>> good afternoon. i have been a resident of san francisco and i fully support this project, and i live in the land for an m homeowner. and joseph also a member of the san francisco biking coalition. i know what it is like to get around on a bicycle in san francisco. this proposal would create a separate area between the cyclists, and the vehicular traffic. this is actually designed to bring more of the metal people that the staff were talking about the like to ride a bicycle but don't uncomfortable --.

-- who like to ride a bicycle but don't feel comfortable doing so. there are miles and miles of tracks just like this, where, physically, you have the sidewalk, and then you have the parked cars, the physical barriers to stop -- separate you from vehicular traffic. you have to negotiate the bicyclist, and blessedly, you have a traffic jam or you have to slow down at 3:00 in the afternoon. the users of the separated cycle track can negotiate the space to let others pass, and take the car over to the sidewalk.

this should be an easy upgrade to complete and i encourage you to do this. >> good afternoon. and so the director of the art museum of san francisco, i will go into any of the points right now. i do want to reiterate that we are in support of the state by claims, and people have spoken about the current situation that needs to be addressed. we also appreciate the efforts of access mass transit authority to reduce the number of spaces lost in this plan, and we will continue to work together to see if we can further minimize this. i do want to talk about the implementation.

there is a short window in december when schools get out and during the holiday season, this is a very busy time for both institutions. we encourage the implementation take place in january but if we can use the window when the attendance spikes as part of the educational campaign, that will help the project be successful at the end of the day, which is the usual goal of everyone. one clarification on the parking, the overall percentage includes both museums, with the different facilities. and the staff actually parks outside of this area because of the time-limited parking. in terms of the parking tickets, for people to make $16

an hour this is very tough. >> is there anyone else who would like to make public comment on this item? if you would please come forward now. please, come forward. >> you have probably received a letter from me so i will not go too far into this. i would like to recommend that you put off this project until a serious review. there are problems with this -- and this bicycle lane. i think you are exposing the city to a lot of liability risk by not having one of these with the implemented sign. and i am alarmed by some of the comments made by the mass

transit authority staff about reinforcement. understanding is that california is not a state that requires cyclists to use bicycle facilities. bicycles are told to use this because this is dangerous. one of the effects of this, this forces a lot of people away from the bicycle and and the parked cars and into the so-called traffic lanes. i would like to make a comment that has not been made here before. november 6 is the last day of daylight savings time. what happens is those who commute by bicycle go to work and find out that this is dark.

and i know that many people from the neighborhood community, from the corrugated council have been a part of this process. i would like to see this important safety improvement go forward. i hope that we can see the safety improvements in san francisco as well, and the notion that this is quite different than what we have in many of the streets of san francisco. we have people getting off the bus, going to the sidewalk. this proposal helps to add a little bit more to the streets, as many of you know, you have received electronic copies. there are the 250 support letters, but this has been so

>> thank you for the work that you have done, and i had one question. we expect more people riding bicycles to come here, and we have a bicycle racks -- if they want to spend time in one of our museums. this is to accommodate the usage. >> this is certainly something that is part of parks and recreation, and the staff. we have over 600 bicycle racks that we install through the plant -- grant funding, so the question is not if we have enough racks, but making sure that this goes to the right place. we want to make certain that they are installed securely,

with part of the process. we have surveyed about 10 more locations in putting in more bicycle parking. we are more than happy to make certain that we have the safe and secure places. >> this is an important point, and i also have the capital staff, because i feel that encouraging more bicycle usage with the bicycle rentals that we announced last week, this provides for people with the bicycles, using these facilities, spending time in them. >> i have a jumble of thoughts. first, i wanted to be known that i support this program.

i just got back from vacation overseas, and i did write over 100 miles over many different days, but the point is that the bike riding is good for a lot of reasons and we need to encourage this. i do feel compelled to, if nothing more than just for the record, the institution of this. i used to work at the academy of sciences. access to these institutions is important. there was a time when we have the institutions that should leave the park. they said that they had to stay here. it is important that we have the institutions, i want to say

something for the institution. i want to thank them for their help with this. and an approach that works well with everyone. i want to encourage all of those players to keep talking. i not want everyone to think that the work is done. we have to stay on this. when we have the effects of many years, with the initiative to get more bike riders on the part. i get this and i am good with us. in terms of implementation, these institutions have access to thousands of members that could really be very helpful in crafting the message. we all think that this is a good idea and know how to deal with this. i want to work closely with the membership department of the academy. and lastly, i would also

get -- because i sit on the mid market review team. i go through these meetings and i learn about this, and not one of them had to do with the bark -- the bike lanes for market street. this is the planner term that i learned. i think much of the fear that we have this we have the most vast bikers and we say, how can we restrain them in the lane with people who were just entering this, and we see people with advertisements -- they're zooming down the road. this is not a fair statement. but i have been converted to bicycles. and some people here have something to do with it. having said this, is there anything for the biker with all

of the skill sets to move along with traffic being prohibited -- prohibited to using the bike lane? >> there is no requirement that the bicyclist have to ride in this track. people going 25 miles per hour, the effect that they will be more comfortable on the road. when i talk about the enforcement, we make certain that they are stopping for the stop signs and i am not talking about the traffic co., we're talking about enforcing the by kuwait. >> it seems that i share the concerns of the disabled community about the access in the area. i don't think that this should

affect the way that this is going. there is more of an ability to see the people exiting the vehicles and i think one of the people who testified, we will find this -- much more common sense prevailed. if this is who we're talking about, the people going very fast to our very capable. i have almost been killed by them, because i have to be used to the idea of getting out of the car. this is the reality of what is happening in san francisco. we are starting the process at the first of the year. i would entertain a motion to

>> the volunteers come out on saturday and they do three hours of work. they come out, and they plant new plants, and sometimes they do the task of picking up trash. this is one of the most important jobs that we have. they help to support the staff, and this is a team effort. we did over 130,000 hours of service last year.

♪ >> this is very nice. we briefly wanted to show you the promotional video that was created, through different methods to get people more interested in volunteering. we want to take you through the volunteer program. as you know, if so the director of the public affairs division, with three unique areas. government affairs and community affairs, and up -- this is -- the volunteers are a big part of this commission.

one of the most positive and fun ways we interact with this department, we will show you some highlights from the division. i don't want to steal the thunder but we did over 141,000 hours of volunteer service. this is a value of over $3.50 million. we're very proud of that. this is a lot of work to manage this. we have this throughout the system. we can take you to the program but i want to introduce to you the staff that we have. i think the joseph gray is still here. he is a coordinator in the natural areas division, and this is what you have heard about,

with -- this is supplemented with a volunteer hours. maryann is here. she keeps the trains running on time. ramona had to leave and she does a lot of the community affairs. we are doing face painting and those things, to coordinate all of that. we will discuss more about the youth stewardship program, where the school kids in san francisco, for learning in the parks. we're fortunate to have volunteers every year who run this program. there was david chang, and david brought the program for the first time into the classrooms were spanish was the primary language spoken.

we put the price tag on the volunteers but the volunteers are priceless. they speak on behalf of the department. just a couple of highlights. with over 131,000 hours. in terms of the successful program, we are making certain of the expectations, having all the learning tasks are meaningful. this is a meaningful and a valuable experience, looking into how you support the staff. gloria gonzales worked closely with all of the volunteers. this is important for the operation in our division. we started this program in 1993, starting in small steps. and you can see six short years ago how wee
