that we received. but the ones that are over 30 days, some of them could be from the previous year. usually from those instances, we have to send them to a director's hearing. once we get those orders, it raises the issue of what we can do next. we have had the issue of criminal citation, but we have not found those to be terribly effective. and with it the situation with the courts, we do not think that those will be very useful. ultimately, we will have to look at administering penalties. but it will lead just before these. it will be for all violations. >> i would imagine that these

situations like that, where it is extensive, there can be so much litigation that we recommend to go to the city attorney. that was five people in play for one property. usually in that situation, there are different types of things going on where it warrants being able to make a recommendation to the city attorney. >> in that case, if you have situations like that, how does that fit into today's recommendations? you mentioned that if the property owner does not comply with the schedule? >> it means that getting a directors hearing will happen much faster. they will get the order. and if they still do not reply, we have to assess if the case

needs to go from referral to the city attorney. they will also be getting bills. a $2,400 bill for the assessment of cost. if they accrue building and pay the monthly fee, that usually helps. after that, we have to look at the property cumulatively for intervention. that is the biggest tip that we have for code enforcement. >> one other item on the statistics that is great, it does not address seasonal conditions. going from october to march is basically spanning between 2010 to 2011. we have to make an application that the performance should be within that climatological

you do not need complicated equipment for it. it can be sorted by clicking on every notice of violation. you have what the code is. this is the problem that i see. the culture is reactive, not proactive. i think that has to come from management. the culture has to change. i really appreciate what happened on the heat situation, but i am sure that there were others. thank you.

>> i have one quick question. a 32nd answer, please. is this report just for mixed unit buildings? >> it was for all heat complaints for all types of buildings received within the city for 2010. >> were you able to determine how many were four big, multi- unit buildings? >> 65% or more, but we do get the remainder perhaps slightly less, would be for one or two family building.

>> it will focus on him. >> what i am trying to do this time is go through a report, which i would like to quickly go over, as i know it is late, in terms of first giving you the big picture of what was received, year to date, as received on this chart, the total revenue for this afternoon's apartment rentals use in and everything else is in a small wedge.

well, i do not know what that is. in terms of the actual revenue received, the apartment rental unit revenue is done on a tax basis. it will now be received until january. the first cup is in january. in terms of the chart for services, we have received 22.1% of the total revenue charges for services. we are actually 41% greater than we were at this time last year, which is actually phenomenal. we've looked at the valuation increase at 52%.

we look at the difference in terms of the permits that were issued at this time last year and this year in terms of the same timeframe. there was an increase of 141 permits. and, if you look at the chart that i put on page 2 of the report, you will see that it is primarily in the permit between

2000 and half of a million, with the majority towards 50,000. we are issuing larger permits and giving larger projects in. it will be interesting to look at these overtime. in terms of the expenses, i wanted to make sure the two had opportunity to look at the overall breakdown of expenses. as you will see from the chart, the majority are in the fringes. the next transfers over to the project. in terms of actual expenditures to date.

in terms of the employee's salary fringes, year after year in terms of the number of people that have paid, there are 17 more on there now than there were last year. primarily they were it for expensive maintenance equipment. as you know, mta is making us pay for records for parking for all of our city vehicles. this is another department. they have not started charging us for any of that. so, that is a review of our finances this year. we are projected to end the year

some of the details on how the planning department will work together. the other thing i wanted to but you know is i am trying to schedule a time where you will be able to have a demonstration of the citizen portal but we talked about earlier, which will allow the individual to be able to see status of whenever the process is. the other one of would like to have them do would be of the mobile devices. they are interesting gadgets. we would have to buy them, obviously, and maintain them. that is down the road.

to be aligned with business processes. other departments with staff on the system will be activated the end of october, we have been putting these issues out to make sure that they have been aligned with the way that we are doing business and not the other way around. we have tested the functionality of the audio visual systems. we have been on a continual basis making adjustments on how

to improve the current system, with one permit application. the system will readily accommodate electrical and plumbing operators with minimal services needed to pay. we are still looking for the process and how to help customers who have multiple permits on the same day. the next phase will include intensive training with two staff for each service group. these individuals will become the go to individuals for their service groups.
