reason. it is one of those rare opportunities that i will say to larry that actually i wish i was older, because in those years, the 1950's and 1960's, is when we could have met the great man of a joke missoula -- joe mizzola and to watch what he did for all the working men and women, how he helped them get jobs and good training and to participate in one of the greatest the ins in the city. but i also let you know that in my younger years, i have gotten to meet larry and larry and now steve and seen them take up the mantle of their father and great grandfather, to see how they have been doing it here in san francisco, and i also want to let you know that the center, its location being just a couple blocks between our baby police station, and the captain is here

-- good to see you, and our housing authority, who has got a lot of work here. thank you, henry, right here in the middle is where a lot of good training will take place. the city passed the local hire ordinance. i know that larry has had a lot of the advice to the city about how that works. one thing we do have an agreement on is that it is not so much about the ordinance that we pass, is what we do to promote the hiring of people. this center is one of the most important things we have ever done to exhibit how we hire and train people. this center has the most modern training facilities. it has all the wonderful modern

things you do. it even has how to rig up new things and put in new boiler systems. it will train new generations of people who work in our bay terminal, on the america's cup, all the different improvements we will do. i will know that this training center will be here to train generations of people to be the best plumbers, pipefitters, and to participate in the quality of life you are offering right here when they get trained. larry, we are beyond words today. what we see here is a testament. it is not just an ordinance that we believe in. it is the belief that people can train themselves to better their lives. this training center represents that. on thbehalf of the city and couy of san francisco, i want to give you our plaque and announce this to be joseph snizzle lucked

[applause] >> thank you. >> thank you, mr. mayeor. >> i would now like to introduce the supervisor. malia, thank you for taking time out of your schedule to be here today. [applause] >> thank you for inviting me. good morning. it is a great day. happy joseph mazzola training center-building opening day. it is a day that will go down in history. i am here to welcome you back to district 10. i know that many of you have been here before.

i put the order in for the sun. it is coming. it is just delete. i am here to express my heartfelt gratitude for your hard work and leadership over the years. in my younger days -- that was a joke. he will be driving home when you get back. [laughter] when i first saw in front of mr. mazzola, he was straight and to the point asking if i could win. we had a very contested races last year in district 10. there were 22 candidates. i must have said the right things. we have a moment where we saw things i to buy. i was able to win his support. i am grateful for that. it is very appropriate that you have the center here inside

district 10. this is the beginning and end of all development that will be happening in the city and county of san francisco. we will be emanating out words to seven parts in visitation valley and further north along third street. we have development happening in alice griffith, hunters view. this is to present this. this is the point where leaders will come together to continue to move san francisco into the 21st century. training will happen right here at this facility. -- this is the press of this -- precipice. thank you for making an investment in our community. i also want to thank our other brothers and sisters share from labor. it is not justified or struggle that the elected leaders can take up on our own.

it is the site where we need the help of labor as we walked forward to transform this great city. we will continue to be a world- class city providing jobs and opportunity for everyone. there is room at the table for everyone. we're going into a pretty heated election cycle. i want to encourage you to stay the course and continue to look at the big picture. that is to make sure that the local economy thrives. it is going to start right here, today. thank you. years. he has been working on this project for two years. he met with the architect twice a week. he met with the general contractor palestine's. he made sure this will have the newest state of the art training devices to keep a with today's standards. thank you, steve, for all of your hard work in ensuring that the school has the best to offer to all 38 apprentices. >> thank you for that kind introduction. welcome to the grand opening of the new training center. thank you for attending this important day for local 38 there are a lot of people to think today for the results you are going to see here in the building. there is none more than business manager larry mazzola. without him, we would not be standing here today. i would like to give him a round of applause and thank him for doing all of his hard work.

