down to zero. one metal indicator that i've of give you, that they did, whose efforts were the monthly trash bill, bringing it down from $13,000 per month to $3,700 per month a 70% or so reduction. that is just one indicator of the work that they did. i will just read their names and asked mr. john haley to introduce them. we have frank lem, an electronic minutes system supervisor, here for 21 years. the able leader at the presidio. wun wong, with 18 years of service. douglas glee, electronic trances it -- assistant supervisor of the 21 years.
2:31 pm
ms. peterson, 21 years of service. more years than i have days. [laughter] myra tellabs and nim lem, with years of service given to the people of san francisco, it is all extraordinary. the work that they did to drive down the generation of waste is what we are recognizing today. thank you and congratulations. >> thank you. i will actually turn the microphone over and i will say only two things. one, you do not get the kinds of results that they got by not being passionate at the job. please make sure that you dispose of your waist before you leave. [laughter]
2:32 pm
i will say that the extraordinary effort described started but a banana peel. -- with a banana peel. [laughter] >> that afternoon, all. i was asked by my supervisor to be the zero waste coordinator. i found a free card for recycling, composting, and waste. i saw the opportunity to spread the word. it was automatic. i hope the other people would see it as well. -- helped -- hoped that other people would see it as well. i know that when we do reduced, because of meerkats, we decided san francisco would be a 0 waste
2:33 pm
city by 2020. separating out our trash, we create jobs and produce opportunities to produce items that can be reused and renewed. when i looked at the bill, starting in 2008, i told my father that the big difference here in the presidio was a high- risk from all of the divisions. -- was the hires from all of the divisions. in the maintenance and and operations division, they kept letting them, they were the most above the divisions. $13,000 per month, we had to run a meeting. one young man decided he did not
2:34 pm
want to be last anymore. the gentleman there that was eating a banana, he took it and threw it in a garbage can. one man said that he was sick and tired of being last and that is when things started to change at the presidio. each person that i have come to work with, they have effectively help to this bill to go down to where it is now. frank was the coordinator before i even came on board. he has been the eyes in the years for the facility. anything that he sees that is out of place, we know that we can contact him. he has his finger on the pulse of what is going on. our chief supervisor, when we first told her about this
2:35 pm
program, she was a bit confused. people in the office thought they had to separate the paper, from the glass, from the cans. she just did not get. be told her -- she just did not get it. we told her that this made it a much easier job for her. and she started to do just that, making things go a lot smoother. miss debra prints. and operations assistant who has been a tremendous help to me. she has also helped me -- when we had a legal thumping -- not just from the public, but from the city as well, she helped me to strategically remove containers from one part of the yard to another. closer to the building.
2:36 pm
we have people illegally dumping in this community and we have to pay for that disposal costs. she is responsible for locking up. she has taken it upon herself to make sure that those containers stay locked and no one has an opportunity. these are legal documents. contamination would not pick up until we moved in there. this way, i could do my job much better. from training, she has allowed me the opportunity to come and speak and allowed me to tell
2:37 pm
them about our programs, putting them on top to separate the trash. every time there is a violation program, he allows me to come in with the employees as well. doug told me that he would take on the responsibility of making sure that the containers were where they needed to be. making sure that he would do what needed to be done in this effort. mr. wong, he is just like deborah. when there is illegal dumping, i let him know as soon as we hear about it. i do not know what he does. he makes it disappear. he finds that people that did and we do not have to worry about them again. lastly, i want to mention mr.
2:38 pm
munez. he is the custodian in this bunch, and i think that those jobs likely go unnoticed. he moves the trash and the compost on a daily basis. there is one other organization that plays a vital role. they come out as a team. we hired them. they come out and remove the recyclables from our facility and do it with teeth that we gave them to go into the containers. removing the trash and the compost. as i said, the wonderful thing about these people, they have
2:39 pm
got it, they have really got it and never ask what is in it for them. this is what teamwork does. it grew the makes me proud, to stand here and present this award in honor of them. >> we have combined recycling and ecology in different city buildings. we have 12 people with them -- developmental disabilities over the last 10 years. this has had a tremendous impact on their lives. i think that they feel ownership over the recycling and helping the city. >> thank you all very much. everyone did a great job.
