approve other task forces, saying there were other mechanisms in government to analyze these things. i think nrdc and edf had hoped to have a discussion about real revenues. that is why the task force fought so hard way. -- hardly. >a bill that affects highway projects across the state. this would continue to delegate nepa to caltrans. without this extension, the ability for caltrans to administer the nepa process would have gone away. that was approved by the governor. ab1097 authorizes bid preferences for domestic content for transit agencies.

a federal law allows that but requires a state to adopt a statute. this aligned itself with federal authorities, so the transit agency can now, with the permission of the state, including a higher level of domestic content requirements in their procurement processes. a very interesting bill that we have marked down for watch, ab 1900. this provides relief for leadership projects in the newly defined set of projects. residential, commercial, cultural, everything except -- pretty much any kind of major new structure that requires at least $100 million in investment and be certified as a silver leed project. infrastructure could qualify itself for a special designation by the governor.

if it receives a designation, then any appeals against the validity of the ceqa process would be brought straight to the appellate court, and the appellate court could either use a master or themselves, but they would have 175 days to dispense of this. it removes a lot of the timing uncertainty around the development of projects. it will bear taking a close look at this. it is very technical. a lot of major aspects as to how to qualify. ultimately, the governor is the person who has the authority to designate -- commissioner mar: what is the size of the projects this covers? >> it needs to bring $100 million of investment into the project area. pretty good sized projects. one other measure i highlighted in the past that was vetoed by the governor was sb 29, which

sought to revive uniform codes for a light cameras across the straistate. the governor decided that those kind of decisions were better left up to the local jurisdictions. sb310, page 19 of your matrix builds on the transit are ready product program affiliated with the sustainable communities strategy. it makes a titer of link between transit party projects and infrastructure financing districts, and the roles and relationships between the city and county administering the county. that was administered by the governor. -- approved by the governor. that is my report on legislation. the legislature is due to come back in early january. we will be doing planning for next year and the coming weeks and months. commissioner mar: thank you.

have popples, you have raw sewage running on the streets from the a list pripet public projects. when you go on the causeway there are potholes. i see people coming here to present things in a very superficial, a general manner. but we really need to go and take a look at what is happening on those roads. we have a checklist. you can improve the tax payer money. in these dire economic times, one of the checklists should be standards. another should be quality of life issues. another should be safety. i cannot understand how you are going to have bike lanes by cargo way, when we have all of these huge trucks going by.

the bridge that was built was narrow. nearby companies each contributed $100,000 towards that bridge. the bridge should have been a little bit wider. what i'm saying is, let's have recreational, other types of activities, in an environment that does not adversely impact our children and others. that includes parents had park. i spoke to the authority. they said that they are going to give so much money, when they themselves have areas that they need to look after which are not

look at how beautiful this was. there is our relationship to the planet. these regions are the wealthiest, the most powerful. that really has impacted the planet. it is almost impossible now to go anywhere and had it really be completely dark. there are very few locations that you can find. that means our relationship to the sky, there is a way where we dominate the sky. we cannot see anything really. we are blinding ourselves in a way.