[applause] next, i would like to thank the general contractors and construction team. i would like to thank all of the subcontractors working on the project, the 38 signatory contractors. i would like to thank cs architects and their team. all of our local instructors give their input on the design of the school. there are a few that i would like to give special thanks to. instructor beaumont assisted on the design of the hvac equipment and labs. rich, thank you for your help with that. the plumbing foreman for broadway mechanical on this building and the instructor. he did a fantastic job on the

plumbing in the facility. thank you, sev. [applause] steve is our welding instructor. he set up the whole welding shop. it came not terrific. i would like to thank steve as well. -- it came out terrific. [applause] i would like to thank the curriculum coordinator for all of his work and input on the project in helping to get everything set up. i also see my friend, irvine -- tom irvine. he was very involved in the early stages of the project with terrific ideas for the school. thank you for that. her while she was on maternity leave. [applause] thank you to all of the local 38 members who worked on the move in and set up crews. thank you to the local 38 members who volunteered their time and experience. i would also like to acknowledge the united association, the international trading fund, the local 38 jtc, and the local 38 board of trustees. i am pleased to say that although this was a guarantee, i am proud to say this project was completed using 100% union labor. [applause] i would like to thank all of the union brothers and sisters to work on this project. i am also pleased to say that we specified for the project that all construction materials be made in the usa. i am pleased to say that today as well. ilver certification for the building as well. this is a proud day for local 38. it is a proud day for local 38 and training. it was an honor for me to work as the owners' representative during construction. it was an experience i will never forget. thank you for coming. please enjoy our grand opening. thank you. constantly updating our curriculum to encompass all of the new changes and certifications in our industry. they changed all the time. liam was also a big help and overseeing the new school project. he was instrumental in getting it ready today. he had some great ideas for the shop downstairs that you will see in a few minutes. he worked really hard with steve on this project. i want to thank you both again. i would also like to thank former local 38 trade coordinator dan kennedy. he was the training coordinator for 35 years. we want to thank you for your contributions over the years. i am not sure if he is here today, but dan kennedy, thank you. i would like to also thank tom. he did a great job in san francisco and in santa rosa. thank you, tom. a special thanks to district 36 council trust fund for learning

us the money to build the school. without them, this would not have happened. i want to recognize the trustees. i think they are all here. is bob jennings from local 246. bill taylor from local 422. steve macarthur from local 62. mark molinar from 228. frank, lew, mac, scott, and james wilson. i have to tell you. if we knew was legal to borrow money from other unions, we would have done it a long time ago. we will be back. [laughter] i also want to thank global 38 board of trustees for all their efforts in making this a

reality. i will introduce them. i am the chairman of the board. all of the other labor trustees are steve jennings, bill read ardon, and others. on the management's guide -- on the management side, i want to thank them as well. thank you for everything that you did and all of your powers that made this happen. i also want to thank the members of the local 38 joint apprenticeship committee. we have the chairman bill blackwell, toni, john, frank, r.j., ron, kevin, kevin, raul.

thank you for guiding this program and for all of your input into the new school. i would also like to recognize pete, the local 38 trust administrator for his hard work with the loan and during the process. [applause] i want to thank our trust fund lawyers involved in making sure everything was legal and on the up and up. thank you. mark leno was not able to be here but he did send a proclamation. thank you, mark. we also have a former supervisor for mr. tdistrict two. thank you for being here. we also have a state senator, leland yee. he also brought a resolution for us. that is also inside. we appreciate it. the mayor mentioned bayview police station, our neighbor to the left. we want to thank them and the captain for everything they did. we want to thank you for keeping an eye on our building and apprentices. [applause] he also mentioned our neighbors to the right, the san francisco housing authority. after you see how nice our school is, i am sure you will want to hire about 100

apprentices. i am holding you to it. [applause] i also want to thank the caterers for providing the lunch today. they may be the only union catering company left in san francisco. thank you. [applause] the u.a. national training fund was originally set up at a 5 cents per our contribution for every member. it has recently been raised to 10 cents. this trust fund gives grants to every apprenticeships program in the united states. there are approximately 280 programs. these grants are used for computers, equipment, new training devices. local 38 is grateful to have the help of these grants for the new school. i would like to introduce the board. i am a member. tom bigley, tom collins, ken,

jim kehoe, and john bodene. on the management side is bob, bob, frank norton, neal cahill, mike cables, and don. thank you very much. it is a pleasure working alongside you. speaking of the international trading fund, i would like to recognize the person responsible for originally starting this fund over 12 years ago, the retired u.a. general president. marty, thank you for being here. i also want to recognize the retired secretary-treasurer. thank you for being here, tom.