2:40 pm
[applause] -- [laughter] we did this on a part-time basis. in terms of the devotion, it would not have been achievable. of those four, i would like to recognize a john hendison. thank you. >> thank you. [applause] >> as those certificates are being handed out, i will make
2:41 pm
no that no longer -- now that the presidio no longer has the highest garbage bill, some other area does. mr. haley and his team have been working with the department of the environment to take the lessons learned here to make sure that everyone of our divisions and facilities is performing as well as presidio. modeling great behavior, falling good policy to save money in the process. [applause] so, we have one more recognition. this one is technically an mta employee. now the chief dudley has left the room, i can say that we consider to be an employee. when she returns, i will ask her to step up to the podium. this is not an employee award.
2:42 pm
we are acknowledging her, as we just heard yesterday, making the recipient the community service award winner. a dinner on saturday night, being a tireless advocate for belgae bt equality -- lgbt equality. we feel very lucky to have her serving there now. one aspect of the career is that she served as the longtime president of the police officers and a vocal advocate for gbt members. we could not be more proud to have our qualified-employee here for recognition -- quasi- employee be here for
2:43 pm
recognition. congratulations. [applause] >> this is unexpected. director, i have to say that it is my absolute pressure -- pleasure to be a part of this agency. all of you should be extremely proud. we have worked collaborative leading other. i have loved every moment that i have been here. i am very humbled by civil work. i have spent the majority of my time in the police department as an advocate for lgbt officers in the community. i am in all of what they do every day. a -- we -- awe of what they do every day.
2:44 pm
i am happy and proud to be here. thank you. >> congratulations. [applause] >> a brief clipper card update. i think that i gave you an update at the last meeting. or the one before. just a few additional items. i think we will come back with a more substantive update in future meetings. as being performed by staff over the next few weeks, finance, internet technology, maintenance and marketing. we are bringing this program into the house now. we are, by far, the biggest users of clipper. or, our writers are. it has been a very successful program, from our standpoint.
2:45 pm
, we have got some pretty it -- standpoint. we have gotten some pretty good results. i know that from my own experience, we can significantly improve performance and reliability. we have much fewer incidents of readers not working, when you go to tag them. but it is the software change that increase the reliability significantly on the clipper card. now, just a number of small ones. on st. sky fairing project with launch.
2:46 pm
we announced an 11 car, on street space with a 6 month trial. we have five locations this month, next month there are six, spread across the city. we have an agreement with car- share, covering the cost of the space. we have put up cited in and done messages. the idea is to get car sharing, which is one of the vehicles -- excuse the pun -- in which we get people out of their own vehicles. to date, all of the car sharing spaces have been on private property. companies that made parking lot, buildings. but we are recognizing that there are some areas of the city
2:47 pm
where those spaces are not readily available. when you consider that one vehicle can end it -- hold and the 15 -- accommodate 10-15, it greatly increases pilot availability. it has been done by -- we will be evaluating it over the course of the six months, whether we want to advance this as a citywide policy. that is good news. along the lines of people getting out of their cars for the next week, bicycle safety and education week. something kodak sponsored by the budget coalition. education and training, something that i think is very important as we listen to these
2:48 pm
concepts between the two modes. with respect to cyclists, it is something that is very important in our defensive training policy. we have sent a subway update. we are about ready to proceed. the largest, most significant contract and step forward for us. i think we are close. right on the heels of that, the next big package will be going out, advertised in april. a $200 million construction contract. we completed it on the construction side, north of market. we are just about wrapping up
2:49 pm
the utility work, the education work. we will get to that before the holidays. we will shut down, but up, opening before the holidays and the moratorium. -- button up, opening before the holidays and the moratorium. of course, we have been updating various stakeholders and elected officials, other stakeholders, on the progress of the project. in addition to some of the political effects, we have seen positive, factual stories in the paper. i will be traveling to washington in about one month to meet with the delegation.
