review a couple of early comments. one that the deputy director mentioned. monday was a holiday. today is tuesday. i did not know this was on calendar tonight. we are getting one side of the story from their legal counsel. we have not had an opinion from the legal department or the city attorney. the fact we're talking about this -- there is a project under foot. i do not see how it would be in the city's best interest or the public's or the industries to set such a standard.

know in san francisco. as much as i enjoy the storytelling of the counselor, it was not brought to the attention that it was going to be on calendar. it is not like things could not be done. i want to make it clear i do not think the police department should be encouraged as a naysayer. police just want to encourage due process. president newlin: anybody else for public comment? matters with the commission -- if you have a month, we have time in our next meeting. if we have time, maybe staff can run it by the city attorney.

i certainly do not want to lose your ability to develop something in that area, where the city needs improvement, especially in that neighborhood. i would not want to do anything that would prevent that from occurring in the long haul. but we do have a process that would be personally -- i would be afraid of going forward with it until we got some directive from the the city attorney -- from the city attorney. with the applicants be amenable to continuing this to the meeting of october 25? >> i would. we would be amenable to that, yes, mr. president. however, i think ms. kane can address this issue. we have been posted 30 days. i am not sure, if it did not go out. that was not our fault.

>> i wanted to say it is national coming out day. if you are not out already, do it now. i also wanted to -- howard grayson, who is a longstanding activists -- activist in the city and a long-term member of the harvey milk club. he passed away two thursdays ago. i want to recognize that he will be sorely missed. i think that is it. president newlin: item eight, new business for future agenda items. the what? excuse me. did you want to do a report? a short report? a very short report? i want to rehash what has been going on in broadway. probably the issue we have right now is with department 24. i would like to maybe sit down with them and hammer out -- we have had a lot of problems. they have just turned over to new owners. we are getting large party buses coming in. it is at capacity. they get off the party bus with a prepaid ticket and cannot get in. it is creating huge problems on broadway. it is overcrowded as well. we have been making sure they are in compliance. lastly, we got a letter from someone that is out of town. i will read it briefly and let you know what we are doing as far as that.

"my husband and i are frequent visitors of -- visitors to the city. we visit giants games, the theater, and many restaurants, as well as other things to do. well there, we stayed in a hotel near the roby sky. on some thursday nights and friday and saturday nights, the clubhouse parties." the person goes into the different issues we have. i contacted roby sky, and we are dealing with that. we are talking about the good neighbor policy. he is extremely receptive. i think we will be able to take care of that. >> i apologize. i wanted to tell officer matthias, since he is here, that the new application for apartment 24 will be in front of the commission in, i don't know -- three weeks? for weeks?

-- four weeks? we will have an opportunity in a formal way to consider that in terms of not just advising, but in terms of conditions. president newlin: 1 comment. i was speaking to some of my colleagues at dpt. they still tow a lot of cars on broadway. the toy trucks are lined up. we see the back end of it. we see the tourists going up there for a nice dinner at night. i think that ask you about this once before, and you felt it was still necessary to control the problems on broadway. the think that is still relevant today? >> is hopeful from the standpoint of traffic, as far as keeping them open, and as far as people not being able to get hold of a weapon while going

into their car. i will speak with my captain. we can come back with his feelings on it as well. president newlin: i would request that if it is determined that it is necessary, we do not seem to be making any progress with the sign shop. we see the back and getting nailed. -- we see the back and getting nailed. the theory behind traffic control is should not be used as a law enforcement function. it is counterintuitive. people are not looking for a towaway. they are going out to dinner. we are not seeing gang bangers coming in. we are seeing live to commit people. -- we are seeing legitimate people. if you want to keep the restriction in force, would you work hard with the captain and

police department to press upon the city engineers, the meter people, or assign people to put individual signs on every meter, just a little sign that says this is towaway on friday and saturday nights? nobody looks for it. i know they have increased some silage, but they are going like crazy out there. we are not telling anybody that is -- we are not towing anybody associated with gangs. we are just penalizing people who come into the city for dinner and entertainment. i hate to see it happen. if that has to be -- if that is necessary, i think we should do stronger out reach to keep people from getting hit so hard. ultimately, they do not want to come back to the city. we are all losing. ok?

