there was a key mistakes that were made the last time the neighborhood was resound. this has led to its changes in the early arms. we to allow the expansion of the entertainment, however, there was 100 feet, now there is a 200 radius. we currently have these things in existence. what we have is folsom st.. this is known worldwide for its

activities. maybe you cannot get an entertainment permit. to compare this to the valencia which does allow entertainment permits as a conditional use. this should be something that would go a long way towards respecting our current and in place activities. maybe we will meet the same fight packs from those that are already there. there are those that are recognized currently. the next focus would be on 11th street. we would like to allow entertainment as a right to respect the clubs and entertainment which is there which is a rich part of the neighborhood.

housing without a transit system, a really good transit system, you will make it hard for low income people to reside there. we assume that we would be carrying the lack of transit. south of market is an extreme extension of the problem. there are very very large blocks south of market. this is really a big deal to go from third street to fifth street and from fifth street to fourth street. if we do not get the folsom st. it the way transit resolved, at some point in my lifetime, we are going to have no ability to solve the traffic problems. every new project that goes up sells for a million-dollar condo. someone is going to drive. you get people in low income

housing that have less of an incentive to drive. we must solve the transit problems. in the eastern neighborhoods and in this out the market in particular, this is high on the agenda and this is not something that the department has a function on. you have to be dealing with this. the second is if the planning department's staff reviews the project, the tendency is to look to the code. what you have been hearing about are planned policies and there will be language in the code that allows for a exception on parking in particular. all of these things go out the window if you have an exception in the code because the staff mentality is that they apply a coat, they don't apply in the

plan. is the southeast quadrant a functional entity? i would say 90% of the southeast is in an area plan right now but the planning staff is a functional staff which applies to the planning code, not the policies that the public shows with for decades to try to get adopted. we need to be thinking about the southeast quadrant i don't think any more. this should be something based in the area plants. >> it is there additional public comment on this item? >> i want to start off by commending it -- to has done a stellar job over the many years. i look forward to the day when

this zoning is implemented and we can reform what we would like to do. there are some things that i think like requiring 30% affordability which is too extreme. there is the principal project. aside from affordable housing, i don't think that that is correct. this specifies jobs housing. these come into play. really, we will provide housing, provide a better community. we will look all these things that will not slow down things. we will prevent growth come prevent jobs and ultimately did not provide more housing.

lastly, i have only been here for about three years the of like to see more of a balanced committee both from owners, developers, and the community itself. once again, i think that jim has done an excellent job. thank you. >> thank-you. is there additional public comment? >> class five years we have been working with the task force, a large development site. how want to take a minute to establish the fact that this has been a collaboration over the past five years. we did not come in with the plan that you will see before. we are where we are now placed

on five years of his aunt take. oftentimes this task force gets the reputation of being difficult to work with. i think it is time intensive. if you put the time in and you try to explain over time what you're issues are from the development standpoint, what it takes to make something work, this is not a group that turns the other way. i think that they are responsive to what they can take from your project which helps to push the community in a direction that they want to see it go. i commend them for sticking to it for as long as they have. it is up to you to decide whether this is a good reflection of the ideas and concepts captured in the plant. what is important is to

remember the fact this is the output of a lot of give-and- take. this group, whether it existed two or three years from now or stops to work on projects after the plans are approved, has done a pretty commendable job to take the it is of a lot of different people and to collated into a document that you can utilize. >> thank you. public comment is closed. do you have anything to add to your previous comments? >> >> would it be appropriate for me to respond to any of the public comments? >> not at this time. we will go to commissioner's comments.

we might even have comments and questions for you. >> thank you for all of the good work. this was a lot of work that has gone on for a long time. i really appreciated the historical context that was given. history goes back even before the 1960's before industrialization began to go away and new uses came in but probably back to the 1850's and before. we have a lot of different groups who have inhabited this part of san francisco and even a higher residential percentage prior to the earthquake. i think a lot of these industrial uses came in after that. i want to make sure that we don't freeze the neighborhood in time. it is important to preserve and recognize what is there. everyone is welcome.

there will be new residents. we have heard from some of them who represented the concerned citizens. for the neighborhood to become a vibrant, to get the funding to do the kind of things that you need to have, you will have an influx of new residents. your careful that the character of the neighborhood is not destroyed, especially architecturally as a new residents come into the area. this is important because we're hoping to do a lot of things that i think are very important and need to be done, particularly the open space that we have been talking about which is set in need not sadly needed street improvements, sidewalks, possible traffic coming -- calming.

we have a basic income how little the here. i'm not sure that this is reasonable because the city standard is much lower. my guess is that if we did an analysis of the housing, this is probably a fairly high percentage which is categorized as affordable. this is probably higher than the city average before parent of union balance, especially when you're trying to add some of the things her did you have to look at this realistically. the preservation aspects, we have to look really carefully at the structures that are there and make sure that it is believed that a lot of these have to stay and we need to adapt to reuse, you will have to allow developers to build these additions with not too many restrictions.