we're coming to the end of the program. i would like to call on larry sr. to say a few words to end the program. before he speaks, i would like to thank him for spearheading this idea. his determination and hard work made this school possible. he has always been a huge proponent of training. he started out as the apprenticeships coordinator. he sat on the international trading fund since its inception, for the last 10 years. his record speaks for itself with all he has accomplished over the last 22 years as business manager. i think even he would agree that this school is one of his proudest accomplishments. welcome, larry. this looks like a larry mazzola day and i am sorry about that. this is really joseph mazzola day. it took us seven years for this project. without them lending as the money, we would not have gotten this done. thank you very much for that. this program is over. i know you are cold out there. we're going to cut a piece of pipe instead of ribbon. as soon as we do that, we will go in and tour the building. please take your time. lunch is out back. please stay for lunch if you can. not many of you know joe mazzola, but he truly stood for education. he only went to the fourth grade himself. you road freight trains from new

york to the west coast. he ended up in san francisco. he always thought the working stiff should have as much education for their children, vacations, gives camps, and those things as the rich. he did that. he started kids camp for our members. he started a scholarship funds for our members. he built a school that we have moved here. this is really his school and his idea. thank you for coming to celebrate it with us. the san francisco administrative code section 57.5 and 57.8 to decrease building fees for smaller budget productions, including a documentary films, docudrama films, in reality programming among eligible productions for the film rebate program. supervisor chiu: thank you . this item is sponsored by supervisor farrell. supervisor farrell: in the past reality shows used to be fairly low-budget productions, and now we're seeing more with substantial budgets to work with, and we want to attract them to san francisco in order to have them spend production dollars in our city. we also have had requests from large documentary productions

interested in the rebate program, and we want to include them as well in the legislation. since introducing this, i have had two different calls from well-known reality tv shows about working your differences go. this legislation will also decrease fees to $100 per day from $300 per day for productions with budgets busted $500,000 for the filming of a commercial, corporate media, industrial media, video, shore subject or web video. cautiocurrently many fed has the permitting process because it is cost prohibitive and they will end up shooting under the radar. this causes not only liability issues but traffic jams throughout san francisco. right now all feature films and tv series k three of dollars per permitting. this is higher than anywhere else of the country.

will bring the people and to reach productions -- lower terig the fee will encourage production in new york city they cost $300 for the whole production. and we see in the bay are free. these are states already offering incentives that we simply cannot compete with, and this will make it more affordable and will continue to make the rebate program as attractive as possible. this has always been and continues to be about creating jobs in sanford says go. this is that a great success and we want to continue the viability going forward. right now like to invite in a to the executive director of the film commission is here as well to help talk about the legislation and explain some of the reasoning behind it. >> thank you for letting me speak today.

we have a number of items, but three different items on this bill. the first one notifying our fees, which were never written into the legislation about the film commission, so we would like to have those in place at this time, but regarding the reduction of permit fees, right now if you are a budget of $10 million, you are paid the same fee as shooting each day. four films that are small budget, it is really cost prohibitive for them to actually fill here. and a lot of films actually flying under the radar, and they are shooting without permits. we estimate we could get probably it to more low-budget films per year actually pulling permits with this legislation.

the feedback i have gone from a local independent community has been very positive. they admit they very often without pulling the permit. this goes hand in hand with the film commissions support with the local independent filmmakers. reestablished of them collected in july where we read the below- cost of this base to independent filmmakers were shooting films in san francisco. we feel like this would just go hand-in-hand with the work we are already doing to support local filmmaking. regarding expansion of the rebate, basically reductions are following the rebates. that is like california has lost so much building to louisiana, the minew mexico, new york, ari the faha
