everyone in the movement. but i feel like the trust has been broken before the sfpd and occupy s.f. there's been a particularly interesting aspect in this movement to me. one that questioned my preconception about police. we have worked with the police. we have been trying to comply with city codes and so on. we've been trying to make this a movement that is not disrespectful or harmful to anyone. but when you assault us and arrest us and you refuse to let us have basic human rights, you are not showing that you are with us. i told many of the riot cops that were there that night that i believe in personal responsibility. that we all choose our actions and we're responsible for what we choose. so my question to everyone here as well as to the police is are you part of the 99%? are you willing to support us or not?
11:01 pm
[applause] >> thank you. next speaker. good evening, city officials. it's been a rough night. an entertaining night. my name is ivan velez. i just wanted to say three things. a lot of things have been said. the mayor has been on many, many times tonight especially about occupy s.f. and the new movement that we are all part of. and i would like to hope that you enjoy it. you gathered a lot of information from us. and you appreciate what's going on on this day. you can use all your powers and not be detered by obstacles to help to help everyone and ourselves move forward.
11:02 pm
the 99% -- the 99% help us, help us move forward. thank you for listening and being here with us. >> 99. >> thank you. next speaker. >> i just want to thank you all for listening to these incredibly well spoken people. i have not been a part of the movement but last night i found out a little bit more about it. so i went online and i watched what happened on sunday night and i was just so shocked and so incredibly upset that i had a difficult time sleeping last night. and i wanted to do something to try to help these peep. this is something that's been going on for a while with the police. i noticed this when i was protesting against the war, you know, back in 2002. and the police takes such an
11:03 pm
antagonistic stance against everybody. i mean, there were children, there were families and grandparents, you know. everyone is extremely peaceful, yet, the police just had this -- i don't know -- smears on their faces. the riot from the other night -- i don't understand riot gear. it only equates to me violence and violence begets violence. and this is something that i would hope that you can do something about. i don't know if you can or not. i know it's the police department. and, but please do whatever you can. maybe find the person that was responsible for ordering the attack on sunday night and see if they can be accountable for it. thank you. [applause] >> are there any other members
11:04 pm
of the public that wish to speak? seeing none, i want to thank everyone again for your patience and for your respect during the public comment period. and with that, the general public comment is closed for this evening. colleagues why don't we go to our adoption. would you please call items 27-21. >> these items will be acted upon by a single roll call vote. it will be called separately and considered. >> supervisor? >> 27. >> supervisor avalos? >> madam clerk would you please call the roll on the balance of the adoption calendar. >> on items 27-21 -- >> supervisor avalos. roll call vote on item 28-31.
11:05 pm
>> cam? >> aye. >> supervisor chu? >> aye. >> owen, aye. >> supervisor else burn? >> aye. >> ferrell? >> aye. supervisor kim? >> kim, aye. >> supervisor wiener? >> aye. >> there are 11 ayes. those resolutions are adopted. item 27. [reading] >> supervisor else burn? >> thank you. and i'll be very brief because i understand supervisor avenue lose is going to move to table this item because the governor has signed this bill. i couldn't let the opportunity to go by. this bill is exactly why i think is wrong. why in the world do they pass a
11:06 pm
bill telling city can and cannot do. why are we doing this? san francisco hasn't passed a new contract proposal in about 25 years. the public library has never even talked about doing this. this is such a pandering piece of legislation that the democratic caucus and the legislature did to placate the service employees. it is absolute pathetic and rather than focus on how abysmal our state budget is, they're passing legislation like this. it's embarrassing to be a californian while our legislature is dealing with this kind of tidly wink stuff. focus on the real issues. sorry, john, but this one more than anything, this session drove me the craziest. and if we're going to support anything like this, let's just pull ourselves out of the league of cities. why are we here? let's just let the legislature tell us how to run our budget.