2:50 pm
we want to make sure that we are doing everything it needs to get that bad before successful approval. it will be part of the government oversight committee, before the board of supervisors next week. it was scheduled to be there, but they were not able to hear the civil grand jury reports. things are going well on the central subway. with any confidence, we will be able to get through that grant agreement. capital budget updates, attracting street improvements, we will be doing one of our first shutdowns of this weekend. this will be on the church street portion. we have worked around and
2:51 pm
shuttle buses for people with disabilities. and some occasional lane closures without reached, mailing, media. we will be posting alerts at the various stations. news releases, making sure that the word gets out. we will try to minimize disruption as much as possible. i would add that the work we are doing here, and that in the upcoming, is good demonstration for our federal partners. we are pursuing an important expansion, keeping on track with hours in a state of the repair.
2:52 pm
we are also installing a crosswalk on ocean avenue, at the 280 entrants. right now, there is not a crosswalk. the high school is not far from city college. a lot of pedestrian traffic, a lot of folks there in the crosswalk, making for a somewhat dangerous situation. that work will start on saturday and run for about one week, until halloween. they will be rerouting the k and 49, as well as a few other traffic alignments and routes. we are working with the p.w. on this. -- dpw on this.
2:53 pm
it will be a good improvement. one of many that we are undertaking in the balboa park area. some good news, in terms of service improvements to update you on. starting this tack -- this past weekend, on the church we had a variable headway schedule that left a lot of people confused, frustrated, or both. after taking the hearing to the board of supervisors and members of the public, we adjusted that to get service on a consistent nine minutes schedule, which should help to reduce crowding. on the f line, we have increased service every five minutes.
2:54 pm
we have had a lot of instances where we've were not able to pick up votes in a car. right now we are supplementing with bus service as we get our cars restored. that final part of the respiration issue has been fixed and we should have about seven position of vehicles on by the end of the month. we did not want to wait for those vehicles on this important, high demand service. going to the ballpark on weekends, something that we had a lot of demand for, this is kind of done in conjunction with the express bus, which has been a successful pilot.
2:55 pm
and finally, i think you may have heard -- i do not know if it was the full board or the committee meeting on improvements. we started focusing on one route to month. ones where there were significant writer concerns, -- risder concerns. the 28, the 28l, both of which had a number of problems. the main changes that were implemented yesterday, redistributed in the running time to account for ingestion on 19th avenue. we were unaware of the reality that the congestion there created. at the same time, we removed a few stops.
2:56 pm
not being sure where the demand was and what to expect, there was better service on thel than the 28 -- on the 28l than the 28. finally, our first part-time operators received new contracts to start work on the kirkland yard next monday. clearly, that is where a lot of peak time service runs out. we have the flynn division on deck with part-time operators currently in training. it will be a pretty significant cost savings for us, eliminating the need for standby time, making as much more efficient in
2:57 pm
dealing with the demand. two more items of note. next, next friday, there is a community-based effort where a number of community organizations are calling a number of city agencies, mta being prominent amongst them, to discuss street crime and public safety. i've believed that this is regarding the things that happened in the bayview -- i believe that this is regarding the things that happened in the bayview over the last few months. leaders from the apartments will be there. this will be a dialogue on how to improve safety through the bay view. of course, servicing an important part of that community.
2:58 pm
something of myself and others will be participating in. finally, we want to remind you that one week from tuesday, our the chart dedication event. -- beach yard yar dedication ev. this is the historic navy yard, where the classic vehicles are housed. we will be putting up signs and a plaque, honoring friends, family, and great service to the city. mr. chairman, that concludes my report. >> a final message there about dedication. several of us were there when the transit association honored the board member of the year.
2:59 pm
it was a great outpouring of love and support. [unintelligible] >> the best way to honor him is to hammer the director. [laughter] just kidding. >> [inaudible] [laughter] >> i am glad to hear about the upgrade that is going forward. frankly, from my personal experience, compliments to mr. haley, the issues that we have been experiencing and had experienced over the last few months are getting better. the one thing that we had talked about was some sort of reporting on when there are actually delays, so that the public can tune in
