>> it during the time from july 28th to october 6th today, at&t continued its outreach efforts to the community. we participated at the leland avenue fair on september 26th where we had a booth of materials and language as well as a petition where we had over 50 signatures in support of the site. at&t usage for self phones have gone up exponentially. we have thrown out 8000% over the last 12 quarters. but in everyday life, especially in district 10 where

at&t provides self funds to the community ambassador program, it is a program that safely escorts residents place to place in the bayview and it was created in response to the crime and high- profile attacks on asian seniors that began well over a year ago. we have a particular need. we know from their cell phone use we have problems and our coverage we would like to address, but we also know from a more technical standard from our measurements that this is a serious and significant gap for us. we've conducted a thorough analysis, but none met the search and coverage areas we are seeking to reach. >> [speaking foreign-language]

installation of at&t's installations at 199 leland avenue, a building mainly for seniors. this proposal has hit our community very hard and there has been overwhelming opposition with over 1400 signatures in a short time. both community meetings were packed with concerned residents. last sunday, at our street fair, at&t's non-chinese speaking representatives were there to ask our mainly non-english speaking residents to sign the at&t's position -- at&t's petition which i have inserted here. when they were giving away that at&t shopping bags, since this petition clearly states that at&t proposed to improve wireless coverage along highway

101, 280 corridor with new wireless facility. we feel it should be more appropriate, that they install it at the center at 250 tunnel ave. tunnel avenue is only half a mile, not several miles from the proposed site. i just want to make the correction. the translator needs a correction. he translated the chinese for resolve, the at&t representative was not there to resolve with the restaurant. they were there to ask for signatures and get people and give them the bags. signatures first and get the bags later. i want that correct at this time. commissioners. today, many of the concerned residents are here to oppose the installation of the antenna at 199 avenue. more than 50 seniors are here who came by public transportation. so far, at&t's application indicates it has only considered locations on leland avenue, which are all preference by location. please move to deny conditional use permits for at&t ad 199 ave. thank you. commissioner miguel: thank you. >> i need a translator.
4:11 am
[speaking foreign-language] >> i live at 189 leland avenue. >> [speaking foreign-language]
4:12 am
>> at&t has characterized 100 lead -- 199 leland avenue as a category five, one being the most desirable and 7 being the least. accordingly, we would like to request at&t to consider other sites. we have collected over 1400 signatures in support of our cause. >> [speaking foreign language]
4:13 am
>> we have done our own studies and the data indicates with over 100 mobile phones, their receptions are quite well with both voice and data communications and we do not due to another antenna in our community. we would like to request the antenna move to the ecological waste site. >> [speaking foreign language] >> i would like to request the members of the commission -- hear our community members voice. >>and oppose the construction of the antenna at the site.
4:14 am
thank you. >> [speaking for an language] >> i live on raymond avenue. i have been living there for 35 years. >> i have an at&t phone at my home and i have a good reception. she spoke in a dialect i do not comprehend.

>> [speaking for an language -- speaking at a foreign language] >> i have lived in this neighborhood for 20 years. i have been a customer of at&t for more than a decade and the reception has been very good. i wish that they can reconsider to move construction to a different site that has less impact on minor deborah said. -- on our neighborhood. and i also wish that they can't
4:16 am
understand the needs of our neighborhood residents. not just regarding -- not just the neighbors living on leland avenue. they can move the site to 250 tunnel ave. i wish they would accept our suggestion.
4:17 am
i am going back to 199 a leland avenue. commissioner miguel: [reading names] line up here. >> [speaking foreign language] >> respected the commission members, good afternoon. thank you for giving me the
4:18 am
opportunity to express my view here. i vehemently oppose at&t ad -- at 199 at leland avenue. for what reason? because the reason is the official website of at&t has already indicated the network coverage in our neighborhood is already very, very well covered. please refer to the diagram.
4:19 am
this map refers to our visitation neighborhood. the color reflects here that it is a very, very headstrong signal. for this reason, we do not need them constructing this antenna at 199 leland avenue in our neighborhood. the second reason is i have been living in this area for more than two decades.
4:20 am
i have been an at&t customer. all of my children are using broadband to get online. they are happy with the service. if there are individual customers that have reception issues, they, for instance, they can request to at&t and they can
4:21 am
request 3g wireless access point. [tone] again, i oppose at&t's proposed construction of this antenna equipment. thank you. >> [speaking foreign language]
4:22 am
>> i oppose at&t's plan to install this wireless internet equipment at 199 leland avenue. i have -- our requests are all ignored.
4:23 am
until the last few days, they gave us the information. will the backup battery and associated equipment present fire, explosive or chemical hazards to the residence at leland avenue? thank you. >> good afternoon. i have lived on leland avenue for 20 years.
4:24 am
for the at&t, i have three points. for two years, the government spend a lot of money it is like a garden right now and the trees are very nice. the library opened is very nice. the boys and girls club there. [unintelligible]
4:25 am
i use at&t many, many years before. reception ok. [unintelligible] [tone] commissioner miguel: thank you.
4:26 am
[reading names] >> [speaking foreign language] >> i am here to strongly oppose the antenna at&t proposed to install a 199 at leland avenue.
4:27 am
when the news of the installation spread, a lot of our residents were worried and restless. because of this, regardless of the language barrier, family responsibilities, the safety of seniors. >> [speaking foreign-language] >> the two community meetings
4:28 am
held in the evenings, there were more than 80 residents in attendance. therefore, we do not want any installation that would cause any concerns or disrupt our peace of mind. thank you. >> [speaking foreign language] >> i have been living at 170 leland avenue for more than 30 years.
4:29 am
across from where i live is the site of the antenna installation. i oppose the antenna installation there. my at&t phone is very clear. we do not need another installation diagonally across from where i live.