11:07 pm
this bill is asinine. thank you. >> supervisor avalos? >> well. >> i got egg on my face, don't i? this bill was important to me to support because i'm really concerned about the privatization of our public institutions. it's something that we grapple with over and over again here in san francisco about public services that have been looked at to privatize. so i thought it would make sense to support efforts against privatizations even at the state level or adjusting places around the state of california. we grapple with the idea of privatizing our jail services, going from a profit model to manage health care for people who are inmates in our jail system. so i actually was, you know,
11:08 pm
interested in -- to urge the governor to sign, clearly not everyone was onboard with that idea. and i'm actually -- since the governor did sign it i was going to say to table it. it doesn't relate to the resolution here in the room. >> supervisor avalos calls to table. without objection the item is tabled. >> madam clerk could you read the me mother yum. >> the late mr. howard grayson on behalf of supervisor else burn for the late thomas beganlynn. on behalf of supervisor kim for the late mr. paul gillman and on behalf of supervisor chu and else burn for the late tina --

captioned by the national captioning institute --www.ncicap.org-- >> [roll call] please be advised that the ringing of cell phones, pagers, and electronic devices are prohibited during the meeting. any person responsible for them going off will be removed from the meeting. please be advised that sell phones on vibrate provide interference and be request that they are turned off -- and we
11:12 pm
request that they are turned off. >> i do have one item of note. may 17, 2011, the board of directors unanimously executed the purchase agreement for the acquisition of property at 900- 93 stockton street in san francisco for the subway project. the purchase price of the property, $6.9 million, assumption of current lease to assume the property owner's property management agreement with on site property managers inc.. the purchase agreement was approved by the property owner on october 6. we are now required by law to report the action was taken. item number six, introduction of new or unfinished business.
11:13 pm
>> thank you. i but like to put on the next agenda that we vote to approve the continuation of the [unintelligible] program, extending it so that they can continue this program. so the drivers have a way out, if they want to leave the business. >> is this something that the advisory committee has dealt with? >> yes, they have dealt with it.
11:14 pm
supposedly, there is a resolution on the staff asked -- staff desk. >> i am not sure that we can promise that for the next meeting. there are several things that have to happen. >> is that ok, director? we are checking to see what is on the agenda already. >> there are several others. >> it is a timing issue. one of the things that we request that happened at the last significant tax the event was the passage of the meter increase. and the single operator compartment for extra permits with multiple things coming forward, reporting back on the
11:15 pm
medallion program. the deputy director said that that was in the works. i agree with bruce, this is important. i do not want to step on what the advisory committee is doing either. i am fine with falling out, making sure that we are moving this along. a lot of this planning depends on how we deal with that particular project. i certainly would not want to force it into the next agenda. >> as soon as possible, that is what i understand. >> thank you. chairman, members of the board, i know that i got here late today. >> window. >> we discussed this briefly in committee on friday. the attack is working on this issue, working on -- tac is
11:16 pm
working on this issue. it is taking longer than they had hoped. not only for the current program, but alternatives to receive a consensus representation for them. bringing back the translucence further, to extend them from the pilot. many people share the director's concerns about the speed at which this is moving you will have something to report back sooner, rather than later. >> i was reminded, again, last friday night, when i was on my new boss, in my neighborhood -- on my new bus, in my neighborhood, it took us five flight cycles to get through the next intersection because of the volume. there was only one card that
11:17 pm
could get through per cycle. i was reminded that i know we have pilot projects on market street, but our work is not done and we definitely have more to do. i am sure that it was beyond frustrating for the operator, who just wanted to stay on schedule. we definitely still have some work to do. i am of newport to hearing about the progress we have going -- i am looking forward to hearing about the progress we have ongoing. >> before us we have a likely lever from the city attorney with concerns such as what we had seen in the political campaigns. that happened last thursday.
11:18 pm
we talked about this. my concern was that the stress of a political campaign might bleed into the presentation. a number of pages about his own response, directly to that, in what he had done in anticipation of that campaign. if this is not a calendar item, we cannot discuss it today. the best thing to do, really, would be to contact our attorney. thank you for being here, from the city attorney's office. if you do have ongoing concerns, we will discuss them, but not on this agenda. >> item #7, directors report. >> good afternoon.