if they will adapt and reuse an old industrial building, and you cannot add on top of that a lot of restriction on the affordability because this will not work. these are some issues that we will struggle with and we always do. the other thing that we need is neighborhood surveys. we talked about folsom st., 8, 9 street, places where the fed should occur and that does happen where there is a shortage of neighborhood serving retail and other uses. that will have to be added in somehow and it will have to be incentivized. you have to make sure it is high enough for those businesses to survive. at the present time, this probably is not high enough. that might be one reason.

preservation, i think that is important, preservation of entertainment uses. there is a way that this can work out. this has to be respected because this has been there for a long time. finally, there was some talk about allowances which i think would be a good thing because this adds diversity to the neighborhood. the residents might be able to bring more people into the neighborhood and give it more daytime vibrancy while still being very careful to preserve the uses that are still in the neighborhood. those are some of my concerns but i think that there is a lot of good work that has to be inclusive of all stakeholders and also those that wish to live or work in the area. >> commissioner miguel.

this was middle income. there are remnants of them south of market. basically, they are remnants. the comments regarding the massive printing district that was there. several migrants, parents and grandparents were in the printing business in that area. i have toward them and some of them have moved out of town. of course, they don't recognize it. i thought that the comments on lgbt history was important. i thought about and the bout

houses which were eliminated because of the aids epidemic, whether that was actually a solution or not and i have a number of friends and family who have also questioned that over the years. some of them serve in great educational institutions as well. the elimination of the lgbt community businesses, particularly arts and entertainment restaurants was a shame. some of the best restaurants in san francisco in the middle price line and some of the best entertainment in san francisco was in that waterfront district and nothing virtually remains of it anymore. as to the social heritage district, that is a good

concept. i would like to see it go further. i am interested in what it restricts as much as what it encourages because i have a suspicious nature on too much restriction because i believe in change. arts and entertainment, i am questioning how it is allowed in these districts right now. i have very serious concerns in that regard. i appreciate the comments on transportation, unfortunately, in my experience, this is very much of a chicken and egg, do we have the actual math -- massive people to support transportation in order to get into their art to we put to the transportation in.

what i would like is a little bit more detail on how the boundaries of this area are affected when they meet other areas or even unplanned areas, what is the difference? what can i do on one side of the plot or the next lockdown that i cannot do here to fore, what can i do here? san francisco is too small to have absolute boundaries in my mind. there has to be some give and take. there have to be some blending, particularly when we're dealing with the south of market area. i have not seen a delineation of those comparisons at present and

i would like to see that in the future and i will have more common -- more comments. >> this has a lot of merits. i am proud to be a san franciscan. i know how good it feels to get consensus among communities. i am concerned that all of the community had people opportunity to participate. there was one comment about having a representative there. for the most part, i am supportive and i am in agreement about it might be too restrictive in certain circumstances.

i'm still learning about the preservation aspects of it and i would like to discuss this and learn more about it and learn about some criteria that was set. it is ok to put these plans on but you need to have the ability for growth and change. i also agree with the comments that transit needs to be taken into consideration. i think it is important to take a look at this. this has a lot to do with working with japan town.

i say this by way of the supporting both the filipino and the lgbt heritage. i think that we're pleased that this has taken the lead and has documents available for that kind of community to take a look at because they will be preparing for a similar kind of approach.

in the planning process will be ultimately faced with the problem on how inclusive the process can be. there might be something that needs to have attention. on the whole, it seems that the process has worked and we will always have people i'm sure not only today but when the document comes up and you really and truly get down to looking at the plan and adopting the policies and making the zoning changes, etc.. there will be the supporters and

naysayers at those hearings. our job is to take that into consideration and try to balance that. as we see the environmental report and the language in the code, we'll have a lot more to say. and so far i have been very impressed and congratulate the citizens task force and the staff. president olague: commissioner moore? commissioner moore: i second that express of sentiment from commissioner sugaya and genuinely support what the other commissioners have said and i have been impressed that the process has been involved and this is my sixth year on the commission and what has gone on

all levels and that we could have questions and responsive action on concerns we have brought forward. and i challenge all of you as a committee to continue sao feel some of the questions that you raise today and stand with answers or clear responses of why you believe you cannot move forward with them. we are hear to listen to everybody. and the the strong plans and including those questions and not about he said-she said, but the nature of the remaining questions and has it been responded or not responded and stands strong to the additional deliveries as we move forward. congratulations to all.

president olague: it's been a long process and i have been here since the beginning and is really something to be proud of this whole process and this has been really a challenge and been unique and i just want to congratulate all of the committee members over the years because i don't know, i think it's something to be proud of and as i wind down my time here in june of 2012 hopefully we will see adoption because i would like to be a part of the conclusion on this level because after it leaves here and you go to the board and that is a whole other iteration of everything. but i did want to comment that i do agree that i want to look at
