muni. a different expense. a line that is not in place now.i want to manage the parking
12:38 am
issues.w le'ts evaluate and plan for 2013. quex would be the tricare -- trigger for more restricted access. just to make sure they do not become gridlocked. >> we would propose that the plan works really well. everyone has a tradition. we do not have to talk right closures. san francisco has the experience. you remember the central freeway experience.
12:39 am
everybody got notice and caltrans was good in getting the word out. the have boxes of donuts. there was a 5% bomb. that was because we had advance marketing and we did a great job of people in the region. they 18 c process variants -- they mass market. working with tmasf will be -- they are willing to fly the flag. the cbuilding -- they're working in advance.
12:40 am
the clipper card can be a terrific tool. >> cannot not reach out to those folks. there is a lot of people down there. >> if i could, what i would like is to make sure i am working with the groups. i did work again with the friends of golden gate. >> the business community is unique. it is not set up like that. it makes it harder to outreach to them. i did my straw poll. they were very interested and would like to be included. and be noticed and discuss it. >> this would-be -- we hope we
12:41 am
are testing things out. this is a great experience as well. >> just to as peter had mansion, the discussion he and i have had is for any group of businesses that need information and need our reach, we will work to connect them and said it up. we want to make sure we get the information out. businesses, residents, employees know what is happening so they can plan but also promote and has been suggested we use this as a tool to communicate with the businesses that are near the waterfront. in that area. to find a way to have some sort of immediate communication should something come up. >> i would be happy to help you.
12:42 am
i work down there too. so i could give you resources. they are young and wired but not informed what is going on around them. that is what makes them harder to get to. they do not pay a lot of attention until they go, whoa, i don'tlike this. i would like to reach them in advance. >> i would propose we come back and present once more with updates and progress we have made. the advantage is until we have until summer 2012. the heavy work would be between 2012 and 2013. we're in a good position to get bored out now. one other thing.
12:43 am
the races are for a short period. we will have a number of tourists. how can businesses work to bring the tourists and for visitors from the bay or throughout the state into this city to spend time doing business, eating, playing, that type of thing. the council of district merchants, it would be great if we could talk to them and have them work together to work with the city to create some promotional opportunities, to bring these folks. >> if i may, that is the plan. that is with me -- we met with
12:44 am
several groups and what wer thee or interested in is how those people can come our way. we are close enough that people can spend some money and set up jumbotrons. that is a transportation plan. if we can enjoy staying after the races and go to restaurants and bars, we're not overwhelming bars and those transit systems that are full of commuters. that is spreading a the shoulder. it is a great economic development solution. >> thank you for the presentation. it is exciting to know that the ameritech cup -- american cup
12:45 am
will bring jobs. i understand we will have to break locate some of the businesses. what is the status on that? have they been notified? >> as we go through the ceqa process we do not have a project in san francisco until we have a certified er. our office has been contacting of the -- contacting the tantric we have to working with them and explain options and identifying commissions should the commissioners certified the are. randy and from small businesses to -- ranging from fall but -- small businesses to fairly large businesses. the america's cup is a unique event. something we are excited about,
12:46 am
but we do not want to displace any of our small businesses. >> you have contact with them already. >> absolutely. there will be given adequate notice. and there is a the blood, their options going forward. we're looking toward amicable solutions. we should be able to achieve that. >> thank you for the presentation. it was great to hear it. after i had read all the progress reports as well as the original plan. i saw that you had done quite a bit of work and answered a lot
12:47 am
of questions in this progress reports tread i'm most excited about the bicycle sharing and transportation. it was just wonderful to read by all those people stuck in traffic on where the food -- bicycle sharing will be a legacy benefit. i am excited about it coming to san francisco. this concept of breaking appliance is a great one. i commute, i do not have a car, i have never driven a car. natalee take public transportation and i am thoroughly familiar with each of the line to have described. i would like to see in the transportation planning's their role the as soon as you see there is justification.
12:48 am
rapid transit is a great benefit on ben 7 and around the sweet 31 -- line. august is the most congested month for tourism. we are going to add a layer on top. there are specific events in chinatown and a lover of a city that are not part of america's cup. i think this is a good plan. i also would urge you to take a look at it right now. sooner rather there -- rather than later. the best thing is the legacy benefits. it justifies a great deal of work. we will find solutions to problems the have been faxing us every day less than in this
12:49 am
context. i appreciate the only thing that struck me. we do have under---utilizd. -- utilize. these might be opportunities. sometimes a lot of little pieces add up into a larger piece. i think it might be a were the thing to look at. not just a couple of sites but we have more than that. and that doesn't for me. thank you. i am looking forward to it.