11:19 pm
thank you again. happy to be here. happy to kick off the report with special achievement awards recognizing outstanding performance by some of our employees. we have three different divisions. a lot of folks to recognize today, which is a great thing. we are starting out with safety enforcement division. please, step up to the podium. working out of mme, he has been with the agency for five years. known for his excellent professionalism and customer service skills, we recognize things here that are above and beyond credit customer service and professionalism, which we do expect from all of our employees. when he was working with his partner, he heard someone
11:20 pm
yelling for assistance in the station, saw that it was the chairman lying down on the floor of the station. he dropped what he was doing, rushed to the man, and administered cpr after determining that the man did not have a pulse. he was able to keep the man alive, thanks to the administration of cpr, until the paramedics came. the man did survive. he clearly would not have otherwise. just to tell you something about mr. othello's character, he did not really tell anyone about that. but word spread. the secret got out. [laughter] you never know when these things are going to happen. it was just the day before that
11:21 pm
he had gotten cpr training. [laughter] i asked our director of safety training to introduce our well- deserved award. >> mr. mason? >> good afternoon. i want to introduce you to mr. othello. he has been an inspector for five years now. during budget times, when we are spending money on training, we often wonder why we are spending so much money on this and that. this is an expense that was well-deserved. b. continue to do cpr training in it -- we continue to do cpr training and recertification.
11:22 pm
>> commander, if you would like to say something to us? good afternoon, cmdr. >> good afternoon, mr. chairman. directors. it is my absolute pleasure to work with this group of transit inspectors, some of which you see behind you. they just do a phenomenal job for our agency and are just, intermingled with our citizens, they are extremely helpful. something like this is just the tip of the iceberg of what they do on a daily basis. this young man here is remarkable. i really appreciate your acknowledgement of his efforts. quite frankly, he is a hero. thank you. >> please come forward.
11:23 pm
[applause] >> i cannot believe this. first of all, i would like to thank god. whoever that man is, whenever he is, wherever he is, i know he is in joining his life together with his family. thank you, muni. >> thank you. [applause] on behalf of the board of directors, thank you for your terrific work. >> from the sustainable street division, please step forward.
11:24 pm
patricia has been with the agency for 10 years. she started in the school crossing guard program. helping to ramp up in 2010, she basically became the administrative minister -- manager for what used to be the department of traffic. all of the aspects of the division. known across the agency as someone who operates with great professionalism, collaborating with the other parts of the organization. particularly, you may control -- -- you may remember the comptroller's office. while dealing with auditors is usually on task, those people often look forward to something that patricia does as she serves as the liaison, turning a
11:25 pm
supposedly unpleasant experience into a very constructive on that. it yielded many recommendations. longstanding, short performing, the reason that she is being awarded is that she got the comptroller's office to be well- founded. [laughter] -- well funded. [laughter] we have asked mr. yi to introduce patricia. >> that afternoon, members of the board. patricia. patricia, it is really an honor to work with you. under your leadership, sustainable street division became the sometimes well oiled machine that we are. on behalf of all of those who
11:26 pm
you have helped along the way, thank you very much. [applause] >> on behalf of the board of directors and entire agency, i know that you brought along a cheering section. >> thank you to all of you for coming. i have amazing colleagues. without them, i would not be able to get anything done at all. the first person i'd like to thank is martha campbell. the first person to hire me. even though i had no experience in the public sector and had been working in the international moffett field, which was a big jump. she gave me tons of room to -- international non-profit field, which gave -- which was a big jump. she gave me room to grow. [applause]
11:27 pm
>> thank you. the last group is from the tin this group, teamwork is abot -- something that we work hard to encourage and support. certainly, we get more out of the team of employees than we do out of any one individual. we will recognize the seven individuals in the presidio division, working towards of the city's zero waste bills. the climate action plan has largely been achieved by the fact that we provide public transportation to this city, doing so largely through fuel- efficient and zero-emissions vehicles. ourself phones are operations that generate its own waste and emissions. this gets the folks out. taking the reins of the presidio division, driving at the waist down to zero.
11:28 pm
one metal indicator that i've of give you, that they did, whose efforts were the monthly trash bill, bringing it down from $13,000 per month to $3,700 per month a 70% or so reduction. that is just one indicator of the work that they did. i will just read their names and asked mr. john haley to introduce them. we have frank lem, an electronic minutes system supervisor, here for 21 years. the able leader at the presidio. wun wong, with 18 years of service. douglas glee, electronic trances it -- assistant supervisor of the 21 years. ms. peterson, 21 years of
11:29 pm
service. more years than i have days. [laughter] myra tellabs and nim lem, with years of service given to the people of san francisco, it is all extraordinary. the work that they did to drive down the generation of waste is what we are recognizing today. thank you and congratulations. >> thank you. i will actually turn the microphone over and i will say only two things. one, you do not get the kinds of results that they got by not being passionate at the job. please make sure that you dispose of your waist before you leave. [laughter]