the attack is working on this issue, working on -- tac is working on this issue. it is taking longer than they had hoped. not only for the current program, but alternatives to receive a consensus representation for them. bringing back the translucence further, to extend them from the pilot. many people share the director's concerns about the speed at which this is moving you will have something to report back sooner, rather than later. >> i was reminded, again, last friday night, when i was on my new boss, in my neighborhood -- on my new bus, in my neighborhood, it took us five flight cycles to get through the next intersection because of the

volume. there was only one card that could get through per cycle. i was reminded that i know we have pilot projects on market street, but our work is not done and we definitely have more to do. i am sure that it was beyond frustrating for the operator, who just wanted to stay on schedule. we definitely still have some work to do. i am of newport to hearing about the progress we have going -- i am looking forward to hearing about the progress we have ongoing. >> before us we have a likely lever from the city attorney with concerns such as what we had seen in the political campaigns. that happened last thursday.

we talked about this. my concern was that the stress of a political campaign might bleed into the presentation. a number of pages about his own response, directly to that, in what he had done in anticipation of that campaign. if this is not a calendar item, we cannot discuss it today. the best thing to do, really, would be to contact our attorney. thank you for being here, from the city attorney's office. if you do have ongoing concerns, we will discuss them, but not on this agenda. >> item #7, directors report.

>> good afternoon. thank you again. happy to be here. happy to kick off the report with special achievement awards recognizing outstanding performance by some of our employees. we have three different divisions. a lot of folks to recognize today, which is a great thing. we are starting out with safety enforcement division. please, step up to the podium. working out of mme, he has been with the agency for five years. known for his excellent professionalism and customer service skills, we recognize things here that are above and beyond credit customer service and professionalism, which we do expect from all of our employees.

when he was working with his partner, he heard someone yelling for assistance in the station, saw that it was the chairman lying down on the floor of the station. he dropped what he was doing, rushed to the man, and administered cpr after determining that the man did not have a pulse. he was able to keep the man alive, thanks to the administration of cpr, until the paramedics came. the man did survive. he clearly would not have otherwise. just to tell you something about mr. othello's character, he did not really tell anyone about that. but word spread. the secret got out. [laughter] you never know when these things

are going to happen. it was just the day before that he had gotten cpr training. [laughter] i asked our director of safety training to introduce our well- deserved award. >> mr. mason? >> good afternoon. i want to introduce you to mr. othello. he has been an inspector for five years now. during budget times, when we are spending money on training, we often wonder why we are spending so much money on this and that. this is an expense that was well-deserved. b. continue to do cpr training

in it -- we continue to do cpr training and recertification. >> commander, if you would like to say something to us? good afternoon, cmdr. >> good afternoon, mr. chairman. directors. it is my absolute pleasure to work with this group of transit inspectors, some of which you see behind you. they just do a phenomenal job for our agency and are just, intermingled with our citizens, they are extremely helpful. something like this is just the tip of the iceberg of what they do on a daily basis. this young man here is remarkable. i really appreciate your acknowledgement of his efforts. quite frankly, he is a hero.

division, please step forward. patricia has been with the agency for 10 years. she started in the school crossing guard program. helping to ramp up in 2010, she basically became the administrative minister -- manager for what used to be the department of traffic. all of the aspects of the division. known across the agency as someone who operates with great professionalism, collaborating with the other parts of the organization. particularly, you may control -- -- you may remember the comptroller's office. while dealing with auditors is usually on task, those people often look forward to something that patricia does as she serves

as the liaison, turning a supposedly unpleasant experience into a very constructive on that. it yielded many recommendations. longstanding, short performing, the reason that she is being awarded is that she got the comptroller's office to be well- founded. [laughter] -- well funded. [laughter] we have asked mr. yi to introduce patricia. >> that afternoon, members of the board. patricia. patricia, it is really an honor to work with you. under your leadership, sustainable street division became the sometimes well oiled

machine that we are. on behalf of all of those who you have helped along the way, thank you very much. [applause] >> on behalf of the board of directors and entire agency, i know that you brought along a cheering section. >> thank you to all of you for coming. i have amazing colleagues. without them, i would not be able to get anything done at all. the first person i'd like to thank is martha campbell. the first person to hire me. even though i had no experience in the public sector and had been working in the international moffett field, which was a big jump. she gave me tons of room to -- international non-profit field, which gave -- which was a big jump.

she gave me room to grow. [applause] >> thank you. the last group is from the tin this group, teamwork is abot -- something that we work hard to encourage and support. certainly, we get more out of the team of employees than we do out of any one individual. we will recognize the seven individuals in the presidio division, working towards of the city's zero waste bills. the climate action plan has largely been achieved by the fact that we provide public transportation to this city, doing so largely through fuel- efficient and zero-emissions vehicles. ourself phones are operations that generate its own waste and emissions. this gets the folks out. taking the reins of the presidio division