12:50 am
>> thank you. we have met with a school district facility managers and discussed remote parking at school district facilities and we're looking at a couple of different solutions. one is an intercept lot. switching to transit or public sharing. also, tucson the closer locations, marina middle school which is walkable -- and we do not want people to drive from san jose within a few blocks. this makes better and more efficient use of our network. >> this is incredibly important work. i look forward to following that
12:51 am
issue, continuing this process. hopefully i will be able to bike for 20 years. when people need help, we want to make sure they can get in. >> we're presenting to the mayor's office this friday. their work is recognized. they give us a lot of input and you will probably recognize that in the accessibility chapter. >> the demand pricing, that pilot project or that project i think will pay as benefits into the future. we have capacity year and people do not know. we could provide more accessibility on under-utilized hours and days and that is not really known.
12:52 am
san francisco is expensive to part by if you have demand pricing, you can open up to people visiting the web they have not been able to. >> as we have been out in the community talking to residents, one of the concerns is about the closure of the embarcadero. something that was studied in the draft eir. something that happens when there is a lot pedestrians. we're working closely with businesses along that area to provide for delivery and provid, access, we are talking about a peak week day and the most likely a single lane closure. we are not talking about closing the entire embarcadero.
12:53 am
we are really looking at the northbound lane and only after some time, just before the event, so that you can still do rush-hour, morning deliveries completely unimpeded, and as the crowd starts to mobilize, you put into effect, a kind of flexible manner so that people can still walk and bike to complete their trek. i wanted to make that clear, our intention is not to choke traffic any further on the weekend and provide access to the people that needed. president o'brien: i would like to comment on the report, i think it was very well done and very well prepared. a couple of questions, if i may. did you talk to other cities that had run the america's cup
12:54 am
as you prepare this project? >> absolutely, who'll be going down to san diego, the host of the world series of events. it'll be the first estate site hosting since 1995. we've been getting documents from the same. one of the big challenges here, it has been out to sea. if you go to a marina, you really have to charter a boat to see the action live. this is the first time you can walk through and see the action from land. it is a very different operational mode for transportation, public safety, which management, and all of the other plans presented today. it will be a new thing for us which is why we are interested in san diego and why we are
12:55 am
looking at other offense that happened in san francisco like fourth of july or new year's eve. any information we can get on previous experiences, we are devouring. president o'brien: and you have a rough estimate of how many an increase of population you expect during the event? is it 100,000 people, or any figures? >> the draft that was issued in july has some spectator estimates which helped define the outer envelope of possibility and that ranges from anywhere from 3000 on a weekday to a super peak weekend day which is the kind of confluence of all events. a perfect weather, high interest in the press, the end of the finals, even the giants' game thrown on later that evening,
12:56 am
that is about 500,000 total which is the equivalent of a fleet week rican. >> the last thing, just an idea, that may be useful and that may not be useful. for the peninsula, i think it is not oyster point, i think it is further down. i wonder if there wouldn't be an idea to stop people driving up the freeway from the peninsula and consider taking a ferry service. >> that is a good vice. we understand in san francisco center. there are couple of major interest of points. the ferry terminal opens next spring. they can make sure they do have
12:57 am
a lifting in the summer. the parking garages huge. it is close to the freeway, and we know that the hard service is about four times the service a few if the regular schedule. that drive wheels up pretty quickly so we will see if we can augment their bus lines. one of the most well used alliance is the 120. it will help us by running extra buses. and finally, those three intercept points are going to be a big heart of how we take drivers and keep them from crossing the city line. president o'brien: any public comment on this matter? public comment is closed. thank you again for that very
12:58 am
informative reports. next item. >> commissioners, if we make, will hear items 5 and 6 first, the minutes approval, then we'll have certificates of appreciation. commissioners of, approval of the 11 meeting minutes. july of 11, 2011 minutes. >> did you have a chance to read it or you need a medic to take a look? >> i read it. >> there was a correction, the original mentor e-mail.
12:59 am
-- minutes were emailed. >> move to approve the july minutes. president o'brien: any objections? so moved. next item. >> approval of the august 8, 2011 meeting minutes. >> i moved. >> i second. president o'brien: next item, please. >> item three, the presentation of the small business commissioned certificate of honor recognizing a local small business. this particular business will be a need to be presented in october due to their schedule. october due to their schedule. item four, presentation of the
